THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN

ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES

FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED

WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT

CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A

WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

The associated North American Industry Classification System (NAICS) code for the requirement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees.

This is an unrestricted open market RFQ. Simplified acquisition procedures will be utilized.

BACKGROUND INFORMATION & PURPOSE

The National Institute of Standards and Technology’s Engineering Laboratory’s Fire Research Division develops, verifies, and utilizes measurements and predictive methods to quantify the behavior of fire and means to reduce the impact of fire on people, property, and the environment. This work involves integration of laboratory measurements, verified methods of prediction, and large-scale fire experiments to demonstrate the use and value of the research products.

To fulfill its mission, the Fire Research Division requires an expansion to its particulate sampling capabilities (via a new Particulate Sampling System) at the National Fire Research Laboratory. This expansion focuses on adding a Particulate Sampling System that includes shrouded probes, transport lines, and flange supports.

Quoters must submit all questions concerning this solicitation in writing electronically to Brian Jamieson at brian.jamieson@nist.gov. Questions must be received no later than March 28, 2024 5:00 p.m. Eastern Time (ET). Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

Quoters shall provide pricing for the following contract line item numbers (CLINs):

Note: All proposed equipment shall be new. Used or refurbished equipment will not be considered.

PAYMENT TERMS

One lump sum payment will be authorized upon completion of delivery and the Government’s acceptance. Payment terms are Net 30-Day.

ADDENDUM TO FAR 52.212-1 – INSTRUCTIONS TO OFFERORS

1. For the purpose of evaluation of Technical Capability:

Documentation and product literature, which clearly demonstrates that the items being quoted conform to the specifications identified herein. Quoters shall not simply regurgitate the Government’s minimum specifications.

2. For the purpose of evaluation of Price:

A firm-fixed price, F.O.B. Destination price quotation for the line item identified herein.

3. This is an unrestricted open market RFQ for a Particulate Sampling System as defined herein. The Government intends to award a purchase order as a result of this RFQ that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and condition herein as follows:

a. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

4. The Unique Entity ID # for the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.sam.gov to be considered for award.

All quotations must be submitted via e-mail to brian.jamieson@nist.gov.

Quotations must be received no later than 5:00 p.m. Eastern Time April 4, 2024.

ADDENDUM TO FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS

The Government intends to award a firm-fixed price purchase order from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.

Technically acceptable means that the quoted products demonstrate compliance with the requirements identified herein.

Price will be evaluated for reasonableness.
