About this file

This document provides details for a federal solicitation to construct a new visitor contact station at Cedar Breaks National Monument in Utah. The National Park Service is seeking a firm fixed price contract to build a 3,065 square foot contact station and restroom, along with site improvements and connections to existing trails. The work must be conducted over two construction seasons due to winter closures, with substantial completion required after the first season. Offers are due by April 6, 2021 and the contract is set aside for small businesses under $39.5 million in size. The period of performance is 530 days from notice to proceed issuance, with a seasonal shutdown between November 2021 to June 2022. A pre-proposal conference was held on March 8th to review the project scope and site virtually. Recordings of the presentation and site tour are accessible via SharePoint.

Pre-Bid Teleconference and Virtual Site Visit 3/8/2021

Summary for Recording Access

The Pre-Bid Teleconference and Virtual Site Visit occurred on March 8th 2021. The meeting gave an overview of the project and site considerations, took attendees on a virtual site walk, narrated by the Cedar Breaks National Monument Facility Manager, and provided an overview of the contracting requirements. The PowerPoint presentation is uploaded in beta.SAM as a PDF document for all to access.

In this solicitation platform, video file formats are not accepted. In order to provide access to the information shared during the Teleconference and Virtual Site Visit, the video recordings for both the entire presentation and narrated site visit will be available upon request. Please refer to “Instructions for Recording Access” for directions to obtain those files. These files are available for both venders that attended the Teleconference and Virtual Site Visit and vendors who were unable to attend.

Please direct any questions regarding the Recording Access in writing to the CO by March 16th 2021.

Instructions for Recording Access

1. Send an email request to the CO with your name and preferred email. This is the email you will use to access the recordings on the SharePoint site.

2. After you have been added to the SharePoint site by the CO, you will receive an email with a link to set up your account, if you do not already have one. If the email is not in your Inbox, check the Spam / Junk folder. The email will be sent from this account: no-reply@sharepointonline.com This account is not monitored, so do not respond to this email. If you have questions, please email the CO.

3. Once you have located the email, click the button “Report Not Spam” and click orange link. This will open a new browser window and take you to the welcome/sign in screen.

4. Choose the option that best suits the email account you provided to the CO. If you do not know, click the Microsoft account option.

5. Sign in with the SAME email you provided the CO. If you do not have a Microsoft account, click the button “Create one!” Use the SAME email you provided the CO.

6. One of two options will occur: either, you will see the DOI Terms of Use page or there will be an error. If there is an error, email the CO and ask to be added to SharePoint file again to gain access. You will receive a new email, and unfortunately, you will have to go back up to Step #2 and go through the process again. If you see the DOI Terms of Use page, move to Step #7.

7. Click the arrow to the side and read the terms and conditions of guest access. After you have finished reading, click Accept.

8. The SharePoint Home Screen will appear – on the left-hand side of the screen, in the side bar, click

Documents.

9. Click into the folder labeled General, then click into the folder labeled Recordings.

10. In the recordings folder, there will be a recording of the presentation and a separate file for the virtual site visit. To download a file, select the file you would like to download by clicking the circular button on the left-hand side of the file name. Then at the top ribbon, click download.

11. If you have any additional questions, please contact the CO.
