PRODUCTS

2.1 MATERIALS

0. General: The approved seal coat mixture shall be homogeneous, sufficiently stable during the entire mixing/spreading period so that the emulsion does not break, there is no segregation of the fines from the coarse aggregate, and the liquid portion of the mix does not float to the surface. The seal coat mixture shall show no signs of uncoated aggregate or premature breaking of emulsion when applied to the pavement surface. The completed seal coat shall leave a homogenous mat and adhere firmly to the existing surface.

Additive Materials: Asphalt emulsion shall be mixed with additives that prevent bleeding. The emulsion may be diluted with water to improve penetration into the pavement surface or improve the consistency. Materials such as clays, slates, fibers, carbon black and polymers may be added to the emulsified asphalt provided the additives are in compliance with manufacture’s recommendations. Seal material shall be blended with sand to provide a slip resistant surface, but no more than 3 pounds per gallon shall be allowed.

Mix Design: Mix Design: The material to be used shall be an asphalt emulsion sealant, referred to as a “seal coat” or “slurry” in this specification. The exact proportions of asphalt emulsion, aggregate, mineral filler, additives, and water to be used in the preparation of the seal coat shall be determined by an approved testing laboratory experienced in seal coat mix design procedures. The seal coat mix design and all materials proposed for use shall be submitted to the Contracting Officer for approval prior to application. Seal coat shall not be applied until the mix is approved in writing by the Contracting Officer.

Emulsified Asphalt: Shall conform to Grade CSS-1h, or CQS-1h as specified in AASHTO M 208. If total slurry to be used is greater than the slurry application load, the sealer shall be brought onto the job site in a bulk tank capable of continuous power mixing of the material.

Aggregate: The aggregate/sand shall pass the No. 4 (0.187 in) sieve. Shall be a manufactured crushed stone product, fully washed and composed of clean, hard, durable, uncoated particles, free from lumps of clay, organic matter, adherent films of clay, dust and other objectionable matter. Aggregates shall meet the quality requirements of ASTM C 131 by not losing more than 35% of their weight and shall have a minimum sand equivalent value of 45 according to ASTM D 2419. When tested according to AASHTO T 182, aggregate shall have a retained bituminous film above 95%. Aggregates that do not meet this requirement may be used, provided an approved chemical additive or wetting agent is used to provide a waterresistant film. The aggregate test results for the above mentioned tests (gradation, sand equivalent, and durability index) shall be submitted concurrently with the seal coat mix design and all materials proposed for use shall be submitted to the Contracting Officer for approval prior to application. Seal coat shall not be applied until the mix is approved in writing by the Contracting Officer.

Water: Shall be potable, free from all harmful soluble salts and other objectionable or foreign material, and compatible with the slurry mixture. The amount of water added shall be the minimum required to apply the slurry.

Mineral Filler: Portland cement, hydrated lime, limestone dust, fly ash, carbon black or other approved mineral filler meeting the requirements of ASTM D 242 shall be used if required by the mix design. Mineral filler shall be considered part of the dry aggregate. It shall be used only to improve the gradation of the aggregate to provide improved stability and workability of the slurry or to increase the durability of the cured slurry.

Additives: Additives may be used to accelerate or retard the break-set of the slurry seal or to improve the resulting finished surface. The quantity and type of set control additive shall be determined by the mix design and conform to the applicable sections of ASTM D3910. The use of additives in the slurry mix design shall be made initially in quantities predetermined by the mix design. Field adjustments, if required, may be made only after written approval by the Contracting Officer.

Pavement Marking Paint: Shall conform to the requirements of AASHTO M 248, Type S, N, or F. Paint shall be approved by Contracting Officer prior to application. Color shall be yellow (general), blue (ADA handicap), or white (ADA handicap), unless specified otherwise. Paint shall be lead free.

2.2 EQUIPMENT

0. General: All equipment, tools, and machines used in performance of this work shall be maintained in satisfactory working condition. Equipment shall be capable of placing a uniform consistency of the material, and be capable of applying a uniform application over variable widths of surface.

