HVAC Replacement at Melrose and Johnson Sites

1. BACKGROUND:

This contract is to replace 9 complete HVAC systems: 8 for the building units at Melrose Estate and 1 at William Johnson House Kitchen Dependency. The current systems have reached the end of their service life. The units to be installed will be highly efficient reducing energy use for the park.

2. OBJECTIVES:

This contract is to remove and replace the HVAC equipment for Natchez National Historical Park. The end product will provide adequate heating, cooling, and humidity control to achieve optimum indoor environmental conditions for the following areas:

3. PLACE OF PERFORMANCE:

Melrose Estate 1 Melrose-Montebello Pkwy Natchez, MS 39120

William Johnson House 210 State Street Natchez, MS 39120

4. PERIOD OF PERFORMANCE:

All tasks and deliverables for this contract must be completed within 120 days after Notice to proceed. Days listed herein refer to calendar days. The primary and approved work schedule is Monday through Friday between the hours of 6 am to 3:00 pm. Any days or hours outside the primary work schedule will have to be requested in advance and approved by the CO in advance.

5. SCOPE:

The project consists of replacing the HVAC equipment listed below. The new equipment shall be upgraded to meet the latest technology and energy efficiencies available with current industry standards. Natchez National Historical Park prefers Trane equipment but will accept equal. The contractor shall deliver the following services and provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees. The contractor shall have an on-site superintendent/foreman present when work is being performed.

6. TASKS:

Under this contract, the contractor shall complete the following tasks and requirements:

Remove existing and install the following equipment:

Unit #1 and #2 Melrose Mansion

· (2) 5 ton 18 SEER Complete R410a A/C system single phase system, Natural Gas Furnace (attic) and condenser (locate on roof)

· Digital programmable WIFI capable thermostat

· Connect to existing duct work, replace return air grill (RAG)

· Auxiliary drain pan under Furnace with float switch

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Other piping at the connecting points with the new equipment

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

Unit #3 and #4 Melrose Mansion

· (2) 5 ton 18 SEER Complete R410a A/C system single phase system, Natural Gas Furnace (basement) and Condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Connect to existing duct work, replace return air grill (RAG)

· Auxiliary drain pan under Furnace with float switch

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Other piping at the connecting points with the new equipment

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

Unit #5 Melrose Kitchen Dependency

· 3.5 ton 18 SEER Complete R410a A/C system single phase system Heat Pump System

· Air Handler (attic installation - AHU) Condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Auxiliary drain pan under air handler with float switch

· Connect to existing duct work

· Other piping at the connecting points with the new equipment

· Filter drier and sight glass

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

Unit #6 Melrose Dairy Dependency

· 4 ton 18 SEER Complete R410a A/C system single phase system, Natural Gas Furnace (attic) and condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Auxiliary drain pan under Furnace, with float switch Float switch

· Connect to existing duct work

· Other piping at the connecting points with the new equipment

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

Unit #7 Melrose North Slave Cabin

· 4 ton 18 SEER Complete R410a A/C system single phase system, Natural Gas Furnace (attic) and Condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Connect to existing duct work

· Auxiliary drain pan under Furnace with float switch

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Other piping at the connecting points with the new equipment

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance the charge and start up system

Unit #8 Melrose South Slave Cabin

· 2.5 ton 18 SEER Complete R410a A/C system single phase system, Natural Gas Furnace (crawl space) and Condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Connect to existing duct work

· Auxiliary drain pan under Furnace with float switch

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Other piping at the connecting points with the new equipment

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

Unit #9 William Johnson Kitchen Dependency

· 4 ton 18 SEER Complete R410a A/C system single phase system Heat Pump System Air Handler (downstairs installation - AHU) Condenser (concrete pad)

· Digital programmable WIFI capable thermostat

· Connect to existing duct work

· Auxiliary drain pan under Furnace with float switch

· Replace all existing refrigerant lines

· Filter drier and sight glass

· Other piping at the connecting points with the new equipment

· Replace thermostat wire on condensing unit

· Replace electrical disconnects and whips

· Balance, charge and start up system

· Safely dispose of all equipment and material to be removed. Remove and recover all refrigerants per EPA regulations.

· Coordinate all work and utility service interruptions with park staff. No less than a 48-hour notice shall be given before any type of utility interruption is to occur. Interruptions shall not exceed more than one working day.

· All affected areas to include paint and drywall must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.

· Clean job-site of all dust and debris at the end of each workday and ensure that all work is performed in a professional manner.

7. DELIVERABLES:

Before notice to proceed

· Provide product submittals for all equipment to be installed for approval by COR

· Provide product submittal for condenser coastal corrosion protection

· Provide a written narrative summary of how the contractor will execute the project with a timeline. This document will be referred to as the implementation plan. Provide safety plan as identified in Section 9.

Before contract close out

· Provide one hard-bound copy of Operation and Maintenance (O&M) Manuals to the park for all equipment installed. O&M manuals are to include the manufacturer's specifications and instructions for all new equipment.

· Provide one hard-bound copy of all warranty information for new equipment. Must include list of all model and serial numbers as applicable.

· Conduct at minimum one day of training on new equipment and systems for park personnel.

8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION (CFP, GFM, GFE, OR CFI):

Project start date shall be coordinated ahead of time and at the convenience of the Park and approved by the CO in advance.

9. SAFETY

This contractor is to follow at a minimum all OHSA rules and procedures. Contractor must:

1. Before starting work on site specific safety plan must be approved. Plan should be specific to this site provide all employees a safe and healthful workplace.

2. Provide a level of public safety commensurate with exposure at NPS worksite.

3. Comply in rectifying all unsafe or unhealthful conditions called to his attention by the contracting officer.

4. Allow for informal and formal, announced and unannounced safety inspections by the COR and the appropriate safety officer at the worksite.

10. TRAVEL:

Contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

11. OTHER UNIQUE REQUIREMENTS:

Salvage/Recycle Requirements: Government goal is to salvage and recycle as much nonhazardous demolition and construction waste as possible including the following materials:

· Metal Ductwork

· Condensing Units

· Air handlers

· Natural Gas Furnaces

· Copper line sets

· Cardboard

· Wood pallets

12. QUALITY ASSURANCE REQUIREMENT

The government will periodically evaluate the contractor's performance in accordance with the statement of work. All new equipment must conform to the manufacturer's instructions and guidelines for installation and start-up.

While performing work, the contractor shall comply with the latest applicable versions of the following:

International Family of Codes, primarily the IBC (International Building Code) American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) Standards and Guidelines National Environmental Balancing Bureau (NEBB) Associated Air Balance Council (AABC) NFPA 101 (National Fire Protection Association's Life Safety Code) Federal, State and Local Building Codes, Standards and Policies Local codes only if required by utility companies for service connections National Electrical Code (NEC) Occupational Safety and Health Administration (OSHA) requirements

Additional Requirements:

All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government Any unused conduit, plumbing, ductwork, or other misc. equipment must be removed from the worksite by the contractor and at the contractor’s expense.

All new equipment must conform to the manufacturer's instructions and guidelines.
