Pre-RFQ Questions from Prospective Offerors Program Office Responses
Will the government please provide a copy of current Security Policy to validate that we can comply?
DOI does not expect vendors to apply Operating System or Windows Security patches to any computer provided as part of the solution. However, if a vendor does provide a computer, the computer must meet the minimum hardware specifications, in the attached Hardware Specifications document
How are current workstations being updated with security patches?
Current DOI Workstations are being patched via SCCM and/or Intune. However, corrections to the SOW are being made to clarify that the vendor is ONLY responsible for ensuring that the software application updates are maintained. DOI will not be responsible for applying software application software.
After reviewing the solicitation requirements, we’ve compared available printer options and found some key differences:
Epson SureColor V7000: Excellent print quality and versatility, but it exceeds the size and power constraints and lacks specific software and ADA-compliant Braille capabilities.
Mutoh XPJ-661UF & Direct Color Systems 1800BG: Both are more aligned with ADA compliance and size requirements but have smaller print areas and lower resolution than specified.
Could you please confirm if proceeding with either specialist
The Government does not want it to have the ADA braille capability and 24x36 size.
24x36 is a popular print size for our clients and removing it or reducing in favor of something smaller is not acceptable.
The ADA compliance is a feature we would like to utilize in facilities signage.
If possible, can we change the NAICS code to 541519 Other computer related services? as we do not have the NAICS currently on the solicitation.
NAICS code will not be changed and will remain the same as incorporated in Request for Quote as 323111, Commercial Printing (except screen and books)
This is a combined synopsis/solicitation for the purchase of a medium range, 24x36 UV Inkjet Flatbed Printer prepared in accordance with the format in Subpart 12.6 in conjunction with FAR 13, as supplemented with additional information included in this request. This constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The Government will award one (1) firm-fixed supply contract with delivery date of 45 calendar days after date of contract. Award will be made from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without exchanges with quoters. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.

Introduction
Office of Facilities and Administrative Services (OFAS) Creative Communication Services branch (CCS) has a requirement to purchase a medium range UV inkjet flatbed printer.
Background:
CCS offers printing, graphic design, and other communications media services for Office of the Secretary and Interior Bureaus. CCS strives to keep abreast of new technology and UV flatbed technology offers a wealth of printing options to our internal customers including the versatility of being able to print directly on virtually any surface including wood, plastic, metal, glass, and more as well as the technology creates less waste, emits fewer chemicals, are more energy efficient and thus are considered more environmentally friendly.
Scope:
The offeror shall provide the below requirements to the Stewart Lee Udall Department of the Interior (DOI) building located at 1849 C Street, NW Suite Room 1647, Washington, DC 20240.
Requirements
Regulatory Compliance
The offerer shall:
• Comply with all federal, state and local laws, rules, regulations, and laws including, but not limited to those listed and described in this PWS.
• Obtain and ensure that all staff members and affiliates hold all applicable licenses, permits, and insurance required by federal, state, or local authorities for work performed under this contract.
UV Inkjet Flatbed Printer:
UV Inkjet Flatbed Printer – Minimum Requirements to be equal to Brand Name:
This procurement is for new items only; no remanufactured or "gray market" items. No remanufactures or gray market items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors.
Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions.

Due to limited space CCS prefers to access flatbed printer through installing software on our existing individual Mac or PC workstations (3 in total, one for each employee). However, If device software requires a stand-alone workstation to interface with device, offeror will provide server workstation (for printer device), along with any mechanical, technical, and training needs to install and make operational.
Minimum requirements for these devices as outlined by the DOI Office of the Chief Information Officer (OCIO) are specified below.

Provide software and hardware configuration documentation prior to award for security and technical review.
Mandatory Operating or Programmatic Constraints
The following specifications, standards, policies, and procedures represent the constraints placed on this acquisition. All Information Handling and Records Management requirements are referenced in Appendix B. This list is not all-inclusive, and the contractor is responsible for compliance with ALL applicable regulations, policies, guidelines, safety, health and any applicable FAR not listed here.
Core Hours:
The normal core hours of duty for Creative Communication Services will be from 8:00AM through 5:00PM, Monday through Friday, excluding Government holidays. Work and travel outside of the normal core hours of duty as outlined by each branch will be authorized in advance by the COR or POC for each task. Work is performed occasionally on Saturday's and Sunday's requiring that service technicians be available for emergency service on weekends.
Deliverables and Reports
It is expected that the contractor will deliver all parts and assemble at place of performance including a starting set of all inks.
Place of Performance
The central printing facility and print management offices for CCS will be in CCS's offices at the Main Interior Building at 1849 C Street NW, Washington, DC, 20240.
The COR will provide a Point of Contact (POC) and backup POC for the Contractor. The Contractor will receive work assignments from these Points of Contact.
Network Infrastructure:
CCS, OS supported computers are linked together via multiple local areas (LAN) and wide area (WAN) networks. The network topology includes a variety of routing and switching components throughout the DOl infrastructure. These components include security hardware layers throughout the topology.
Network topology contains various Cisco routers/switches (model 7206 VXR, 6509, C3550-EMI, 3275), Cisco switches (models 2950) and Cisco firewalls (model PIX525, PIX 515E).
Network Access:
To limit vulnerability, All print production systems access to OS network or outside sites is extremely limited. Only offices in the 1600W corridor will communicate to the print devices.
Space Requirements:
CCS will supply the contractor with the circled space in below floorplan for installation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
