Booker T. Washington National Monument Bowa Remove, Replace, And Install HVAC System

Pre-Bid Walk through Q&A

1. The reference to SEER 18, which is typically a residential standard. The new iEER is the governing Standard for Commercial HVAC for this type of application. Is the project intent to comply with the DOE 2023 minimum standards?

Yes, the project shall comply with the DOE 2023 minimum standards

2. The smoke detectors appear to exist on the ductwork at locations where they may need to be relocated for transitions with new equipment. Is it the intent to have smoke detectors built within the units for unit shutoff, or just re-install existing?

Existing may be reinstalled.

3. Who are the facilities proprietary fire alarm and suppression contractor? Is it the contractor’s responsibility to coordinate disconnect and reconnection of the smoke detectors with use of the proprietary fire contractor? Does the facility have a rate agreement for services with the proprietary vendor, or will such be the responsibility of the contractor to procure?

We will work with the fire alarm and suppression contractor to coordinate the disconnection and reconnection of the smoke detectors.

4. For system design purposes, will the new system require engineering beyond sizing for the spaces to be conditioned?

Not necessarily.

5. What is the design cooling/heating setpoints for the building? What is the summer/winter design temps desired?

Controlled by the staff.

6. The radiators throughout the building appear to no longer be needed with elimination of the boiler. This leaves large areas of replacement for stained trim and carpet areas. After the penetrations are sealed, it may be easier to replace the entire carpet in the building, should this be included in the scope of the project?

No, park will handle.

7. As far as the stained wood trim is concerned, what is the grade and type of wood to match?

No applicable. The park will take care of the trim.

8. If not replacing carpet in total, what is brand and type of carpets to be repaired? Any other governing information for carpet?

No applicable. The park will take care of the carpet.

9. Regarding the product warranty for equipment. Many Buy American Compliant manufacturer’s only offer 5-year warranties. Should the warranty be parts, labor, and compressor for 5 years? Are extended contract warranties acceptable if ten-year warranties are still desired?

Warranty should be parts, labor, and compressor. Extended is acceptable.

10. Many rooms of the building are not currently installed with Air-Conditioned cooling through return and supplies, though have radiators for heating. Is it the intent to install multi-zone or single-zone mini-split heat pumps to serve these areas by routing line sets through areas currently occupied by hot water and chilled water supplies and returns? Is it preferred to have ceiling mounted evaporators, in lieu of wall mounted to provide HVAC to these areas?

This should be part of the design created.

11. It appears the project has a requirement for CAD drawings for as-builts. Are there CAD files available for modifications to the mechanical and electrical drawings to work from?

Creating new is a large expense.

The park is requesting new CAD drawings.

12. Please verify that all removed apertures and device shall be demo ’ed in full and not abandoned in place.

Should not be abandoned in place.

13. In areas where the existing chilled water and hot water lines are inaccessible (underground for instance) for removal, can they be filled inert and capped in place?

Yes

14. Is it acceptable to install a unit outside the bathroom building on a pad for service to the bathrooms?

15. There is a storage area underneath the flat roof area of the visitor’s center. Is this area to be conditioned with HVAC?

No, this area will not be conditioned with HVAC

16. There are some rather old breaker panels which I cannot find new breakers for. Are reutilized breakers acceptable, or will new panels be desired?

New panels are desired.

17. The period of performance for this project is not likely to be able to be accomplished in 100 days. “We are in the process of ordering 25-ton package units and were told the lead time is 47 weeks.” Will the period of performance be extended due to the manufacturer’s lead times?

Yes, may be extended depending on circumstances.

18. The drawings provided in the solicitation documents are not complete, can you provide as-builts or drawings of the restrooms and updated drawings of the visitor’s center?

19. The depth of work may require additional site visits after award, will access be granted prior and after NTP to perfect the design intent of the scope of work?

20. There appears to be an exhaust fan for the boiler area in the mechanical room. Should the flash tanks, condensate tanks and exhaust fans be removed with the boiler?

Yes, they are associated with the boiler.
