Amendment 2 Attachment

1. If piping changes are required for the new instrumentation, should the mechanical work and all material to be included in this BID?

Answer: Yes, if the contractor’s proposal requires piping or other changes, the contractor shall be responsible for completing all work required to provide the USFWS a complete and usable SCADA system that is integrated into the existing infrastructure. However, the infrastructure can be modified to support the new system.

2. In Section 2.5, it calls for the PLC to be used for the main hatchery inputs, where is this location on the map? If this is the Hatchery Building, is there any inputs at that specific location that need to be accommodated?

Answer: PLC will be located in the hatchery building office area. Monitoring of hatchery incubation equipment/chiller is in the same building opposite end. These buildings will be highlighted during the site visit.

3. In Section 2.6, the specification calls for a specific type level instrument or equal, what level is being measured at each Well location? Is this applicable at those locations?

Answer: Static water lever is needed inside each well column. Additional instrumentation is required to monitor temp, flow, running or not running etc which drives the requirement for a multi-meter. Please note, a concern at the project site is that all locations deal with freezing temperatures so monitoring temperature conditions through the SCADA system will prevent catastrophic failures of the system due to freezing temperatures and pipe or connection system failures. This is key aspect of the SCADA design system.

4. In Section 2.6, the specification calls out for a Multi-Sensing Pressure and Temperature device. No where else is Pressure Monitoring mentioned. Is it a requirement to bring Pressure monitoring back to the SCADA system at each of the location as well as Temperature Monitoring?

Answer: USFWS requests additional details and clarification on this question. USFWS does not understand the question. The SOW requests the following, all pressure and temperature devices shall connect to the SCADA system for monitoring.

5. Multi-Sensing Pressure and Temperature Device(s)

i. Provide and/or replace Multi-Sensing Pressure and Temperature Devices as noted in the Location Matrix below.

6. In Section 2.7, the preferred model flow meter may not work in all the requested locations. Is the BIDDER responsible to select and provide instruments that meet the application requirements regardless of the preferred devices listed in the specifications? or shall the bidder understand that the proper design work has been completed to ensure that these devices are good for these locations? If the BIDDER is responsible, can we propose solutions with a mix of meters types which meet the application needs at each specific location, which would be in violation to the specification requirement?

Answer: Contractor is responsible for selecting and providing equipment to meet the application requirements. Preferred meters were indicated in the SOW because they are the same meters used at other USFWS facilities. The use of these meters at Entiat will reduce the long term USFWS Maintenance and Repair requirements as well as staff training requirements. If the contractor determines the preferred model flow meter is incompatible with the “proposed system” or “system application” a substitution maybe proposed that would deviate from the SOW specifications. However, it is the USFWS’s intent to utilize the preferred model flow meter to the maximum extent possible.

7. In section 2.10.2, the specification calls for Pro Lens, in order to meet this requirement can we get more info as to what being requested?

Answer: Pro Lens in the SOW para 2.10.2 refers to the Infrared Night Vision Camera system, it indicates that the proposed camera system should have the more advanced lens system available for that camera system and be able to record in 1080p or better. The “Pro- Lens” reference in the SOW applied to a specific brand of camera system that USFWS has employed at other locations. It does not require the contractor to use this system at Entiat.

The contractor may provide an equivalent system that meets the performance specifications outlined in the SOW. the camera and associated system to include the lens should be professional, commercial grade/level, not a homeowner or residential quality.

8. The SOW states work shall be completed by 8/30/20 and the proposal is due 6/18/20. SOW also states work shall be completed within 75 days of Notice to Proceed. Is the 8/30/20 completion date accurate since the proposal due date provides less than 75 days to complete the work?

Answer: The date of 8/30 is the anticipated completion date. As those numbers do not add up, the completion date can be extended to accommodate the 75 day period of performance.

This project shall be completed by no later than January 15, 2021.

9. What is the anticipated Notice To Proceed?

Answer: 15 days after receipt of award.

10. SOW (Statement of Work) requires a new phone and internet service. Please provide contact information for the Telephone (land and cell) and Internet Service Providers that are available in the area.

Answer: Contractor is responsible for completing this task with the local service provided, after award the winning contractor will be provided UFWS account information.

11. Does internet service and landline telephone currently exist onsite and if so, by who?

Answer: Yes, landline telephone and internet service exists on site.

12. Is cellular service reliable or is coverage spotty?

Answer: Coverage is spotty as best across the entire site.

13. Is sole source of internet service to the site via satellite? Is the service stable? May this service be reused to gain remote access to the new SCADA system?

Answer: USFWS does not utilize satellite internet services at this location.

14. Is the telephone service to be used for the alarm dialer only? Can cellular be used for alarm notification and, if so, does that negate the need for the telephone line?

Answer: A traditional “hard wired” telephone line is required for the primary system;

cellular service can be used as a back up.

15. SOW requires a “Licensed Radio Channel” for “remote monitoring”, is this for onsite communications only? If so, why is a licensed frequency required?

Answer: USFWS as a federal agency has access to licensed radio channel; information regarding this program is available in the USFWS Radio Handbook (current edition) and USFRWS Service Manual 272 FW 2 Radio Management. Use of licensed radio channel is possible for onsite communications only. The contractor shall be responsible for preparing all required documents to complete the USFWS radio frequency request IAW the guidance listed above. This process is similar to a construction permit, the contractor completes the paperwork on behalf of the USFWS, USFWS reviews and approves of the application and the contractor then completes the application process.

