About this file

This document contains questions and answers from a second site visit for a construction project at Independence National Historical Park. The project involves exterior repairs and painting at the Bringhurst and Deshler Morris Houses located in Philadelphia, Pennsylvania. Specific requirements include repairing and painting exterior woodwork, windows, doors, and masonry; replacing the wood shingle roof at the Deshler Morris House; patching interior plaster; replacing gutters; and installing foundation waterproofing and a French drain. Bidders are directed to follow the construction documents and any clarifications issued by the Contracting Officer. Painting is only required for items accepted under Option 2. Reasonable care must be taken when removing window stops to minimize damage. Security panel installation details are provided in Attachment 9. The number of roof squares will be determined by the contractor based on roof dimensions and other installation factors provided. Parapet flashing details are shown in Drawing 6/A17. As-built drawings of an existing geothermal system are available in Attachment 10, though the system should be verified in the field.

Questions and Answers from Second Site Visit:

1. Several questions were raised about the approach to different aspects of the work and suggested alternatives.

Answer: While the Park Service appreciates the insights and suggestions, all contractors are required to bid the work as it is presented in the construction documents and the clarifications or corrections issued by the Contracting Officer prior to submitting an offer. Failure to do so will result in disqualification of the offer.

2. Is painting required of the shutters and blinds listed in the Option #2?

Answer: No work is required for the shutters or blinds covered under Option #2 unless Option #2 is accepted. The base bid work on shutters and blinds includes only those indicated in the Shutter Schedules on sheets A-8 & A-14

3. What requirements are there for lead paint?

Answer: The project is considered a lead aware project, but contractors should take steps to protect workers, the public and the environment from lead contamination as noted in Section 02833. Note that the fixed blinds # S 127, S 128, S 131 & S 132 are part of Option #2. It was misstated on site that they would require painting. Painting of these blinds is only required if Option #2 is accepted. The wood trim/frames and sills that hold these blinds will be required to be painted.

4. What is the extent of the painting required on interior trim where window stops are removed to remove window sash?

Answer: The contractor is expected to take reasonable care in removing the stops to minimize damage or marring of the paint finish of the stops and interior window frames. There is no painting or touch up of the interior window trim required by the contract documents.

5. The plans call for ¾” plywood security panels in General Note 3 on the elevation drawings, how are these to be installed?

Answer: See Attachment 9, sketch shows the anticipated installation of the security panels.

6. How many squares of roofing are required?

Answer: The number of squares is determined by calculating the area of the roof and including wastage and other factors that may be particular to an installer. The Park service prefers to leave the actual calculations to the contractor; however, a review of the drawings shows that some clarification may be required to accurately determine the area of the roof surface. The following is offered as further clarification:

a. The run of the north or front slope of the roof facing Germantown Ave. measured from the eave to the ridge is 23’- 0” +/-, the run of the south or rear facing slope is the same. b. The run of the shingle roof on the rear ell measured from eave to parapet wall is 16’ – 0” +/-.

7. There is no detail for the parapet where the new wood shingles are installed. How is that to be flashed?

Answer: The shingle flashing at the parapet will be similar to that shown in Detail 6/A17. The parapet cap flashing that is called out to be provided will extend down far enough to lap over the counter flashing by 1-1/2” to 2”.

8. Are there as built drawings showing the existing geothermal installation?

Answer: There are though the contractor should verify in the field the accuracy of the drawings. See Attachment 10.
