I. BACKGROUND INFORMATION & PURPOSE

The National Institute of Standards and Technology’s Engineering Laboratory’s Fire Research Division develops, verifies, and utilizes measurements and predictive methods to quantify the behavior of fire and means to reduce the impact of fire on people, property, and the environment.

This work involves integration of laboratory measurements, verified methods of prediction, and large-scale fire experiments to demonstrate the use and value of the research products.

To fulfill its mission, the Fire Research Division requires an expansion to its particulate sampling capabilities (via a new Particulate Sampling System) at the National Fire Research Laboratory.

This expansion focuses on adding a Particulate Sampling System that includes shrouded probes, transport lines, and flange supports.

II. MINIMUM SPECIFICATIONS

The Contractor shall provide one (1) Particulate Sampling System capable of meeting the following requirements, at a minimum. All equipment shall be new. Used or refurbished equipment will not be considered:

a) The system must comply with ANSI/HPS N13.1 to ensure the sampling system extracts a representative sample of particle sizes with a sampling efficiency of 50 % or greater at 10 micrometers aerodynamic diameter at a duct flow velocity of 20 m/s.

b) The system must include two shrouded probes with a minimum length of 9”. The minimum outer diameter of the shrouded probes as they exit the sampling duct must be 1.0 inches or greater.

i. The system’s first shrouded probe will be placed in a 96” diameter duct and must be made of stainless steel with a single point used to sample at approximately 2 cubic feet per minute (+/- 20%) flow within a duct that exhibits a velocity range between 1 and 25 m/s. The shrouded probe must be welded to a stainless-steel transport line with a 90-degree bend that is welded to the shrouded probe. The total length of the transport line must be greater than 55”. The minimum length between the bend and the junction of the shrouded probe and transport must be greater than 16”. The transport line must be welded to a flange plate with a flow arrow and gasket and mounted horizontally on the duct. The length of the transport line must be such that the shrouded probe samples the centerline flow of the duct. The Additional flange hardware for mounting on the duct must be included.

ii. The second shrouded probe must be made of stainless steel with a single point used to sample at approximately 2 CFM (+/- 20%) flow within a duct with a velocity range between 0 and 16 m/s. This probe does not require a transport line and flange.

Delivery terms shall be FOB Destination. Delivery shall be coordinated with the NIST Contracting Officer’s Representative (COR) and shall be completed no later than 60 days after award.

All items shall be delivered to the following address:

IV. INSPECTION & ACCEPTANCE

The Government will complete inspection and acceptance in accordance with Federal Acquisition Regulation (FAR) 52.212-4(a) no later than 14-days upon the Contractor’s completion of delivery.

A visual inspection of the items will be performed by the NIST COR to identify surface defects or any form of indication that the items were damaged during transport to NIST. The Government will have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government, at any time prior to acceptance, reserves the right to reject the items due to defects and/or nonconformance.

V. WARRANTY

In accordance with FAR 52.212-4(o), the Contractor shall provide, at a minimum, a one (1) year warranty for the entire system. The warranty shall commence upon successful completion of delivery and the Government’s acceptance.
