Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
This is a combined synopsis/solicitation for the purchase of a medium range, 24x36 UV Inkjet Flatbed Printer prepared in accordance with the format in Subpart 12.6 in conjunction with FAR 13, as supplemented with additional information included in this request. This constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The Government will award one (1) firm-fixed supply contract with delivery date of 45 calendar days after date of contract. Award will be made from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without exchanges with quoters. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.

STATEMENT OF WORK (SOW)

Introduction
Office of Facilities and Administrative Services (OFAS) Creative Communication Services branch (CCS) has a requirement to purchase a medium range UV inkjet flatbed printer.
Background:
CCS offers printing, graphic design, and other communications media services for Office of the Secretary and Interior Bureaus. CCS strives to keep abreast of new technology and UV flatbed technology offers a wealth of printing options to our internal customers including the versatility of being able to print directly on virtually any surface including wood, plastic, metal, glass, and more as well as the technology creates less waste, emits fewer chemicals, are more energy efficient and thus are considered more environmentally friendly.
Scope:
The offeror shall provide the below requirements to the Stewart Lee Udall Department of the Interior (DOI) building located at 1849 C Street, NW Suite Room 1647, Washington, DC 20240.
Requirements
Regulatory Compliance
The offerer shall:
• Comply with all federal, state and local laws, rules, regulations, and laws including, but not limited to those listed and described in this PWS.
• Obtain and ensure that all staff members and affiliates hold all applicable licenses, permits, and insurance required by federal, state, or local authorities for work performed under this contract.
UV Inkjet Flatbed Printer:
UV Inkjet Flatbed Printer – Minimum Requirements to be equal to Brand Name:
This procurement is for new items only; no remanufactured or "gray market" items. No remanufactures or gray market items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors.
Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions.

❏ Service and Repair: While not included in this procurement we require that offer should include regional response time, availability and estimated cost for service calls as well as price list for consumables
Offeror will provide all server workstations (for printer device), along with any mechanical, technical, and training needs to install and make operational.
Minimum requirements for these devices as outlined by the DOI Office of the Chief Information Officer (OCIO) are specified below.
Offeror will be required to
● Provide software and hardware configuration documentation prior to award for security and technical review.
● Comply and adjust configurations and settings to adhere to any current security policies, if technically incapable of compliance be able to provide information upon request to facilitate a risk acceptance assessment.
Mandatory Operating or Programmatic Constraints
The following specifications, standards, policies, and procedures represent the constraints placed on this acquisition. All Information Handling and Records Management requirements are referenced in Appendix B. This list is not all-inclusive, and the contractor is responsible for compliance with ALL applicable regulations, policies, guidelines, safety, health and any applicable FAR not listed here.
Core Hours:
The normal core hours of duty for Creative Communication Services will be from 8:00AM through 5:00PM, Monday through Friday, excluding Government holidays. Work and travel outside of the normal core hours of duty as outlined by each branch will be authorized in advance by the COR or POC for each task. Work is performed occasionally on Saturday's and Sunday's requiring that service technicians be available for emergency service on weekends.
Deliverables and Reports
It is expected that the contractor will deliver all parts and assemble at place of performance including a starting set of all inks.
Place of Performance
The central printing facility and print management offices for CCS will be in CCS's offices at the Main Interior Building at 1849 C Street NW, Washington, DC, 20240.
The COR will provide a Point of Contact (POC) and backup POC for the Contractor. The Contractor will receive work assignments from these Points of Contact.
Network Infrastructure:
CCS, OS supported computers are linked together via multiple local areas (LAN) and wide area (WAN) networks. The network topology includes a variety of routing and switching components throughout the DOl infrastructure. These components include security hardware layers throughout the topology.
Network topology contains various Cisco routers/switches (model 7206 VXR, 6509, C3550-EMI, 3275), Cisco switches (models 2950) and Cisco firewalls (model PIX525, PIX 515E).
Network Access:
To limit vulnerability, All print production systems access to OS network or outside sites is extremely limited. Only offices in the 1600W corridor will communicate to the print devices.
Space Requirements:
CCS will supply the contractor with the circled space in below floorplan for installation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

1452.201-70 - Authorities and Delegations (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.
The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.
Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
