About this file
This document contains questions and answers related to solicitation number 140A1621Q0104 for COVID-19 ventilation assessments for the Bureau of Indian Affairs Central Office. The solicitation seeks to engage 8(a) contractors on a firm fixed price basis to conduct ventilation assessments of BIE facilities across multiple regions by October 15, 2021. If no acceptable 8(a) quotes are received, the requirement may be reposted as a small business set-aside. The technical, price, and past performance factors will be evaluated using a best value tradeoff process to select the offeror providing the best value. Pricing should be broken out by region on a lump sum basis per CLIN. The completion date is negotiable but contractors' proposed schedules will be evaluated as part of the technical solution.

Questions and Answers for Solicitation 140A1621Q0104
1. Limitations on Subcontracting FAR Deviation Applicability
A: "DOI has not since opted to put in place a class deviation in accordance with CAAC letter 2019-01, Supplement 1. Therefore, with no class deviation in place (on this matter), the FAR must be followed."
2. If the Government does not receive an acceptable quote from 8(a) Contractors that meet the criteria of the Solicitation, will this Solicitation be open to Small Businesses?
A: If no acceptable 8(a) quotes are received, we will revisit our acquisition strategy and re-post the requirement. A SB set-aside would be a strategy we may consider.
3. Can you please break down the Evaluation Procedures / Basis for Award? Are Technical Solution, Pricing, and Past Performance all weighted the same? Is this a Best Value or Trade Off award?
A: FAR 52.212-2 has been updated to add the following statement:
“The Government will evaluate offers and make award to the offeror that provides the Best Value to the Government, considering Technical, Price, and Past Performance.”
4. Is a lump sum price per region the desired cost breakdown for per CLIN?
A: Yes
5. The proposed work schedule indicates completion NLT 10/15/2021. Is this completion date firm or negotiable? Does FAR 52.217-8 Option to Extend Services offer us an extension of the completion date of up to 6 months?
A: The completion date is negotiable, but each contractor’s ability to meet the desired completion date (or as close to as possible) will be evaluated as part of their technical solution.
Any additional questions not directly related to this solicitation are not relevant and have been omitted from this Q&A.
