REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT:
The Government is issuing this RFI as part of market research in accordance with Federal
Acquisition Regulation (FAR) Part 10 to determine the availability and technical capability of sources to provide the Department of the Interior, Bureau of Ocean Energy Management
(BOEM) capabilities information for estimating the probability of oil spills occurring on the
Atlantic U.S. outer continental shelf (OCS)—and quantifying if/how those probabilities differ from other established offshore oil production areas (e.g., as compared to the Gulf of
Mexico OCS).
This RFI / Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested vendors in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed.
All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary.
BOEM is seeking information on vendors that have the capability of performing the work described in the attached draft Statement of Work. Responses must be identified by the RFI number 140M0119Q0010; must consist of three pages or less, and include the following business information:
1. Company name
2. Data Universal Numbering System (DUNS) number
3. Mailing address
4. E-mail address
5. Telephone number
6. Web site address (if available)
7. General Services Administration (GSA) Schedule number (if applicable)
8. Business Size and Eligibility under U.S. Government socio-economic programs (i.e., type of business: large, small, 8(a), small-disadvantaged, woman-owned, or veteran-owned) under North American Industry Classification System (NAICS) code 541910, Marketing
Research and Public Opinion, with a size standard of $15 Million.
Market Research Questionnaire:
Offerors who are able to meet the requirements of this draft Statement of Work (SOW), have the potential capacity and capability to meet the requirements based on the information provided, and who would be interested in competing for any potential contracts, please take the time to respond to the following questions:
1. How would you describe your organization’s familiarity with oil spills in (i) U.S. waters and (ii) world-wide—
a. under a variety of meteorological and oceanographic conditions (e.g., hurricanes)?
b. of various sizes (e.g., ≥1,000 bbl., ≥10,000 bbl.)?

2. How would your organization determine offshore oil spill causing factors in waters where there has not yet been any oil production/drilling?
3. In what way would your organization develop the confidence intervals on the spill occurrence probabilities, modified for those undeveloped waters, for the various spill size categories?
4. How would your organization communicate these results, viz.:
a. the probability of each oil spill causing factor actually triggering a spill in these undeveloped waters, and
b. the confidence intervals around those probabilities?
5. What is the likely time-frame your organization would require to conduct this work?
6. Does your organization have a GSA Schedule for the required work? If so, please provide the GSA Schedule number.
7. The Government is considering the acquisition of these services utilizing a firm-fixed-price contract type. Please indicate any concerns that your organization may have in responding to a firm-fixed-price solicitation and whether the use of a firm-fixed-price contract type would discourage your firm from participating in any potential solicitation for these services.
8. Are there potential alternatives to the draft SOW that your organization might offer to meet the Government’s needs?
9. What potential ambiguities exist in the draft SOW that would necessitate further details prior to soliciting for this development?
10. Do you offer these services commercially (if so, please provide examples)?

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
In accordance with FAR 52.215-3 – Request for Information or Solicitation for Planning
Purposes (Oct. 1997):
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR.
(b) Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of gathering market research information.
