About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide data capture services to the National Institute of Standards and Technology (NIST). The key objectives are to support NIST's Material Measurement Laboratory in capturing thermophysical and thermochemical data from the scientific literature using NIST's Guided Data Capture (GDC) software. The contractor will be required to capture data from 800 selected articles per year, delivered quarterly, and provide progress reports documenting the activities, deliverables, and any recommendations for enhancing the GDC software. The period of performance is a base year from October 2024 to October 2025 with four one-year option periods. The work will be performed remotely, and the contractor must meet minimum qualifications including a PhD or equivalent experience in a relevant technical discipline, recognition of competence, and experience with the GDC software. The related federal contract opportunity has a solicitation number of 1333ND24QNB640639 and is being issued by the Department of Commerce's National Institute of Standards and Technology.

STATEMENT OF WORK

TITLE: Data Capture Services

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Applied Chemicals and Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties. Areas of work include abstraction and assessment of published properties data in this field (archived in NIST’s internal SOURCE database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design, and system development. This requirement provides scientific services that support the Thermodynamics Research Center Group of the Applied Chemicals and Materials Division utilizing Government-furnished software tools for data capture.

II. SCOPE OF WORK

a. OBJECTIVES/PURPOSE Scientific service support for execution and enhancement of data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures, alloys, and intermetallic compounds derived primarily from original sources published in the scientific literature.

b. GENERAL:

The contractor shall provide all support for project oversight, administration and technical execution.

c. SPECIFIC REQUIREMENTS:

The Contractor shall complete the following tasks:

1. Capture thermophysical and thermochemical data published in the open scientific literature with an emphasis on the following journals: the Journals of Molecular Liquids; the Journal of Physical Chemistry - A, B, C, and Letters; the Journal of Solution Chemistry; the Journal of Industrial and Engineering Chemistry; the Journal of Physical Chemistry Chemical Physics.

Data capture shall be done with Guided Data Capture (GDC), a NIST-developed software tool that implements data capture procedures specific to thermophysical and thermochemical properties of pure compounds, binary, and ternary mixtures. Data shall be captured from 800 selected articles as received from the Contracting Officer Representative (COR) on a quarterly basis (200 articles/quarter). The articles will be transmitted electronically in pdf format.

2. Develop progress reports that document the following for the previous month:

Activities accomplished, deliverables completed, outstanding deliverables, any delays, reasons for delays, and recommendations that were brought to the attention of the NIST COR

3. Provide feedback to the COR about possible enhancements to GDC that would improve the data capture process.

III. PERIOD OF PERFORMANCE

The period of performance shall be:

Base Year: 10 October 2024 - 09 October 2025 Option Year 1: 10 October 2025 - 09 October 2026 Option Year 2: 10 October 2026 - 09 October 2027 Option Year 3: 10 October 2027 - 09 October 2028 Option Year 4: 10 October 2028 - 09 October 2029

IV. PLACE OF PERFORMANCE

All work shall be accomplished at a remote site furnished by the contractor. No access to government facilities will be granted. Government property in the form of Guided Data Capture software will be provided to the vendor. No other government property will be furnished.

V. DELIVERABLES

Standards for Acceptance of Tasks:

The NIST COR will provide comments on each deliverable within 14 calendar days from receipt of a given deliverable. The Contractor shall make any needed changes to the reports within 14 calendar days from receipt of electronic or written comments from the COR. The NIST COR will provide written notification when a deliverable is accepted. The standard for acceptance shall be the complete and accurate capture of all data from each article as determined by a review by the

NIST COR.

VI. CONTRACTOR’S MINIMUM QUALIFICATIONS

Scientist or engineer able to perform, document, and improve difficult science and engineering tasks. At a minimum meets the following qualifications:

1. PhD in discipline related to task, or applicable combination of education, training, or experience to perform technical work at a senior scientific and technical level (highest degree in chemistry, chemical engineering, mechanical engineering, physics, or equivalent, is desired).

2. Recognition of competence through a track record of technical contributions (primary authorship of published papers that cover experimental measurements of thermodynamic or thermochemical properties and critical evaluation of properties data, is desired).

3. Experience with solving complex technical problems.

4. Effective written and oral English communications.

5. Experience with Guided Data Capture software program.

6. Minimum 2 years of applicable education, training, or experience; or documented expertise of specialized technical skills (or combination of skills) demonstrating equivalence to years of experience.
