INSTRUCTIONS TO VENDORS

All entering MUST be US Citizens and have a valid Government-issued identification to enter the building. Please arrive at the location at the prescribed time only.
Vendors must provide the attached completed security document (located in Attachment B) and a business license copy prior to the site visit in order to receive project drawings. Any vendor who does not provide the required documents will not be provided drawings (if any). Drawings or schematics, if any, will be provided at the site visit or upon request.
All vendors interested in attending the site visit shall send a confirmation email to:

QUESTIONS:
All questions shall be submitted via email to mlepe@usgs.gov no later than 10:00 AM Eastern Time, Monday, December 14, 2020. Please choose one representative from your company to submit all questions regarding the RFQ.
QUOTATIONS:
A discounted firm-fixed priced quotation and technical quotation package shall be submitted by 1:00PM Eastern Time, Tuesday, December 15, 2020.
Quotations shall be submitted to the Contract Specialist via email at mlepe@usgs.gov. Faxed or mailed quotations will not be accepted.
Vendor shall supply the USGS with a thorough quotation packages demonstrating how they meet all requirements within the evaluation criteria. Quotation packages shall be thorough enough to allow the mailto:mlepe@usgs.gov mailto:mlepe@usgs.gov mailto:mlepe@usgs.gov.
USGS to perform a proper evaluation (see evaluation criteria below).
The following additional information must be supplied along with your quotations. Failure to submit this information may deem your quotations non-responsive and your quotations may not be considered:

General wage decision number VA20200178 DATED 10/09/2020 is hereby incorporated into this request for quotation (RFQ). The wage rates and fringe benefits which appear in the wage decision are mandatory minimums that must be paid by the contractor (or any subcontractor) to any employee working under the purchase order that results from this RFQ. A copy is attached.
Contractor will be required to submit copies of all payrolls weekly. The prime contractor is responsible for the submission of copies of payrolls by all subcontractors. This information may be submitted in any form. The optional form from the Department of Labor (WH-347) may be used. See Construction Wage Rate Requirements 52.222-6 referenced in the table below.
The award resulting from this RFQ will be based on lowest price technically acceptable (LPTA) quote based on the following, not listed in any the particular order of importance:
• Price
• Submittal of a Technically Responsive quote based on the requested information listed in the Statement of Work and Instructions to Vendors: The vendor will be responsible for submitting a thorough technical quotation package which will allow the USGS to perform a proper evaluation. This quotation must include the vendor’s complete proposed approach to the work required as stated in the SOW. Failure to address items listed within the Statement of Work or Instructions to Vendors may deem your quotation not technically acceptable.
• Specification of the proposed materials quoted:
Vendor shall provide the specifications of the materials to be used for construction. Vendor quote shall include sufficient evidence proving that quoted work and materials meet all requirements as stated in the Statement of Work (SOW).
• Warranty period on equipment and installation: At least one year warranty of construction shall be provided by the vendor.
• Past Performance: Vendor shall provide at least three (3) past performance references (government or commercial) of the same work performed within the past two (2) years. At a minimum the following shall be submitted for each reference, but not limited to: description of project/work; companies names services were performed for; point of contact; address; and telephone number.
This RFQ is a total small-business set-aside.

TECHNICAL STATEMENT OF WORK
PROJECT TITLE:
Herndon Warehouse Disassemble and Relocating Shelving and Fencing
U. S. GEOLOGICAL SURVEY Warehouse