Mixing equipment: The seal coat mixing machine shall be a continuous flow mixing unit, capable of delivering accurately predetermined proportions of aggregate, asphalt emulsion, and mineral filler (if required) to a revolving spiraled multi-blade mixer and of discharging the thoroughly mixed product on a continuous basis. The mixing unit shall be capable of thoroughly blending all ingredients together without violent action. The mixing machine shall be equipped with a water pressure system and fog type spray bar. The machine shall be capable of mixing materials at preset proportions regardless of the speed of the machine and without changing machine settings. The documentation shall include an individual calibration of each material at various settings that can be related to the machine metering device(s). Attached to the mixing machine shall be a mechanical squeegee distributor (spreader box) having a rubber-like material in contact with the surface to prevent unwanted egress of slurry. It shall prevent loss of slurry on varying grades and crown by adjustments to assure uniform spread. An appropriate mechanical device for lateral distribution of the slurry shall be operated within the spreader box. There shall be a steering device, a flexible strike-off, and a burlap or other approved drag. Broken slurry seal mixture shall not be allowed to collect in the spreader box or on the flexible strike-off.

Spreading Equipment: The mixture shall be spread uniformly by means of a mechanical squeegee distributor (spreader box). Hand application shall be allowed in areas where mechanical applications are not practical. Hand application shall be approved by the Contracting Officer prior to application of seal coating. Hand application wand shall have a fully operational hand operated valve capable of controlling the flow volume and able to totally shut off the flow. The squeegee distributor shall have a rubber-like material in contact with the surface to prevent unwanted egress of slurry.

EXECUTION

3.1 PREPARATION

Surface Conditions: The surface upon which the slurry seal is to be sprayed shall be smooth, clean, and free from loose spots. Immediately prior to applying the slurry seal, the surface shall be cleared of all loose material, dirt, sand, oil spots, vegetation, and other objectionable material. Any standard cleaning method will be acceptable. If water is used, any cracks shall be allowed to dry thoroughly before slurry surfacing. The slurry seal material shall not be applied if either the surface or air temperature is 50 degrees F and falling. The mixture shall only be applied when the surface to be treated is dry or slightly damp and during dry weather.

Preparation for Pavement Marking: The area to be marked shall be clean and free of loose particles.

Dimensions of Marking: All striping shall be 4 inches wide or as labeled, installed in configurations at locations as shown on the drawings and as they exist on the site. Symbols shall be reapplied at the same size and type as they exist at the sites. Company logos, contact information, or other script not found in MUTCD shall not be used.

Protection of Existing Features: Existing sidewalks, access structures, curbs, gutters, and other features adjacent to the areas to be seal coated shall be protected from splattering, overspray or marking from the seal coating operation. Material and methods used to protect features from the slurry seal material shall be approved by the Contracting Officer prior to commencement of seal coating operations. The Contractor shall be responsible for removal of any slurry seal material that is applied to any feature that is required to be protected.

Care shall be taken to produce straight lines along curbs and shoulders. No runoff on these areas shall be permitted. Lines at intersections or transitions between adjacent paved areas or concrete surfaces shall present a straight, clean cut and uniform appearance. Material and methods used shall be approved by the Contracting Officer prior to commencement of seal coating operations.

3.2 SURFACE APPLICATION

0. Slurry Application:

General: Any excess material shall be removed prior to placement of the slurry seal. No slurry seal shall be applied until the surface has been approved by the Contracting Officer.

Before application, the materials shall be proportioned accurately and mixed by suitable mixing equipment. Slow mixing shall be continuous from the time the bitumen is placed in the mixer until the slurry is applied by a distributor truck or poured into the spreader equipment. A sufficient amount of slurry shall be fed into the spreader box to keep a full supply against the width of the squeegee, so that complete coverage of all surface voids and cracks is obtained.

When required by local weather, the surface shall be pre-wetted by fogging ahead of the spreader equipment. The rate of application of the fog spray shall be adjusted during the day to suit temperature, surface texture, humidity, and dryness of the pavement.

