Project Title: Bruneau Fire Station Phase II
Attachment 6 Contractor Q&A
1. Plan AF102, finish mark R3 calls for “Sheet Rubber Flooring” but no Specification was provided in Attachment 1 – Specifications. Please provide a specification for the “Sheet Rubber Flooring”.
Answer: Please refer to specification 096516 - RESILIENT SHEET FLOORING
2. It is unclear in the design drawings which items are Phase I and Phase II to be completed with solicitation 140L0621R0009, please clarify exactly which items are to be included with our proposal?
Answer: Please refer to Phase 2 drawings C101 & C102. Please note the utilities shown are as follows: Water, gas & sewer lines, installed underground with stubout withing 5 ft of building location. Electrical and communication conduits are installed with stubout within 5 ft of building location but no cable is present and Phase 2 contractor must furnish and install for any connections related to Phase 2. This includes communication cable connecting from fire station to crew quarters building. Phase 2 contractor must account for all situations encountered with installing cabling in the existing conduits and finishing the connections to phase 2 buildings and communication at crew quarters. Phase 1 Sheet
C102 & C103 below are only FOR REFERENCE and will not become part of the subsequent contract award.
3. Spec section Div. 21 Fire Protection: We see on the code analysis sheet GI-101 that there are no fire sprinklers on this project, however looking at the Spec ledger and spec section 211000 for (WATER-BASED FIRE-SUPPRESSION SYSTEMS) section submittals requirements calls for sprinklers. Please clarify exactly what is needed for the complete system?
Answer: Specification sections are written for Phase 1 and Phase 2 together. Some sections only apply to phase 1 or phase 2 and some to both. Phase 2 Does not include fire sprinklers for fire station building.
4. Plans E107 and E108 show data drops marked with AC, the Legend shows “AC” as a “3 port data faceplate mounted in ceiling run back to comm room.” Please confirm these (3) runs are intended to be Cat6, or provide further information if different types of cabling are needed in these areas (ie. Speaker wire, coax, etc.).
(We assume these locations are for security \ cameras, but we are not exactly sure why
(3) Cat6 cables are needed at each location).
Answer: AC, refers to “at or above ceiling” Per drawing, each “AC” data drop is 3 ports which is 3 CAT6A cables. Other locations are noted by the number unless blank which is 2 ports as a minimum per data drop.
5. Please confirm that Contractor must provide all temporary power and water as Idaho
Power will NOT have a transformer available for use by Contractor for the duration of the project, nor any well or hydrant will be available (for all intents and purposes).
Answer: Contractor is responsible for all power and water supply during construction due to the lack of power service at the site. BLM will not guarantee provision of electrical power or water supply prior to completion of project. Contractor must account for all needs of temporary power and water in bid submission.
6. Please confirm if a 3rd Party Building Commissioning agency is required as no specification was provided specifically for Building Commissioning.
Answer: BLM will perform 3rd party commissioning including architectural and mechanical systems / features.
7. A note on C103 states “Provide Pre-Fabricated Concrete or CMU Block 18’ x 20’ Utility
Shed as provided by CO. Contractor submittal will be required to match existing utility shed from Phase 1. . . “ No shop drawings or information was provided from Phase 1 so it is difficult to match without that information. Please advise.
Answer: Note states: “PROVIDE PREFABRICATED CONCRETE OR CMU BLOCK 18' X 20' UTILITY SHED AS APPROVED BY
CO. CONTRACTOR SUBMITTAL WILL BE REQUIRED TO MATCH EXISTING UTILITY SHED FROM PHASE 1. COORDINATE WITH E-101 FOR
POWER, PROVIDE FOUNDATION PER DETAIL 22/C503” Amendment 1 includes a copy of the design drawings from Phase 1 for CMU block building foundation, walls and roof. Construction details will be used for 18’ x 20’ Utility Shed. Phase 1 has selected CMU block building.
Please see Attachment 7 Construction Detail for Utility Shed (incorporated via
Amendment 1) for these attachments.
8. Please confirm that the Contractor is to engage with a 3rd Party Materials Testing &
Inspection agency for testing of materials and connections (ie. Steel, concrete, asphalt, compaction, etc.) and that the government will NOT be completing these inspections.
There are a handful of specifications that do not indicate responsibility for materials testing.
Answer: Yes, Contractor shall hire and schedule 3rd party materials testing and inspections for Quality Control of work completed.
9. Is the Phase 2 Contractor responsible for a Construction General Permit and Storm Water
Pollution Prevention Plan, even if a plan is in place for Phase 1 construction activities?
Answer: Phase 2 contractor is required to comply with all requirements and permits related to the areas of disturbance for Phase 2. Refer to specification 015000 -
TEMPORARY FACILIITES AD CONTROLS. Contractor is encouraged to review requirements provided by the US Environmental Protection Agency (EPA) and Idaho
Department of Environmental Quality (IDEQ).
