Amendment 2 – 140P1421Q0063 4 Lazy F Ranch Stabilization Q&A June 25, 2021

1. For the barn doors, will we be able to use new plywood for backer to rebuild the barn doors using the old exterior wood on the face that will be seen from the public view?

No, the doors will not need to be rebuilt, just re-nail boards if loose. All historic materials to be preserved.

Contractor to perform all work according to the Secretary of the Interior’s Standards for the Treatment of Historic Properties, refer here: https://www.nps.gov/tps/standards.htm.

Clarification:

The swinging doors should be re-hung so they open and close smoothly without scraping the bottom on the concrete floor and so the top latch can be secured in place. A compatible door sweep should be installed in the interior of the swinging doors to prevent snow from blowing inside in the winter.

The sliding doors should be secured in the open position by a low profile, removeable, wooden block that fits around the base of the door’s interior edge and down the side edge of the concrete apron. The wood blocks should be painted red to match the doors.

Very lightly sand all doors according to the above Secretary of the Interior’s Standards, removing the existing paint prior to painting with a base coat of linseed oil then coats of linseed oil-based paint (oil and paint provide by NPS).

2. For the snow barrier, can we attach 24” roll metal to the front of the swinging doors or would you like a stand-alone barrier to be placed at the end of the season?

No, do not use rolled metal on the doors. A compatible door sweep should be installed on the interior of the swinging doors (see above).

Clarification:

The snow barrier should be made of wood or plywood and treated with linseed oil. It should be removeable in the summer months and be able to be placed over the bottom 4’ of the sliding doors without resting on them, to prevent snow from pushing on the sliding doors and deteriorating them further.

3. For the garage, in the SOW it is calling for replacement of deteriorated sill logs, when I visited the site last week, I did not see any sill logs in that location. Would the SOW be referring to the rotten log(s) above the 3 bay openings?

SOW was referring to 3 sill logs at the base of each wall, but on further inspection sill logs DO NOT need to be replaced at this time. Contractor to treat all logs, including sill logs, with linseed oil (provided by NPS).

4. The garage has materials and material racks that will need to be removed prior to starting demolition. Would you like me to include the price for moving said materials?

All broken materials from the building collapse should be properly disposed of by the contractor. All government building materials stored within the building will need to be removed from within the building by the contractor and temporarily stored on gravel surfaces (not vegetation) near the building. NPS will then be responsible for removing government building materials from there.

5. For the garage, there is no mention for a temporary roof to be installed in the SOW, please advise.

No roof is required to be installed in this contract. A future project will reconstruct the roof.

Clarification:

The goal of this project is to stabilize the log walls with interior and exterior bracing. All intact building logs, including purlins and gable end logs, etc, should be placed inside the structure on cribbing to keep it off the ground and treated with linseed oil.

The two windows should be protected from future damage with plywood shutters on the interior and exterior of the each window using removeable means that do not screw or nail into window sashes, frames, trim or log walls.

6. The SOW mentions a Payment Bond or Irrevocable Letter of Credit that will be required but there is no mention for said bond in the actual solicitation, please advise?

Bid bonds & Performance bonds are not required. Here is the payment protection clause that's in the contract:

52.228-13 Alternative Payment Protections Jul 2000

(a) The Contractor shall submit one of the following payment protections:

A payment bond An irrevocable letter of credit (ILC) Tripartite Escrow Agreement

(b) The amount of the payment protection shall be 100 percent of the contract price.

(c) The submission of the payment protection is required within 10 calendar days of contract award.

(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.

(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.

(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

7. There isn’t a company that is making a green rolled roofing right now and they don’t know when they will start again. We have found small quantities but not enough for roof replacement. Would there be the opportunity to use an alternative color of rolled roofing or a green standard shingle instead?

The roofing on the Main Cabin needs to be replacement in-kind. The NPS found a green roll roofing by Tarco in stock from Menards and other places online. At this time, we won't accept a different color or standard shingle.

8. The following option clause is incorporated to the RFQ:

SPECIAL CLAUSE: OPTION FOR ADDITIONAL SERVICES—SEPARATELY PRICED LINE ITEMS - APPLICABLE TO OPTION LINES The Government may require the delivery of the numbered line items identified in the Schedule as option items at the price stated in the Schedule. The Contracting Officer may unilaterally exercise the option by written notice to the Contractor within 30 days after issuance of the notice to proceed. Performance of added line item tasks shall be at the price negotiated in the contract Schedule.
