| 1. Is this the call for small businesses only or can I apply for it through the university? | This requirement is not set a-side for small businesses. It is unrestricted. | ||
| 2. Would I be able to use the fund to cover graduate students and a postdoc to perform the CFD simulations under my guidance? | Yes. However, modeling consistency is important and your proposal should demonstrate how consistency across models would be maintained with the use of multiple students. Also follow the guidelines in the RFP for key personnel. | ||
| 3. May I ask if multiple institutions could be involved on this project as PI/Co-PIs? | Yes. However, your proposal should clearly define roles and responsibilities and how you would effectively coordinate a project across multiple locations. | ||
| 4. Since we are a state institution, I must prepare a budget justification and get approval for it internally at the CSULB. May I ask what is the budget limitation of this project? The number would help me to manage the cost wisely since our institution will charge overhead cost on grants. | This requirement is not a grant. It will be a contract. The budget limitation for this requirement will not be published. | ||
| 5. Is BSEE open to distribution of the software through cloud computing technology? Basically, I can upload the code on cloud computing devices such as AWS or Microsoft Azure and users will access to the code and the test cases through multiple dictionaries inside that environment. Simulation will be performed on the cloud and there will be no cost for BSEE in terms of maintenance and distribution or posting of CD-ROMs. BSEE will also have control on the sharing levels of data and code. | It is not clear what software you would plan to distribute. It is envisioned that you could use a program such as OpenFOAM to conduct your CFD modeling. This is free, open source CFD software. | ||
| 6. Would BSEE consider tests in a flume tank 3 m wide by 2 m deep with flow rate of 1 knot. | No. The indicated flume tank dimensions will not allow the scaled models to be tested at a wide enough scale range to provide meaningful data. The Ohmsett facility is 667 ft long by 67 feet wide by 8 feet deep. The boom scaled models should span a scale range with the largest model designed to the limit of the Ohmsett test capabilities. | ||
| 7. Objective 3.1 (page 7) ….BSEE will provide inputs to the selected technologies and have final approval on the chosen technologies. | |||
| Should we budget for procuring/fabricating the booms to be tested or the budget for procuring the booms will be determined after the final approval by BSEE? | You should include budget to procure the selected technologies from boom manufacturers. See Note 2. | ||

| Is it expected that the booms at different scales will be procured directly from the manufacturers or the contractor may obtain the design and then fabricate the booms based on the design? Again, is the budget for procuring the boom TBD? | It is expected that the booms will be procured from the boom manufacturers as it is envisioned that they will be able to provide the most realistic and detailed scaled models. You should include in your proposal a budget to procure booms. | ||
| 9. Section M.3.4 (page 50) The Government will consider prior project relevant to the extent that they are ongoing or completed within the last three (3) years and having comparable level of size, scope, and complexity to the requirements of the solicitation. Is it possible that relevant projects can go back beyond the last three years? Academic research projects have a somewhat different lifespan and scope, and a relevant project may not necessarily have taken place within the past three years. | Section M.3.4 (page 50) stands as written. | ||
| 10. Will the contractor need to include the cost of the boom equipment required for testing as part of their proposed response to this RFP, or will BSEE fund the boom equipment needed for testing separately? | The cost of the boom scaled models should be included in the RFP. | ||
| 11. How involved will the contractor be with the testing portion of this effort? Will the contractor mainly be overseeing with technical/hands on support from Ohmsett staff, or will the contractor be responsible for providing the hands-on support for the testing? | The Ohmsett staff will handle the testing of the booms. However, the contractor is expected to be onsite during the tests. | ||

Will Ohmsett be able to provide the size requirements of the facility, including the limitations on tow speeds to the contractor, to aid with sizing booms/designing the test matrix for the testing portion of this effort after project award? | Yes. | 13. Is the contractor expected to be onsite for the full 3 week testing period or can the contractor be onsite for one or two of the weeks and communicate remotely with Ohmsett the remaining week? | The contractor should plan to be on site for the entire test period. | ||
| 14. What is the target range of sea states that are to be considered for the eventual deployment? | For this study, assume for both CFD modeling and scaled model testing that the booms will be operating in calm water conditions. | ||

design at multiple scales" and section 3.1 states "identify a minimum of three boom technologies" but then goes on to say "propose a preliminary list of possible technologies". Please clarify you are seeking vendors to build these models for testing. The models
| will not be provided to vendors. | The proposal should include a preliminary list of the identified boom technologies that will be modeled (3.1). After contract award the list will be finalized by the contractor and BSEE. Once the final list is approved, the contractor will procure from the boom manufacturer multiple scaled models of each of the three boom technologies for testing. | |

| boom designs regarding speed of recovery and efficacy of recovery? | ASTM F2084 "Standard Guide for Collecting Containment Boom Performance Data in Controlled Environments" will be used as a basis to assess a boom's ability to contain oil. The boom models will be towed down the tank in calm conditions and the tow speed at which the boom begins to lose oil due to entrainment will be assessed. Entrainment will be assessed visually using underwater cameras. | |

Clarification (see answer to question 14): For this study, assume for both CFD modeling and scaled model testing that the booms will be operating in calm water conditions.
Note 3: The solicitation will be amended to require that a minimum of three scales (rather than four scales) be procured for testing. See paragraph C.3.2.
