About this file
This document outlines questions and answers regarding solicitation number 140L5721R0006 for the construction of a BLM warehouse in Rosebud, Utah. The scope of work involves constructing a pre-engineered metal building with a 2:12 pitch roof and 12-foot clear height. The performance period is extended to 270 days due to current material delivery delays. No thermal insulation or fire suppression system is required. Bay spacing for building frames should be evenly spaced at 4 feet. The contractor is responsible for relocating an on-site waterline but not removing an existing power pole or small white building. Temporary construction facilities including a camper and internet access are permitted on site. The BLM will provide the finish floor elevation and empty existing fuel tanks.

Questions and Answers 140L5721R0006 – Rosebud Warehouse Questions due 7/9/2021, 3:00PM MDT Answers provided 7/16/2021
Please note - these questions and answers are meant to clarify the Statement of Work and Specifications. If these Q&A's conflict with the SOW or Specs, these clarifications supersede the SOW or Specs.
1. 180-day schedule – Currently we’re seeing substantial delays on delivery of PEMB (Pre-
Engineered Metal Buildings) packages. Is this a firm 180 days or is there an option to extend the performance period to accommodate current market demands/delays for PEMBs?
Footing/foundation design cannot be completed without reactions from the PEMB manufacturer. There are specific wall/stem wall/floor/pier/column/siding configurations need the PEMB manufacturer to comply with and the timeframe for that information could easily take
90 days.
The 180-day performance period will be extended to 270 Days.
2. Scope of Work – The SOW does not indicate the specific use of the building nor if any kind of freeze protection/thermal insulation is required. We need to know the specific intended use. In particular, we need to know if the warehouse will store large vehicles inside the building or use high-rack or high-pile storage since these can result in a requirement for fire sprinklers (which I believe are not viable at this site).
No thermal insulation is required, No Large vehicles or high-rack or high pile storage to be installed. There is no need for a fire suppression system.
3. The notes on A-001 say the pitch is a 4:12. The elevation sheet A-002 says it’s a 2:12. Also eave height is 12’ on the covered parking making eave height on the building 20’-4”, but on the West elevation on the above-mentioned sheet, it says peak height is 20’-4”.
If we do a 2:12 with a peak height of 20’-4” as per the drawings, eave height would be 17’ and the covered parking eave height would be 12’-10”.
If we do a 4:12 according to the notes, the peak height would be 27’, eave height would be
20’-4” and the covered parking would be 12’ according to the drawings.
We are unable to find any notes on A-001 saying pitch is 4:12 so are not sure where you got this pitch from. Pitch is shown on A-002 as 1:6 (2:12). None of the drawings give eave height. A-002 shows a clear height of 12’. For our drawing we assumed 5” for a top plate beam and 4” for roof thickness, however these top plate and roof thickness will be determined by your building manufacturer.
The controlling items are 12” clear opening on the parking garage and a pitch of 2:12. The contractor’s manufacturer needs to size the top plate beam (which will determine eave height) and design the roof to determine peak height (see diagram on next page).
4. What is desired bay spacing? Specifications say that frames shall be spaced nominal per need.
We want them spaced evenly. This would mean 4’ on each side and 4’ between. We stated nominal to allow your building manufacture to move them a little if needed to make a more cost-effective design or to accommodate the doors you select and have approved. We anticipate they would not be moved more then a few inches if any.
5. Are we replacing existing power pole?
No
6. Will fuel tanks be empty question?
The Fuel tanks will be emptied.
7. Is the contractor required to relocate the waterline?
Yes, contractor is responsible for relocating the water thew runs to the DWR Building.
8. Is the contractor responsible for the demo of the small white building?
No, the BLM will demo the small white building.
9. Can the contractor put a camp trailer on site?
Yes, the contractor can place one camper on site and use the hook-ups.
10. Can contractor have access to Internet?
Yes, there is internet on site. It will be made available for work related purposes.
11. Where is the nearest hospital?
The nearest hospital is Bear River Valley Hospital located at 905 N 1000 W, Tremonton, UT 84337. Phone 435-207-4500
12. In the event of an emergency, Can the contractor have access to a landline?
Yes, there is a land line located in the BLM Field station. The land line will be made available for emergencies.
13. Who is responsible for setting the elevation?
The BLM will be responsible to set the finish floor elevation.
14. Is the roof to be standing seam or faceted PBR panel?
We have no preference; however, we expect the roof to be weather tight and for it to be warrantied as per the contract documents.
