Question and Answer Set Four 140F0918R0014

1. Under the section of “Requirements”, it says that “Solution must be hosted on-premise and compatible to run in VMWare Virtualization environment and run on Windows Server 2012 R2 Operating System. “While under the section of “GOVERNMENT-FURNISHED MATERIALS AND SERVICES”, it reads “If the vendor’s proposal is for one or more web-based applications hosted by the Contractor in a FedRAMP-certified cloud hosting environment, then no government-furnished material will be provided unless specified in the proposal and agreed to by the government.”

Our question will be: Will the FedRAMP-certified cloud-based solution acceptable?

No, it must be on-premise, not cloud-based.

2. If the answer to the above question is No, can you explain a bit more on how you expect the solution to run in VMWare? Does it require to be directly running on Windows Server (either in VMWare or native), or only require running in VMWare which hosted on Windows Server?

Our hosting environment is run on VMWare. The requirement will be software to run on Windows Server and SQL server. However, the only exception will be if the solution is developed WITHIN Drupal, then the apache, MySQL, and the standards of Drupal are acceptable.

3. About “Integration with other systems”, specifically “Drupal” and “Sharepoint”, can you specify what features the existing systems will still be in effect while the new DPM is up to running? What are expected integration level of Drupal and Sharepoint? One way to access old data stored in Drupal and Sharepoint or two ways? Any API integration besides storage content access?

Expected to be a component of a new Drupal+SharePoint CMS solution, the expectation is that the DAMS component will include more in depth and organized tagging, version control, and metadata capture for published digital assets. The system is not going to replace Drupal/Sharepoint. The intention is that the system is either built directly into those environments or otherwise can be accessed seamlessly from them – it is difficult to specify a few 'features' when we are intending for the new Drupal system to encompass an overwhelming majority of FWS public facing web presence.

4. Under the “requirements” section, it says "For power users, administrators and content managers, application supports multi-factor authentication, Personal Identity Verification (PIV) card credentials, and can directly connect to Active Directory servers using LDAP protocol” Are the APIs of PIV card credentials available and ready to use?

5. What types of formats are the Digital Assets - PDF generated from a back end application or a desk top? Text / ASCII Reports? Excel Files? Word Files?

Asset tile types include jpg, TIFF, doc, pdf, mp3 files, .mov, and H.264.

6. Can you give us an idea on the number of digital assets / files and size?

Assets ready for ingestion: approximately 20k files, 73.4GB. However, this represents only one agency program - our goal is to expand to all programs across the agency once assets are ready. Individual files could be up to 5GB.

7. Can you give us an idea on the frequency of the report / documents being produced?

Approximately once per quarter new documents/reports will be produced, and would include up to ten reports per quarter.

8. Would we be required to migrate the digital assets into the new application?

Yes, we would share a hard drive with the 20k files for ingest (the process was completed in a few days during the last migration) - beyond this, agency employees will become uploaders for new assets.

9. For this bid, is it required that the vendor is a government prime contractor (GSA schedule/contract) or is registration in SAM all that is required?

The vendor must be registered in SAM.gov as a Small Business.

10. Do we need to include travel expenses in the fixed cost bid? It is too soon to know how many trips we would make to the different offices so we weren’t sure if each travel encounter needs to be included.

Yes, please include travel expenses. It is estimated that only one trip will be needed, remote conferencing tools will be utilized.

11. We understand that FWS is expecting a bid on Tier 3 support post-installation. Can this Tier 3 support be handled remotely or if the expectation for onsite support?

Yes, the Tier-3 O&M support can be handled remotely and that would be preferred.