Scope and Objective The U.S. Geological Survey (USGS) has a requirement for the performance of construction services in accordance with the requirements set forth in this Technical Statement of Work and associated plan drawings.
The Contractor shall provide all supervision, labor, materials, equipment and all other items necessary for the completion of the construction services as described below in this Technical Statement of Work and in accordance with all associated plan drawings.
The Contractor shall field verify all measurements and materials needed.
Field Verify – Read Carefully – It is the contractor’s responsibility to base their bid on the existing conditions of the warehouse.
Upon the site visit the potential bidder shall take all means necessary to inspect the current area and base their bid on what construction measures will be necessary to complete the project. This includes verifying all actual measurements and material quantification. It is highly recommended that the contractor brings a ladder to the site visit for means of inspecting all shelving. The awarded contractor shall be required to perform all related overhead work. The contractor’s official submission of the proposal to perform the work is the indication that the contractor has field verified the area and is bidding on all aspects of the project based on the current conditions of the building.
General Conditions
Technical Construction Requirements:
Disassemble Shelving
Disassemble approximately 180 metal shelving units. This refers to approximately 20 rows with 9 full shelving units per row.
Contractor shall field verify for exact numbers, the amount of shelving units needing disassembled and moved may be different from the number given here based on the drawing and site conditions. The Contracting Officer Representative has made every honest attempt to capture the proper number of shelving units, but it is the Contractors responsibility to field verify.
Neatly stack all shelving in a location within the warehouse, verify with COR of exact location. (location determined at this time will be within the main fenced area near the front of the warehouse but verify before neatly stacking as this may change.) The shelving will be stacked onsite at the warehouse where the shelving will be disassembled.
Shelving shall be disassembled in a way so the USGS can reuse the shelving later. The shelving shall not be disassembled in a way that will cut or destroy the structural integrity.
Disassemble Chain Link Fence and Neatly Stack
Disassemble chain link fence (cage) in the back-left side of warehouse where the new wall will later intersect the fence on the drawings. Disassemble (all fencing) in that area. Stack the fencing in the location on site that the COR determines.
Remove Anchors in the Concrete Floor All anchors, bolts, tap cons, and fastening devices shall be removed from the concrete floor where the shelving and fencing may be bolted to the floor. If the anchors cannot be removed the anchor or fastening devices shall be grinded level with the concrete, to not have any tripping hazards.
Exclusions
There will be no physical construction on this task order. The wall to be built on the drawing will not be on this task order.
Safety The Contractor shall follow all OSHA rules and laws. The use of PPE such as fall arrest may be needed. The contractor shall make every attempt to not disturb the fire coating insulation on the vertical support columns in the warehouse located near some of the shelving units. If it is likely the insulation will be disturbed the Contractor must wear proper PPE such as respirators during the time of disturbing the insulation, until the shelving unit is safely taken down and relocated.
Covid-19
All personnel must always wear a face mask while inside the USGS and the Warehouse. All personnel working on site will need to be added for Covid-19 tracking. The names and telephone numbers of each individual working will need to be provided to the COR at least 3 days in advance.
Project Construction Schedule Within (5) business days after the award date of the contract, the Contractor shall submit in writing to the Contracting Officer’s Representatives (COR) a schedule of construction for the entire project. The schedule shall indicate the exact dates the Contractor will be on site. The schedule shall indicate the dates major components of the work will be accomplished. When preparing the schedule, The Contractor shall notify the COR immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date. The contractor shall be responsible for all labor necessary to complete the work during normal working hours. The contractor shall notify the COR of when equipment such as lifts will be delivered to the warehouse. The completion date for this task order is December 29th. All work must be completed before the 29th of December 2020.
Hours of Work The Contractor shall perform the work during normal business hours. Normal business hours are from &7:00AM to 3:30P M-F.
Contractor Staffing/Materials/Tools/Equipment The Contractor shall be responsible for determining the labor staffing levels (crew size, etc.) required to complete all phases of the project by the established completion dates as per submitted project schedule, taking into consideration the required completion date established by the Government and set forth in the contract.
The Contractor shall be the Prime Contractor in all cases. The Prime Contractor shall bear complete responsibility of the work of subcontractors, and shall supervise, direct, and control the work of the Subcontractors all times. The Prime Contractor is responsible for ensuring that all tools and equipment are acquired and delivered prior to the date of disassembling. The USGS will not supply any tools or machinery such as forklifts, scissor lifts, ladders, scaffolding, trucks, carts, hand tools, etc. It is the responsibility of the Contractor to acquire whatever is necessary to complete the work.
Progress Inspections During Contractor performance of the contracted work, the COR will perform on-site progress inspections of the work. These inspections will occur at any time during the course of the contract, at the discretion of the COR. Progress inspections will be performed by the COR to determine if the Contractor is making reasonable progress toward completing the work, in order to meet the scheduled delivery date as set forth by the contract and to ensure that the Contractor is performing the work in accordance with the technical requirements.
Inadvertent Building Evacuations In the event the Powell Federal Building Fire Alarm System annunciates during the course of this contract, the USGS Facilities Operations & Maintenance Section will determine the cause of the evacuation. If it is determined that the fire alarm system enunciated due to triggering from a cause(s) within the area of the work site proper, the Contractor will be so notified by the COR.
The Contractor shall be responsible for reimbursement of fees incurred by the government including, but not limited to, charges by Fairfax County Fire Department for false alarm, and all charges related to the costs of building evacuation and resetting of the alarm system.
Smoking Policy No smoking on USGS grounds including inside the warehouse. Smoking outside of the warehouse will need to be 25 feet or more from the door.
Dust Protection and Worksite Cleanliness Since work will be performed during business hours, the Contractor shall ensure that the site is thoroughly cleaned and swept on a regular basis periodically throughout each day while the work is in progress.
Storage of Tools and Materials The Contractor may store materials and tools on the job site proper. There are no other areas in the building in which the Contractor can store materials and tools. The Contractor is advised to secure materials, tools, gang boxes, etc. as effectively as possible during the period of work using Contractor-supplied locking devices. The Government is not responsible for any lost or stolen items that are left unattended on the property.
Disposal of Debris The contractor shall remove and dispose of construction debris.
Receipt of Material Deliveries There should be no material deliverables for this task order. Equipment needed must be delivered to U.S.GEOLOGICALSURVEY Warehouse 302 Victory Dr, Herndon, VA 20171
Identification and Sign In All workers must sign in daily on the sign in sheet and have a valid United States Identification ID.
Access to Main Building Contractor should not need access to the main building to complete this task order.
Final Inspection Upon notification by the Contractor to the COR that the work site (or project phase) is ready for final inspection, the COR will perform final inspection, and if necessary, will develop an itemized punch-list of minor deficiencies discovered during final inspection. The COR will schedule Contractor performance of correction for the correction of the punch-list items.
Upon completion of the contracted work, the Contractor shall notify the COR in writing. The COR will schedule an inspection of the work site and will perform the inspection at the site to determine if all work performed by the Contractor meets the requirements of the contract. The Contractor may be present at the site during the final inspection by the COR. The Government will determine the date of acceptance of the work after the final inspection has been performed.
*NOTE*:
Any changes affecting the scope of work, drawings or specifications shall be granted and approved by the Contracting Officer only. Furthermore, any and all changes shall be approved in writing from the Contracting Officer prior to any change.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

52.225-10 Notice of Buy American Requirement--Construction Materials (May 2014)
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American--Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers.
(1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs
(c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested—
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.
