140P5123Q0012, Amendment 0001 Questions and Answers

1. Is any additional information being requested in response to this RFQ other than 9 items and price on page 1 of the Solicitation (ADDENDA TO 52.212-1:)? For example, would the government like bidders to provide a technical response to the SOW and/or past performance to support evaluation in accordance with the Clause 52.212-2 EVALUATION?

a. Yes a technical proposal along with past performance is being evaluated as part of this solicitation.

2. The DRS is not listed among the standards. Can we assume that we can still use it even though it is not? The DRS supersedes some of the retention codes.

a. The DRSs pertain to gen admin, personnel, finance, IT, and judicial and legislative affairs - primarily records defined as 10 (Management and Accountability) by DO 11D and a bit of 2 (Protection and Safety). Considering the records in this collection, there is no anticipated use of the DRSs.

3. Please confirm in what format the vendor should deliver the container list/inventory. Is Microsoft Excel an acceptable format for delivery, or will Microsoft Word be required?

a. The sample container list is in MS Word, if the contractor has a preference for MS Excel that is also acceptable, this should be discussed with the COR at the outset of the project.

4. Where are the records currently located? If the records are located among multiple locations, please detail the address of each location. (The SOW indicates that the location is the SE Region Office in Atlanta, but considering the size of the region, we are requesting confirmation of the location/s)

a. All records are located within the Cultural Resources Division Workspace of the NPS at 100 Alabama St. SW, Atlanta GA.

5. What workspace will be available to the vendor while onsite? What is the maximum number of people that could be accommodated?

a. The regional office has numerous vacant cubicles that can be used by the contractor. Space is readily available for 5-10 people. Additional space could be made available.

6. Will the vendor have access to WiFi? If not, please describe cellular signal strength at the working locations.

a. Yes, WiFi is available.

7. Has the government already identified all materials included in scope, or will the vendor be required to locate in-scope items onsite?

a. All records subject to this scope are grouped together and marked as within the scope of the project.

8. Is it possible for the government to consolidate all records for review into one working location prior to onsite work beginning?

a. All records are located within the Cultural Resources Division Workspace of the NPS at 100 Alabama St. SW, Atlanta GA

9. Please provide pictures of the records in lieu of a site visit.

10. The SOW specifies that all work must be completed by September 30, 2023. The Solicitation lists October 18, 2024 as the POP end date. Please confirm which date is required for submission of all deliverables.

a. September 30, 2023

11. Please clarify the types of records expected to be sent to the FRC through this project.

a. The records relate to National Historic Landmarks in the Southeast, File Code 1.A.2, they are largely are paper records with occasional other media (i.e. photographs) included in the folders. All media is to stay foldered with original text.

12. Would the Government provide additional details regarding technical and past performance proposal requirements?

a. This requirement falls under FAR part 13. There is no page length however, a description of how you will perform the work and your methodology for completing this project is necessary, along with experience and any credibility to show your company is capable to provide these services.

13. Would the Government confirm the POP and expected timeline for the deliverables and contract?

a. Work should be completed by Sept 30, 2023.

14. How often does the Government plan to tranfer records to FRC?

a. Records will be transferred to the FRC as work on groupings is complete. Records will be transferred in the following groupings: Other Sites Considered, Condition Monitoring, Theme Studies, NHLs (NHL grouping will be broken up into states/territories).
