About this file

This is a Request for Quotation (RFQ) issued by the U.S. Geological Survey seeking laboratory analytical services for microplastics analysis in water and sediment samples for the New Mexico Water Science Center in Albuquerque, NM. The work includes analyzing 16 water samples and 6 sediment samples per year over a base period (December 13, 2024 - February 28, 2025) and two option years, for a total potential of 48 water samples and 18 sediment samples.

The RFQ (140G0225Q0003) is set aside for small businesses under NAICS code 541380 (Laboratory Testing Services). Technical requirements include analyzing particles ranging from 50-5,000 micrometers using Fourier-transform infrared spectroscopy (FTIR). Quotes are due by December 9, 2024 at 2:00 PM EST and must be submitted electronically to kkeuma@usgs.gov. Award will be made to the lowest-priced technically acceptable offeror. Vendors must provide separate line item pricing for water and sediment samples by year, include technical specifications demonstrating compliance, and be registered in SAM. The laboratory must deliver microplastics data within 180 days of receiving samples and categorize particles by type (films, foams, fragments, fibers/lines, pellets/beads).

QUOTATION SUBMISSION:

STATEMENT OF WORK FOR MICROPLASTICS ANALYSIS

1. Introduction:

The U.S. Geological Survey (USGS), New Mexico Water Science Center (NMWSC), Albuquerque, NM has a requirement for laboratory analytical services to provide analysis of microplastics greater than 50 microns in water and sediment.

This Statement of Work defines the sample processing, laboratory analytical services, and data reporting needed to provide results in support of microplastics project activities for the USGSNMWSC performed under the Water Quality Changes Following Storm Drain Outfall Modifications in the Albuquerque Urbanized Reach of the Rio Grande River study in collaboration with Bernalillo County.

2. Background:

The USGS New Mexico Water Science Center (NMWSC) is planning to conduct a unique investigation into presence of microplastics in urban storm runoff waters to understand the influence on the Rio Grande. The NMWSC needs an experienced, ISO certified accredited laboratory for microplastics analysis in water, sediment, and air media to allow for consistent, quality-derived, and cutting-edge microplastics results and research.

Bernalillo County needs to understand the microplastics present in the Rio Grande as it flows through the Albuquerque Urban area. Additionally, contributions of microplastics from storm drain outfalls that discharge to the Rio Grande are unknown and one of the sites will be upgraded to slow the water down prior to entering the Rio Grande but the effectiveness of the upgrade needs to be assessed. The NMWSC is collaborating with Bernalillo County to investigate microplastics present in the Rio Grande as well as the contribution from storm drain outfalls.

Samples will be collected using automated samplers paired with direct dip sampling. Sediment samples will also be collected using automated samplers paired with a passive sampler to trap sediment and direct sampling from settled out sediment at the bottom of the waterway.

3. Scope:

The Contractor shall provide specified laboratory services relating to microplastics analysis in water and sediment for a base year and two (2) option periods of a one (1) year. The Contractor shall provide the required analytical services and conform to specialized micro-particle sample processing and analysis techniques and procedures.

NMWSC will send 16 water samples and six (6) sediment samples per year, directly to the laboratory. The total samples expected are 48 water samples and 18 sediment samples. Samples will be sent in wide-mouth glass mason jars with deionized water. All samples will be labeled with a unique USGS assigned sample identification number. A chain of custody sheet will contain the list of assigned sample identification numbers, sample collection date and time, and media, for each sample submitted to the laboratory.

The Contractor shall use state-of-the-art particle handling and isolation techniques for micro-sized particles for each media sampled in addition to the use of advanced microparticle identification technology required.

The Contractor shall be strictly adherent to all defined tasks in order to maintain scientific integrity and to ensure consistency and data quality throughout the project effort. The microplastics analyses shall be performed by the same laboratory.

The estimated period of performance for this contract are as follows:

Start Date End Date Base Contract Period December 13, 2024 February 28, 2025 Option Period One (1) March 1, 2025 February 28, 2026 Option Period Two (2) March 1, 2026 February 28, 2027

A shortened base year is required due to the timeline of sample collection.

4. Technical Requirements:

The technical requirements list technical details related to small particle isolation and identification, the processing of water and sediment samples for microplastics and quality assurance/quality control.

4.1 The laboratory shall routinely work with particles ranging from 50 micrometers to 5,000 micrometers in size.

4.2 The laboratory shall routinely utilize Fourier-transform infrared spectroscopy (FTIR) to analyze particle type, size, and morphology following the SWB-MP1 Standard Operating Procedures for Extraction and Measurement by Infrared Spectroscopy of Microplastic Particles in Drinking Water.

5. Deliverables

5.1 After receipt of samples delivered to their premises for analysis, the laboratory shall be accountable for all samples received. During the log-in process, the laboratory shall check the condition of the samples received in each shipment and compare the contents of each box/cooler against the chain of custodies (COCs) supplied with the samples, or COCs will be emailed to the laboratory when the samples are shipped. If samples are missing, damaged, or if there are discrepancies between sample labels and entries on the COC, the laboratory shall notify the listed project chief on the COC immediately.

5.2 The laboratory shall enumerate microplastic particles by water or sediment samples using established morphologically based characteristics categorized into the following: films, foams, fragments, fibers/lines, and pellets/beads. Other categories could be established if/when the laboratory identifies unique microplastic characteristics of said microplastics, the abundance of such microplastics are great enough to warrant creating a unique category, and after consultation with the Government.

5.3 The laboratory shall subsample a diverse set of individual microplastics constituting up to 5 to 10% of the total microplastics population from each morphology-based category and size fraction per water and sediment. The microplastics selected should be analyzed to associate the microplastic particle to its inherent polymer(s) make-up using advanced microparticle identification technologies listed in section

4.2. Individual particles selected for polymer identification will have their field sample information, morphology-based category, microplastic color, size fraction, and polymer(s) make-up recorded.

5.4 The laboratory shall deliver microplastics data no later than 180 days following receipt of the last batch of samples. Data should be accompanied by a spreadsheet listing provided sample collection information from sample COC receipts. Data should be provided in a machine-readable format and include the following information by sample media: sample media type, number of microplastics by size fraction, morphology, and overall total. In addition, the overall microplastics mass of each sample and by size fraction and morphology should be included. All corresponding quality control information should be accompanied with data delivery.

6. Security:

The Contractor shall establish a system of security and safeguarding that shall prevent analytical data, which shall be government property, from being released to unauthorized persons.

7. Technical Coordination:

The laboratory shall coordinate with technical liaisons (to be determined at time of award) on all technical matters related to this contract.