The slurry seal shall be of the desired consistency upon leaving the mixture. A sufficient amount of material shall be carried in all parts of the spreader at all times so complete coverage is obtained.

Slurry for surface treatments shall be uniformly applied at a rate specified by the approved slurry seal material. An application plan shall be approved by the Contracting Officer prior to application. Slurry seal shall be applied in 2 applications and shall completely cover the pavement surface. Applications of the second coat shall be applied at 180 degrees to the first coat. Sand shall not be required in both applications. The application rate shall provide a minimum of 1.0 pound residual per square yard. Residue shall consist of asphalt cement portion of the emulsified asphalt and non-evaporative additive materials that are suspended in the emulsion when applied. Application rates may be adjusted up or down by 0.15 pounds residue per square yard by the Government to compensate for pavement surface adsorption and roughness.

If applicable, in areas where a spreader box cannot be used slurry shall be applied by means of a hand wands, rubber faced hand squeegees, brooms, distributor bars and wands or combinations of these and other techniques approved in writing by the Contracting Officer. Care shall be exercised to leave no unsightly appearance from handwork. The same type finish as applied from the spreader box shall be required. Handwork shall be completed at the same time as machine applying processes.

No lumping, balling, or unmixed aggregate shall be permitted. No streaks, such as those left by oversized aggregate, shall be left in the finished surface.

No excess buildup, uncovered areas, or unsightly appearance shall be permitted on longitudinal or transverse joints. The Contractor shall provide suitable width spreading equipment to produce a minimum number of joints on the project.

Upon completion of the work, the sealcoat shall have no pin holes, bare spots, or cracks through which liquids or foreign matter could penetrate to the underlying pavement. Skipped areas or deficiencies shall be corrected at the Contractor's expense.

Upon request, the Contractor shall supply the Contracting Officer with scale tags for the project containing the following information: Product Name, Site name and location, Gallons/Tons supplied for the site.

The paint machine shall be of the spray type capable of satisfactorily applying the paint under pressure with a uniformity of feed-through nozzles spraying directly upon the pavement. Each nozzle shall also be equipped with suitable line guides consisting of metallic shrouds or air blasts.

Marking Layout and Templates: Provide guidelines and templates as necessary to control paint application. All linear lines shall be laid out with either a chalk line or string line. Take special precautions in marking numbers, letters, and symbols. Manually paint symbols. Sharply outline all edges of markings. The maximum drying time requirements of the paint specifications will be strictly enforced, to prevent undue softening of slurry seal, and pickup, displacement or discoloration by tires of traffic. Discontinue painting operations if there is a deficiency in drying of the markings until cause of the slow drying is determined and corrected.

Paint Preparation: The paint shall be thoroughly mixed prior to application, and shall be applied when the air temperature is above 40 degrees F and rising to a clean and dry surface, having a temperature of at least 40 degrees F.

Paint Application Rates: Paint shall be applied at the locations shown. The paint shall be applied by spray equipment at a coverage rate of 105 ft2/gal to 115 ft2/gal.

Marking Acceptance: All markings shall present a clean cut and uniform appearance. Markings which fail to have a uniform and satisfactory appearance or are outside the widths and lengths specified will be rejected. Rejected markings shall be removed and reapplied by the Contractor at their expense by a method approved in writing by the Contracting Officer.

3.3 CLEAN UP

0. All areas, such as gutters and intersections, shall have the slurry seal removed as specified by the Contracting Officer. The Contractor shall remove any debris or trash associated with the performance of the work on a daily basis. Surface treatment that strips away during clean up shall be replaced by the Contractor at their expense.

3.4 TRAFFIC CONTROL

0. Requirements: Seal coating mixture shall be permitted to dry for a minimum of 24 hours after final application before opening to traffic and shall be sufficiently cured to drive over without damage to sealcoat. The Contracting Officer shall approve the seal coat prior to opening the area. Painted areas shall be protected from traffic until the paint is dry. Any damage to the uncured mixture or paint shall be the responsibility of the Contractor to repair.
