Question on RFQ No. 140A0924Q0036
1. How was the estimated quantities and costs reached for both aerial spraying and silviculture, please include methods and reasoning?
The estimated costs were reached using cost estimates provided by industry. The estimated quantities were reached using guidance from an EA specific to this project (Final Control and Management of Noxious Weeds and Invasive Plants on Canoncito and Alamo Reservations Environmental Assessment, 2023) and a weed management plan for all noxious weed projects (Navajo Nation Integrated Weed Management Plan) within the BIA Navajo region. The contractor working on the EA provided guidance to ENA BIA Branch of Natural Resources in determining the acreage. The reasoning was based on cultural findings, biological findings, and requirements set by those findings. The objective of the project is to remove noxious weeds via aerial treatment. Prior to treatment, an inventory of trees and a silviculture prescription is required by the Indian Forest Management Handbook (1.2 in the SOW).
2. Under the base bid, the remainder, $33,500.00, for silviculture, is that amount specifically for Canoncito only?
The silviculture plan fund is for the entire project; for Alamo and Canoncito.
3. It is my understanding how the solicitation reads/seems the silviculture plan is the responsibility of the various agencies (forestry/ BIA/Navajo Nation) involved in preparing a solicitation for issue, (allowances from landowners, harvest sites, etc.), The silviculture plan is a requirement from both the BIA and Navajo Nation Forestry, it is needed to harvest the treated trees. It is a product of this project. We are looking at industry to provide the requirement.
4. so will the cuttings be harvested, stored, transported, delivered, viable, guaranteed to grow, correct amount be provided per acre by a specific agency, or will it all be the vendors responsibility?
The silviculture plan will provide guidance, but the plan is to prescribe burn. Correct acreage will be the vendors responsibility.
5. Is there a silviculture plan in place? Will the silviculture plan be provided prior to bid?
There is no silviculture plan in place. The silviculture plan is a product of this project.
6. Will locations for harvest be provided before bid?
The locations for harvest is a product of this project.
7. Will the findings from the exam be provided before bid?
The stand exam is work that will need to be completed by this project. The findings will be provided through this project.
8. Are there shape / KMZ files and can they be provided before bid?
We have shape/KMZ files. We will provide that information after the award.
