About this file
This document contains questions and answers related to the Nevada Telecommunication Tower Repairs solicitation. The solicitation will result in a firm fixed price contract to repair towers at 12 remote locations in Nevada, with some sites requiring helicopter access. Work may occur outside normal hours and at multiple sites simultaneously depending on government support availability. Five sites can be accessed only by all-terrain vehicles or four-wheel drive vehicles. While concrete trucks cannot access all sites, concrete work is anticipated to be minimal. Third party testing and inspection will be provided by the contractor but is no longer required by the solicitation. Camping is allowed at helicopter-only access sites following land management rules. No site visit attendee list was provided. The Bureau of Land Management will provide cabinets and batteries needed for the work.

Contractor Questions and Answers
1. Which of the radio sites require helicopter access?
Answer: Mt. Irish, Hayford Peak, Mica Peak, and Fort Sage.
2. Will we be approved to work outside of normal work hours?
Answer: Typically at remote sites, such as these tower locations, work outside of normal hours is approved, but this will be determined on a case-by-case basis with the successful contractor after award.
3. Can crews work at multiple different sites simultaneously?
Answer: The ability to work at multiple sites simultaneously will depend on the availability of BLM support staff in the local area. This will be determined on a case-by-case basis with the successful contractor after award.
4. Will all 12 locations be included in one award package?
Answer: Yes, all 12 locations will be included as part of a single firm fixed price award.
5. Please identify which sites have ATV/4WD only access.
Answer: Goosey, Mohawk Peak, Fairview, Prospect Peak, and Warm Springs.
6. Please confirm if the Fairview site is accessible for construction traffic such as concrete truck, 18-wheeler, truck/flatbed trailer.
Answer: Site is accessible via 4x4 truck. A concrete truck would likely not make it. However, there should not be a need for a concrete truck at Fairview.
7. Who is responsible to provide the UL Inspector, the Government or the contractor?
Answer: The Contractor shall provide third party testing. After further review, UL/Master Label issuance does not apply to this project. Please disregard section 264100 in its entirety.
8. If offerors are to provide the UL Inspector, please advise where the pricing for this service is to be included in the Pricing Worksheets provided in Attachment 12?
Answer: See answer to number seven above. There are line items for third party testing on the pricing worksheets.
9. Please clarify the scope to which the UL Inspection/Master Label issuance applies. Please confirm that the UL Inspection and Master Label issuance only applies to scope and services performed under this contract (and not to any work/scope previously performed outside of this contract)?
Answer: See answer to number seven above. Please disregard section 264100 in its entirety.
10. Are offerors allowed to camp at/on the remote helicopter access only sites?
Answer: Yes as long as all rules and regulations are followed regarding dispersed camping on BLM public lands.
11. Will the Government please provide the site survey teleconference attendee/participant list?
Answer: The Government does not have an attendee list since the site visit was conducted via teleconference. However, www.sam.gov should have a list of interested contractors if they chose to sign up.
12. The solicitation references a government supplied list of 3rd party inspectors. Will the government please provide that list to offerors?
Answer: Contractors may propose a 3rd party inspector with qualifications to be reviewed and approved by BLM. If a contractor does not have, or cannot find their own qualified inspector below are three that have been used in the past. Contractors can use an inspector of their choice as long as they are qualified and approved by BLM.
