The purpose of Amendment 0001 is to publicly release all questions that have been asked on the solicitation to date and the answers provided by BIA.

Amendment # 1 140A0524Q0003, Eek Remediation:

1. Will excavation be covered under a separate phase?

Yes, excavation be covered under a separate phase.

2. Paragraph 1 of the Introduction mentions geotechnical investigation, but it is not mentioned again under Task 3. Should the bidder plan on mobilizing a drill rig to the site?

A geotechnical investigation will not be necessary.

3. A groundwater investigation was mentioned. Should the bidder include the cost of installing monitoring wells, if so, how many should be included in the cost. How many existing wells are on site that are in functional condition?

Yes, GWM wells will have to be installed. Discussions with AK DEC during planning will help guide the GWM, however BIA assumes 11 GWM wells in total—three uphill, three downhill, two on each side and one at the central point.

4. If monitoring wells are required to be installed, are temporary wells acceptable?

Yes, permanent monitoring wells will be required to be installed.

5. Due to laboratory turnaround times, it is unlikely analytical results will be available immediately at the conclusion of the site characterization. Should the bidder assume a second mobilization to excavate soils?

See #1. Excavation will be covered under a separate phase, the following field season under a separate scope.

6. Are analytical samples to be collected during the site characterization, or this to be done based on visual evidence and review of previous records?

Analytical samples are expected to be collected based on field screening results

7. If analytical samples are to be collected (both groundwater and soil), is there a number of samples and a list of analytes bidders should include in their quote?

BIA anticipates 16 soil and 11 water samples for laboratory analysis. Contaminants of concern are primarily DRO with PAHs and VOCs also tested for at locations exhibiting the highest field screening results.

8. Task 2 states a “risk evaluation”, will completing an ADEC Conceptual Site Model suffice for this requirement?

A risk evaluation is not included in the scope.

9. Does a landfarm exist that has capacity for the quantity of soil to be excavated, or should the bidder include costs for the construction of a landfarm.

BIA is not aware of an existing active landfarm in the Village of Eek. Site examination should include the investigation of a suitable site in the Village of Eek and a cost estimate for construction.

10. RFQ mentions excavation of approximately 330 CY of contaminated soil. Is this a maximum amount?

This is an estimate from previous old reports. This assessment will determine how much area and volume of contaminated soil above DEC regulatory limits there is to be remediated under a separate phase, the following field season.

11. Does the 330 cy include clean soils that may be encountered in surface soils, or is this limited to contaminated soils above maximum allowable concentrations?

Clean overburden, based on field screening and AK DEC consultations, can be segregated and replaced during return to grade.

12. Is there a maximum amount of soil to be excavated, including both clean and contaminated? If the contamination is confined to a thin layer a significant area and large volumes of clean soil would have to be excavated to remove 330 cy of contaminated soils.0

No. The results of this assessment (field screening, analytical results, DEC consultations, etc.) will determine the area/volume of contaminated soil above DEC regulatory limits to be remediated under a separate phase, the following field season.

13. Is the contractor responsible for backfilling the excavation? If so, can the excavation be backfilled prior to the receipt of analytical results?

Yes, any excavated areas need to be returned to grade. Yes, based on field screening results and consultation with AK DEC.

14. Should the bidder include costs for backfill material, or will this be provided by the village or other entity?

Yes, the bidder shall include costs for the backfill material.
