Las Cienegas National Conservation Area Grassland Restoration Project

Mechanical Mesquite Reduction Pipeline Mechanical Treatment Area

Questions & Answers Amend 1

Question 1: Can you please clarify the bid proposal items that the contract will need to submit, does the solicitation need to be filled out

Answer 1: All solicitation documents and amendments need to be filled out.

Question 2: Will all work happen simultaneously?

Answer 2: If the grubbing process is set up appropriately you can grub and windrow simultaneously.

Question 3: Can the site be mulched and grubbed?

Answer 3: At this time, we only have authorization to grub. We have tried mastication in the past, it does not kill the mesquite. Mulching the slash after grubbing is currently not an option.

Question 4: Do the large 12’ mesquites need to be stacked or can they be mulched?

Answer 4: All slash generated during the thinning process needs to be windrowed. The reference to 12’ tall trees or greater is describing the leave trees, which will be approx.. 3-4 trees every acre or two.

Questions 5: Can the work start any time after notice of award?

Answer 5: Performance can begin after the award notification. There are some ground condition limitations that may prevent work due to the amount of rainfall currently occurring in the area.

Question 6: We noticed that there was not a price sheet/schedule of items in the three documents you provided us. Would you like us to provide our own price sheet or how would you like us to provide our quote?

Answer 6: There is a Bidding Schedule located within the Statement of Work (SOW) reference page 9.

Question 7: I see that it is under NAICS code 115310 - Support Activities for Forestry. We would really like to bid on this solicitation however it has a size standard of $8mil. In reading the description, it looks like it could be a $20.5mil. Is the $8mil correct?

Answer 7: The Contracting Officer has designated this requirement as a Total Small Business Set Aside therefore the NAICS code of 115310 – Support Activities for Forestry remains unchanged.

Question 8: On this bid schedule are we pricing it out by hourly rate? Or are we pricing it out by the unit rate? Also, is there a site visit scheduled?

Answer 8: The Bidding Schedule listed on page 9 of the Statement of Work (SOW) has been amended to be priced at by acre. A site visit has not been scheduled as the area locations are located on publics lands and available to the public.
