140L0722Q0019 BDO Parking Lot Asphalt Seal Coating & Striping Questions and Answers:

1) Q: Will any temporary fence be needed to control foot traffic into the construction zone?

A: work should be done on a weekend to minimize employee interference. Engineering will send out email notices to employees in the days leading up to the work to ensure everyone is aware. No temporary fence should be needed.

2) Q: Will a bid bond be required? At what percent?

A: Refer to Page 27 of the solicitation:

I.11 52.228-2 Additional Bond Security (Oct 1997) (Over 35K - $150K) The Contractor shall promptly furnish additional security required to protect the Government and persons supplying labor or materials under this contract if--

(a) Any surety upon any bond, or issuing financial institution for other security, furnished with this contract becomes unacceptable to the Government.

(b) Any surety fails to furnish reports on its financial condition as required by the Government;

(c) The contract price is increased so that the penal sum of any bond becomes inadequate in the opinion of the Contracting Officer; or

(d) An irrevocable letter of credit (ILC) used as security will expire before the end of the period of required security. If the Contractor does not furnish an acceptable extension or replacement ILC, or other acceptable substitute, at least 30 days before an ILC's scheduled expiration, the Contracting officer has the right to immediately draw on the ILC.

I.12 52-228-13 Alternative Payment Protections (Jul 2000) (Over 35K - $150K)

(a) The Contractor shall submit one of the following payment protections:

Payment Bond
Irrevocable Letter of Credit

(b) The amount of the payment protection shall be 100 percent of the contract price.

(c) The submission of the payment protection is required within 10 days of contract award.

(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.

(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.

(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

3) Q: Is there a specific portion of the work you’d like completed before it gets too cold? There was a portion of asphalt pointed out during the site walk in Parking Lot B (2).

A: All sealcoat should be placed according to manufacturer specifications. There are portions of all three lots that are fully in shadow, which in the autumn season may result in a ground surface temperature well below ambient temperatures.

4) Q: Will traffic control be required for the Contractor to carry? Or would this be something handled through coordination with the fire crews who occupy Parking Lot B (2)?

A: Engineering will provide traffic barriers for the majority of the areas of work. Engineering will also coordinate with fire and warehouse crews to ensure Parking Lot B (2) around the warehouse building is free from vehicles prior to work.

5) Q: Is weekend work required / preferred so these activities are occurring with little traffic volume. Weekends tend to work best for this.

A: Work should be done on the weekends.

6) Q: Would BLM prefer we do all 3 parking lots at the same time, or one at a time?

A: The BLM would prefer all work to be done concurrently.

7) Q: There are 3 ADA spaces in the main Parking Lot A (1). Can we please have a confirmed length and width of these spaces? Also, no sealed coat is called out as being needed underneath the striping. Please confirm if this is desired.

A: There are six ADA parking spaces in Lot A (1), three on the north side of the lot by the admin building and three on the south side of the lot by the fuels building. The three on the north end need sealcoat. The three on the south side of the lot are on a concrete pad and do NOT need sealcoat. The parking spaces are open to the public to confirm any length or width.

8) Q: In the main Parking Lot A (1) the last 3 rows on the south end of the parking lot are about 1’ wider for fire truck parking. Can we get a confirmed length, width, and quantity of spaces for these lengthened stalls? We also noticed the standard spaces have longer striping. Would you like the striping to be re-applied the same as the existing?

A: The parking spaces in Lot A (1) are open to the public to confirm any length or width. We request striping be re-applied the same as existing.
