PROJECT INFORMATION
Project Location: The Douglas Canyon project is located within White Pine County, in the foothills East of the Horse Range and West of Preston, NV. It is approximately 35-40 miles southwest of Ely, Nevada along highway 6. Its elevation ranges between 6,100 and 6,600 feet above mean sea level. Vegetation in the area is currently co-dominated by Utah juniper and Wyoming big sagebrush. The spring enclosure fence is approximately 10 miles away from the allotment boundary fence.
WORK COVERED BY CONTRACT DOCUMENTS
The Work consists of the following:
Installation of the Douglas Canyon Allotment Boundary Fence (Figure 2).
Work consists of providing all labor, equipment, and materials for the installation of 8,400 feet of four-strand barbed wire fencing and associated gates, corners and end panels in accordance with contract documents.
Installation of the Granite Spring Enclosure Fence (Figure 1).
The spring enclosure fence will require providing all labor and equipment for the installation of 800 feet of steel post (drill stem pipe) and wood rail fence in accordance with contract documents. Materials for this fence will be provided by the BLM as described in section 016400 Government Furnished Property.
Contractor is responsible for providing labor, equipment, and materials to install two 14-foot-wide gates as noted in Figure 1.
Contractor is responsible for drilling holes in the government furnished drill stem pipe and wood rails to install fencing in accordance with drawings.
Steel posts are to be driven by mechanical means in accordance with contract documents.
Where soil conditions are unstable or rock is encountered, and the drive post embedment cannot be altered to maintain stability, posts shall be set in concrete supplied by the contractor (Additive Bid Item 1).
Contractor supplied concrete shall meet ASTM C387 and a minimum of 1.3 cubic feet of concrete shall be used per post. Submit concrete mix design for approval.
Removal of 2,730 feet of the existing North Preston Fence (Figure 2).
Provide all labor, equipment, and materials to remove 2,730 feet of existing four strand barbed wire fence and associated wooden H-brace panels. The fence to be removed begins adjacent to where the allotment boundary fence is to be constructed. All removed fence materials will be properly disposed of by the contractor.
Verify layout of allotment boundary fence line, spring enclosure and wire gates. These alignments are delineated with flagging. The contractor should visit both project site prior to commencement of the project and a pre bid site visit is advised but not required.
ACCESS
Construction may entail driving of an OHV or pickup truck cross country along the fences’ route. Removal of juniper trees or branches may be necessary in some instances.
Vehicle travel is permitted along the fence line.
The Government will provide access to the Contractor to the extent required to perform this work during normal working hours, 7 AM to 4:00 PM Monday through Friday except official government holidays.
WORK SCHEDULING
Work Schedule: The work schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days. As a minimum, the starting and completion dates for all major work items must be included.
DELIVERY, STORAGE, AND HANDLING:
Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be stored in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer’s recommendations which will protect them from damage until installation on the project and final acceptance.
Handling: The Contractor shall load and unload products in such a manner as to protect them from damage until installation on the project.
ENVIRONMENTAL CONSIDERATIONS
The allotment boundary barbed wire fence construction and the fence removal must be completed between June 15th and February 28th. A migratory bird nest clearance survey must be completed if work on those fences occurs between June 15th and July 31st.
PROJECT MEETINGS
PreWork Conference:
Pre-Work Conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
The Contractor shall be prepared to summarize and explain procedures planned for the project.
Progress Meetings:
Shall be held at the project site, or as determined by the Contracting Officer.
Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.
Final Inspection:
To be held at the project site, or as determined by the Contracting Officer.
Notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
The Contractor or the Contractor’s authorized representative shall be present during this inspection.
DISPOSAL OF DEBRIS
Requirements: Items or debris not designated as salvage for the government, shall become the property of the Contractor. The Contractor is responsible for the disposal of materials in a legal manner and the payments of all disposal fees. Burning of removed materials is not permitted on the work site.

SECTION 016400 – GOVERNMENT FURNISHED PRODUCTS
1. GENERAL
SUMMARY
Section Includes:
Government furnished products and materials.
GOVERNMENT-FURNISHED MATERIALS
Government will furnish products indicated.
Contractor will pick up supplies from the BLM Bristlecone Field Office at 702 N. Industrial Way in Ely, Nevada.
Contractor is responsible for receiving, loading, unloading, and handling Government-furnished items.
Contractor shall be responsible for providing the necessary material-handling equipment to load/unload materials. The Contractor shall load and transport materials to the work sites.
Return unused materials to the Ely District Office.
Contractor is responsible for protecting Government-furnished items from damage during storage and handling, including damage from exposure to the elements.
If Government-furnished items are damaged as a result of Contractor's operations, Contractor shall repair or replace them.
Contractor shall install and otherwise incorporate Government-furnished items into the Work.
Government-Furnished Products:
Pressure Treated Pine Poles, 21 feet each.
2-7/8-inch diameter Drill Stem Pipe.
Post Caps for 2-7/8-inch diameter Drill Stem Pipe Installation Hardware (bolts, washers, nuts).

SECTION 323126 – FENCES AND GATES
1. GENERAL
SUMMARY
Section Includes: Installing with Contractorfurnished property and Governmentfurnished property, wire fences, pipe and rail enclosure fences at the locations shown on the drawings unless staked otherwise.

