The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 with a small business size standard of $16.5M. This acquisition is being procured as a 100% Small Business Set-aside.

Quoters must possess an ACTIVE registration in the System for Award Management system, www.SAM.gov, when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. The Contracting Officer will confirm that quoters have an “active” registration at the www.sam.gov website upon receipt of the quotation. If the SAM.gov registration is not active, the quotation will not be considered for award.

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Applied Chemicals and Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties. Areas of work include abstraction and assessment of published properties data in this field (archived in NIST’s internal SOURCE database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design, and system development. This requirement provides scientific services that support the Thermodynamics Research Center Group of the Applied Chemicals and Materials Division utilizing Government-furnished software tools for data capture.

Scientific service support for execution and enhancement of data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures, alloys, and intermetallic compounds derived primarily from original sources published in the scientific literature.

The objective of this solicitation is to establish a Firm-Fixed-Price purchase order based on the specifications described in the attached Statement of Work (SOW).

PAYMENT SCHEDULE:

The Government will negotiate a payment schedule with the successful quoter. Partial payments will be authorized. However, the Government will not make equal monthly payments. SPECIFIC CLIN Structure Responsible quoters shall provide a quotation for the following Contract Line Item (CLIN), in accordance with the specifications outlined in the attached Statement of Work (SOW).

BASE LINE ITEMS:

• CLIN 0001: (Quantity 1yr)-Data Capture Services for Thermophysical and Thermochemical Properties

OPTIONAL LINE ITEM:

• CLIN 0002: (Quantity 1yr)-Data Capture Services for Thermophysical and

• CLIN 0003: (Quantity 1yr)-Data Capture Services for Thermophysical and

• CLIN 0004: (Quantity 1yr)-Data Capture Services for Thermophysical and

Thermochemical Properties

OPTIONAL LINE ITEM:

EVALUATION CRITERIA & BASIS FOR AWARD:

The Government intends to award a purchase order resulting from this solicitation to the responsible Contractor whose quotation, conforming to the solicitation, provides the lowest priced, technically acceptable quote.

Technically acceptable means that the quote:

1.) Meets or exceeds the minimum requirements listed within the Statement of Work;

The Government will evaluate quotations for the award, including the prices quoted for all optional line items. If the option prices are significantly unbalanced, the Government may determine that a quotation is unacceptable. Evaluation of options does not obligate the Government to exercise the options.

NIST intends to evaluate quotes and issue a contract based on the initial quotes received. Therefore, the Contractor’s initial quote should contain the Contractor’s best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from or negotiate final contract terms with one or more, but not all, Contractors if later determined by the Contracting Officer to be necessary.
