About this file

This document is a Requirements Document from the National Institute of Standards and Technology (NIST) for a visible wavelength wavemeter. NIST is seeking a Firm Fixed Price quotation for two specific line items: a visible wavelength wavemeter (CLIN0001) and a multi-channel switch (CLIN0002). The wavemeter must cover wavelengths between 400-1100 nm, have an absolute accuracy of ±200 MHz, measure at 5 MHz resolution, input through a single-mode fiber, and include a PID controller, built-in calibration source, standalone software, and programming environment integration. The multi-channel switch must support simultaneous measurement of up to four lasers with a switching time under 50 milliseconds.

Delivery is required within 150 days FOB destination to NIST in Gaithersburg, MD, with payment of 100% upon receipt and acceptance of the fully delivered system. The government anticipates inspection within two weeks of delivery. The contractor must provide a one-year warranty, no in-person training is required, and vendors must supply relevant documentation. Partial shipments and invoices will not be accepted without prior approval. The requirement is for new equipment only, with no used, remanufactured, experimental, prototype, or "gray market" components acceptable.

NIST Requirements Document Visible wavelength wavemeter

I. Background/Purpose:

The Photonics and Optomechanics Group in Microsystems and Nanotechnology Division develops cutting-edge nanophotonic and optomechanical devices for metrology, microscopy, and sensing. As part of our research on nonlinear and quantum integrated photonics devices, we require a wavemeter that covers the visible and short near-infrared wavelength ranges.

The wavemeter will be used in characterization of both laboratory lasers as well as nonlinear photonic devices that are developed in the lab.

II. Minimum Requirements

The Contractor shall provide a Firm Fixed Price quotation for a visible wavelength wavemeter composed of two items as listed below. The visible wavelength wavemeter must meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Technical Specifications:

Contract Line Item 0001: Visible wavelength wavemeter

1. Wavelength coverage: must include the region between 400 nm and 1100 nm

2. Absolute accuracy must be better than or equal to ±200 MHz at all wavelengths

3. Measurement resolution must be 5 MHz or better at all wavelengths

4. Optical input must be through a single mode optical fiber with FC/PC or FC/APC connector

5. Minimum required average input power for measurement of a continuous wave laser must not be greater than 0.05 microWatts

6. Data acquisition speed must be at least 500 Hz

7. Built-in calibration source must be provided

8. The wavemeter must come with a proportional-integral-derivative (PID) controller that, together with the multichannel switch in CLIN0002, enables laser stabilization to a user-defined frequency for up to two lasers (the lasers should not be vendor specific).

9. Standalone software for real-time display of wavelength analysis data must be included.

The standalone software must also be able to control the multichannel switch from CLIN0002 below.

10. Software for incorporation of wavemeter functions into the LabVIEW and Matlab and/or Python programming environments must be included.

Contract Line Item 0002: Multi-channel switch

1. A four-channel switch capable of multiplexing of up to four lasers for simultaneous measurement using the wavemeter must be included. The switch must operate across the entire wavelength range listed in CLIN0001.

2. The switching time between channels must be less than 50 milliseconds

III. Deliverables:

Delivery shall be FOB destination and shall occur within 150 days. FOB Destination means:

The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

National Institute of Standards and Technology 100 Bureau Drive Building 216, room E111 Gaithersburg, MD 20899-1640

IV. Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The place of acceptance shall be:

100 Bureau Drive Building 216, room E111 Gaithersburg, MD 20899

V. Installation

Installation will be completed by the purchaser.

VI. Training

No in-person training is required. The vendor will provide any relevant videos, operating manuals, and other materials needed to use the equipment.

VII. Warranty The contractor shall warrant the system and provide support for a minimum of one year after receipt of the software and shall be in accordance with terms in FAR 52.212-4

VIII. Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully delivered system

2. The Government anticipates inspection will occur within two weeks of system delivery

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
