o Can the Gov’t clarify if the system is to provide 7 days or 30 days of storage?
Answer: DVR should have the capability to store data up to 30 days with a runtime of 24 hours a day.
• Can the Gov’t confirm that Amd_0002 supersedes the previous SOW and that the requirement for PACS has been removed?
• Answer: The requirement for PACS has been removed.
• Can the Gov’t confirm PTZ cameras are not a requirement?
Answer: A mix of PTZ and fixed cameras are required.
• Are the offerors to include glass break detectors in their proposals?
Answer: yes
• Can the Gov’t confirm quantities for the following?
o Glass break detectors 20 o IDS Keypads 1 o IDS doors 3
• To meet the requirements of the SOW, we recommend removing the requirement and opting for an NVR.
Will the Gov’t add this to the SOW?
o Utilizing a DVR, if even procurable and NDAA compliant, would limit the use of current and new technologies such as object detection, high resolution imaging, SHA2 data encryption as well as lead to higher maintenance costs for maintaining an antiquated system and technology.
Answer: No, NVR will not be added due to storage/server requirements.
• “The IDS and cameras should have the capability to monitor the entire property and provide real-time notification when the perimeter has been breached.”
o Wil the Gov’t allow the cameras to act as the perimeter IDS so long as it provides an alarm for the physical IDS for perimeter breaches?
Answer: Yes
• “They shall be warranted for a minimum of two (3) years.”
o Can the Gov’t clarify if the offeror is to provide a 2 year or 3 year warranty?
Answer: 3 year
• Is the offeror to provide a 3rd party monitored commercial IDS solution?
Answer: Yes
• Is the contractor able to combine electrical circuits at the facility in both buildings to free up space in the electrical panels for the new equipment power requirements?
Answer: Yes but if the electrical work that the contractor expects to complete in order to combine electrical circuits from both buildings requires modifications/changes to USGS property, the quote submitted should note the changes/work.
• In the second paragraph under “General Requirements”, it mentions CCTV and perimeter security. What type of perimeter security is being requested by the government? Fence detection? Photoelectric detection?
Answer: From the SOW:
The contractor shall ensure that its agents, employees, and subcontractors involved in the installation of closed-circuit television (CCTV) and perimeter security be trained for the level of expertise required for the proper performance of the task.
P. 2 of 2
The facility is enclosed by fencing. The contractor, its agents, employees and subcontractors should familiar with the structure and any recommendations given to secure in and around the structure.
• Should the camera that is to cover the vehicle gate be installed at the gate, or can it be mounted to the closest corner off of the building to cover the gate?
Answer: It can be mounted to the closest corner off of the building to cover the gate.