SUBMITTALS
Certificates of Conformance: Submit three copies of written certification from the manufacturer that the Contractorfurnished fence posts, droppers, in-line strainers, crimp sleeves and wire conform to the requirements of this section.
QUALITY ASSURANCE
Contractor-furnished gates and accessories will be approved by the Contracting Officer before installation.
PROJECT/SITE CONDITIONS
Access roads shall not be constructed along fence lines and to the construction site unless written approval is granted by the Contracting Officer. Cross country travel with wheeled or tracked vehicles shall be only to and along fence lines.
PRODUCTS
4-STRAND WIRE FENCE AND GATE MATERIALS
Barbed Wire: A strand of two 12-1/2ga galvanized wires twisted together with 2point barbs of 14ga wire spaced 4 inches apart. Wire and barbs shall be zinccoated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lbforce. The barbed wire shall conform to ASTM A 121.
Barbless Wire: A strand of two 121/2ga, galvanized wires twisted together. Wire shall be zinccoated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lbforce. The barbless wire shall conform to ASTM A 121.
Wire Fence Stays: Twisted wire fence stays manufactured from smooth galvanized 9ga wire.
Steel Fence Posts: ASTM A 702; green with white or silver tops "T" bar type, with a welded or riveted anchor plate. Furnish with cliptype wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft. exclusive of anchor plate. The anchor plates shall weigh a minimum of 0.67 pounds plus or minus 5 percent and be a minimum of 18 inch2 in area.
Steel Pipe: ASTM A 53 or F 1083 and as shown on Drawings. Post pipe shall be 2-inch, schedule 40 (2.375-inch O.D., 3.65 lb/ft); brace pipe, 1-1/2 inch, schedule 40 (1.660-inch O.D., 2.27 lb/ft). Brace clamps and fittings shall be galvanized.
Wire Gates: Furnish with the same type of wire and wire spacing as the fence (Drawing 02824-6 Type A). Wood stays for wire gates shall be sound and straight pieces, 3inch minimum diameter.
Mechanical Gate Closers: Assembly must include the following salient features:
A rigid steel strap or 9ga smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so the gate stay shall be securely held in place.
An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate post. The closer shall be capable of securely holding the gate stay in place.
Brace Wires:
Double loop, four wires of 9ga smooth, galvanized wire or two wires of galvanized, 121/2ga barbless wire, twisted tight.
The minimum weight of zinc coating for 9gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 121/2ga wire at least 0.3 oz of zinc/ft2 of coated surface area.
Wires shall be Type I, Class 1 according to ASTM A 641.
Miscellaneous Wire: Wire for ties, gate loops and fastening wood stays shall be 9 or 121/2ga galvanized wire.
ClipType Wire Fastener: Galvanized wire, 8 gauge.
Post Caps: 2.375-inch O.D, galvanized.
Post Grout: Furnish a rapid setting commercial product manufactured for anchoring posts.

EXECUTION
PREPARATION
Clearing: Maximum clearing width is 10 ft. either side of the fence line. Provide minimum disturbance to existing shrubs, grass and sod. Fence lines shall not be bladed or dozed.
4-STRAND WIRE FENCE AND GATE INSTALLATION
Steel posts shall not be used for end panel, corner panel, gate panel, or stress panel posts. Drive steel posts.
Driving Posts:
Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar.
Corner Post, Gate Post, Corner Panel, Brace, and End Panel (Stress Panel) Assemblies: Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1320 ft centertocenter for barbed wire sections on standard barbed wire fences as show in Drawing 02824-14. Corner panels are to be five-post corner panels (Drawing 02824-13). Construct end panels at the end of fence runs unless shown otherwise on the drawings. End panels are to be three-post end panels (Drawing 0228-14) Wire: Stretch and attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Terminate wire at each end post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
Brace Wire: Double-loop and twist tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
Gates: Installed according to the Work Data Sheet, the drawings, and as recommended by the manufacturer when applicable. All gates shall be 4-Wire with four gate stays (Drawing 02824-6 Type A).
Mechanical Gate Closers: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind, and the gate hangs properly.
STEEL POST AND WOOD RAIL ENCLOSURE FENCE INSTALLATION
Post setting: Set posts by mechanically driving into soil at indicated spacing into firm, undisturbed soil. See Attachment 3 for line drawing specification for pipe/ wood rail fence.
Verify that posts are set plumb, aligned, and at correct height and spacing, and hold in position during setting with mechanical devices.
Drive into soil to depth of 36 inches. Protect post to prevent distortion.
Contractor shall notify the Contracting Officer if a post location is encountered where soil conditions are unstable or rock is encountered, and the drive post embedment cannot be altered to maintain stability. In this situation and upon approval of Contracting Officer, posts shall be set in concrete supplied by the contractor (Additive Bid Item 1).
Concrete Fill: Place concrete around posts to dimensions indicated and vibrate or tamp for consolidation. Protect aboveground portion of posts from concrete splatter.
Exposed Concrete: Extend 2 inches (50 mm) above grade; shape and smooth to shed water.
Install wire gates at locations indicated and according to PARAGRAPH 3.2.F & G, 4-STRAND WIRE FENCE AND GATE INSTALLATION.
Install post caps on all steel posts.
