Ward Mountain Chaining Q&A
Q1. Can one unit be completed at a time and seeded prior to moving onto another unit?
Answer Q1 – No, all units that will be completed prior to the beginning of the closure period must be chained first pass. Then all units that have been chained would be seeded and second pass can be completed.
Q2. With the performance period being one calendar year from the award of the contract is it possible to complete the first pass of the chaining prior to the wildlife restrictions that begin March 1st and complete the second pass after the wildlife restrictions are over?
Answer Q2 - If a contractor is awarded the contract and cannot complete the entire first and second pass of the chaining across all units prior to the March 1st restrictions the BLM would coordinate with the contractor to complete the first pass on all units that they can get done, fly seed on and then have the contractor complete the second pass prior to March 1st. Following the end of the wildlife restrictions then the rest of the unit could be completed. In this event the BLM retains the option to delay the start of the first pass and second pass on the remaining units pending favorable weather conditions that increase the potential for success of the treatments. Any delays will be coordinated with the contractor in advance. The performance period for the option area would also be one calendar year from award which is anticipated to occur at some point during the 2022 fiscal year (10/1/2021 to 9/30/2022) and therefore would likely have a different performance period.
Q3. Does the requirement to initiate work within 30 days apply if the contractor already has a contract in progress on the Ely District.
Answer Q3 – If a contractor is actively working on a contract on the Ely District at the time they are awarded the Ward Mountain Chaining contract, the start date can be negotiated with the CO and the Ely District so long as the contractor provides an estimated schedule as to when the contract would be started, how it would be completed, and contact with the CO is initiated within the first 14 days following the award.
