About this file
This document contains questions and answers regarding a federal solicitation to resurface roads at Mammoth Cave National Park. The solicitation is to resurface approximately 7 miles of roadways including Maple Springs Loop Road and the Campground Loop Road. Questions addressed include allowable weight limits, required removal of existing pavement markings, maintenance of traffic during construction, allowable work hours, and preparation of depressed roadway areas. The park will provide necessary subbase materials and coordinate campground access and closure of sites during work on option areas. Construction is planned for May 1, 2023 to September 30, 2023, with the only potential impact being asbestos mitigation work at Maple Springs House complex anticipated in the next one to two months.

QUESTIONS AND ANSWERS
1. They wanted to know the weight limits for driving material on the roadways in the park to bring to the construction site? Per last contract for pavement preservation in the park on Brownsville Road the max weight limit for a truck with material is 65,000 lbs.
2. Removal of thermoplastic along the roadway before resurfacing? Yes, the thermoplastic needs to be removed before the resurfacing1 ½ overlay on the roadway.
3. Do they need to do any shoulder work along main roadway after the asphalt overlay is done?
No, we could do a bid option on the shoulder work for the roadway if their money left in the project. We anticipate that the park will take care of shoulder work along the roadway to the Maple Springs Loop Road and Campground Loop Road
4. Will the parking lot need thermoplastic decals for ADA markings and striping in the parking lot?
No, the ADA markings can be painted on along with the striping for parking lots and crosswalks that are bid option.
5. Solicitation does not include removal of the existing thermoplastic pavement markings as is typically required by KYTC. Can you please clarify if removal of the thermoplastic markings will be required on this project prior to placement of the asphalt overlay? Yes, the thermoplastic pavement markings will need to be removed prior of resurfacing the roadway.
6. Solicitation does not include any provisions for protection of the additional height of pavement edge that will be created by the asphalt overlay. Please clarify if any shouldering will be required on this project and if so, will Dense Graded Aggregate shouldering per KYTC requirements be acceptable as it would be the most cost efficient medium typically used? No, the park will take care of the shouldering along the roadway for Maples Springs Loop Road and Campground Loop.
7. Solicitation does not include any provisions for campground closures during the project. Will this work take place under live traffic and the presence of campers/guests? If so, the existing roadway width will not allow for traffic adjacent to the construction zone and a mobile, partial closure of the roadway will be needed at minimum. Also, if campground is to remain open, how will the park ensure that vehicles, campers, etc. will not encroach on the roadway during completion of work? Construction Limits preference would be a 4’-5’ buffer from edge of roadway to any obstructions. The campground will need to remail open during the paving process. The park would like to see the paving done later summer to early fall to accommodate to the visitors at the campground. The park can work with contractor for campground spots availability during the resurfacing of campground loop road.
8. Please clarify the required hours of work that will be allowed within the campground and will the park ensure that sites and parking areas for the options are closed? The campground will have to remain open and the hours of operation in the campground for not to disturb visitors will be 9 am to 5 pm Monday through Friday, no work on weekends at MACA.
9. Can you please verify the current weight restrictions for roadways within the park? This information will be needed in planning materials delivery, staging, and production speed on the project. The weight limit on the roadways in the park is 65,000 lbs. The Green River Ferry can accommodate up to 12 tons max for hauling materials and equipment depending on the weather and the water heights in the river. The park will confirm a staging area for contractor at the time of award.
10. Solicitation specifies a single 3” lift of surface on the options for campground sites and parking areas. For additional pavement strength, it is recommended that an initial lift of bituminous base be placed (2” thickness) and then a final lift of bituminous surface (1.5” thickness) be placed in conjunction with the overlay of adjacent drives. Would the park consider this change as the thicker 3” lift of surface material would be considerably susceptible to damage if immediately exposed to traffic and loading? Yes, but an accurate cost must be provided for the additional ½ inch lift for resurfacing campground sites.
11. Option Areas are a mix of existing soils and limited aggregate and present the need for grading and excavation of excess materials for proper grades. Is it the intention of the park to utilize only the materials present for asphalt sub-base or shall the contractor anticipate excavation of these areas and replacement of proper sub-base stone prior to asphalt placement. The park will provide the necessary sub-base material for contractor.
12. There are transverse utility ditches which have settled over time present in the campground loop roadway. Solicitation does not specify the preparation of these locations prior to placement of the asphalt overlay. Please clarify if these areas of depressed pavement will need to be patched prior to overlay placement or if leveling them in the paving process is sufficient.
Yes, the park would like to have these utility paths patched before the overlay is done along the campground loop road.
13. Please clarify if there are any events, activities, or additional projects that would have an impact on the progress or completion of the scope of work for this project within the planned window of work listed in the solicitation (05.01.2023 – 09.30.2023). Currently the only work that will be conducted possibly during the resurface project is asbestos mitigation at Maples Springs House complex. This works is anticipated in the next month to couple months.
14. Will the existing Striping (appears to be thermoplastic) require removal be before installation of new overlay? Already answered this question previous question number 3.