16. What will “Licensed Radio Channel “communications be used for? Are we talking about MTU-to-RTU communications here?

Answer: Licensed Radio Channels shall be used as needed base on the system design. The contractor is not required to utilize Licensed Radio Channels if there is commercial technology that is compatible with the site parameters. For example (only for example) if a commercial wi-fi network has sufficient range and bandwidth, it could be used for system communications.

17. Please provide a larger Well Water System Hatchery Plan and Vicinity Map (page 1 of A04 0040477446 Statement of Work Pictures 2.pdf) and the electronic file as well.

Answer: Please see attached, contractor shall be responsible for verifying all drawings.

18. Can the electrical and plumbing drawing for each well house be provided?

Answer: Please see attached, contractor shall be responsible for verifying all drawings.

19. In document A04 0040477446 Statement of Work Pictures 2.pdf, are all of the included pictures from the Entiat facility except as noted?

Answer: Yes

20. What is average outdoor yearly temperature range at the facility?

Answer: Contractor shall be responsible for researching this information. Historically temperatures at this facility routinely exceed 100 degrees in the summer and drop well below freezing in the winter. One of the requirements of the system is to provide alarm capability of water temperatures to prevent line freezes and pipe bursts.

21. Will contractor need to take any precautions if contractors laptops need to connect to the SCADA network to ensure data security?

Answer: The SCADA system will not be allowed to connect in any way to the USFWS network; as such, the contractor should take routine precautions when connecting to the SCADA system.

22. What security measures are required by US Fish & Wildlife Service when connecting a system to the internet?

Answer: SCADA system will not connect to the USFWS network.

23. Will this internet connection be open, require a VPN or other method? If VPN, how many users will need access? If other method, please provide more detail.

Answer: A dedicated commercial internet connect is required by this contract, it should use commercially available security, passwords, encryptions, etc. typical of commercial SCADA systems.

24. For the Web App, will users be limited to read-only access or do you require full access to the system?

Answer: read-only access is required; if additional access is available, the contractor may propose this as part of their submission with any associated costs.

25. A04 0040477446 Statement of Work Pictures 2.PDF Photograph 17 shows a strap-on flowmeter.

Is the replacement of the strap on flowmeters acceptable or is an inline magnetic flowmeter required?

Answer: Inline magnetic flowmeters are preferred where possible.

26. A04 0040477446 Statement of Work Pictures 2.PDF Photograph 18 shows an in-line propeller flowmeter. Is replacement of this meter required or can it be modified to produce a flowrate output? Is it acceptable to replace the flowmeter in-kind with an output for flowrate?

Answer: Modification of the existing flow meter is acceptable; contractor shall warranty the modification and be responsible for any damage to the existing meter if caused by the contractor.

27. Is there a future need or desire to combine or integrate data between the other hatcheries in that should be considered, or will each remain standalone?

Answer: These will standalone.

28. Do existing flowmeter outputs to devices need to remain in operation, i.e. need to know if multiple outputs or signal destinations are required?

Answer: Existing flowmeters should remain operational after the project is complete, these issues can be addressed on a case-by-case basis during system design.

29. Do any of the culverts requiring flowmeters ever flood? If so, then submersion rated equipment may be necessary.

Answer: Contractor shall assume flowmeter can flood and submersion rated equipment is required.

30. We have the following questions & requests for clarification for the subject solicitation.

Bonding Requirements:

Section 12a on the SF1442 indicates that payment & performance bonds are not required.

Section 10 (as continued on page 3) of the SF1442/OF 336 states that payment & performance bonds are required.

Please clarify if these bonds are required.

Answer: Bonds are required, 20% Bid Bond, 100% Payment Bond and 100% Performance Bond.

31. Will they be required for the entire contract amount (design & construction/installation) or only for the construction/installation portion of work?

Answer: The bonds will be required, per the above percentages, for the full amount of the contract.

32. If the entire quotation (or bondable amount) is under $100,000.00, are bonds still required?

Answer: Yes

33. Radio Channel Licensing:

Paragraph 2.1.2. in the Statement of Work (page 1) states "Coordinate and provide a Licensed Radio Channel for remote monitoring. Contractor to pay any fees".

Where is the remote monitoring to occur? Onsite or at some other location?

This answer will dictate radio power and frequency requirements.

Answer: Remote radio frequency monitoring is applicable only on Entiat NFH to support the SCADA system. Please see responses above regarding radio frequency requirements.

34. Is there an existing remote monitoring location base radio station or access point? If so, please describe the type and frequency being used.

Answer: No

35. If technically acceptable (from a functional point), can unlicensed frequency radios (e.g. 900 MHz) be used?

Answer: Yes if contractor can provide equivalent level of reliability with commercially available frequencies.

36. If a licensed frequency is to be used (e.g. 150 MHz), typically there is an inter-agency frequency allocation (not licensing) process where the FWS frequency manager coordinates frequency allocation directly with the FCC. All associated costs are typically coordinated on an inter-agency basis, and the contractor is not a party to that frequency allocation. Is this the case for this project, or not?

Answer: Please see comments above, contractor is responsible for completing all necessary frequency applications and costs as part of this contract.

37. Does the govt require and annual maintenance and monitoring cost estimates as part of the soliciations?

Answer: Yes, the contractor shall provide estimated annual maintenance costs and monitoring costs as part of their proposal.
