PERFORMANCE WORK STATEMENT

Inter-Domain Routing Data Analytics Framework - Support Services

I. BACKGROUND

The Advanced Network Technologies Division (ANTD) in the Information Technology Laboratory (ITL) of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) conducts research and development to advance test and measurement technologies and standards design and development for advanced network technologies. ANTD is currently involved in the Internet Engineering Task Force (IETF) effort to design and standardize technologies to increase the robustness and security of the Internet’s inter-domain routing system, and in particular the Border Gateway Protocol (BGP) (see:

https://www.nist.gov/programs-projects/robust-inter-domain-routing). ITL and ANTD also have programs focused on researching the applicability of artificial intelligence technologies to address security and robustness issues today's networks (see: https://www.nist.gov/programs-projects/trustworthy-intelligent-networks).

One such BGP security technology is Route Origin Validation (ROV) based upon a Resource Public Key Infrastructure (RPKI). RPKI technologies are beginning to be deployed in operational networks around the world. As more commercial deployments emerge, there is a need for test and measurement tools to provide more detailed diagnostic information that will help precisely identify when and where RPKI data and global routing data conflict.

In 2013, NIST developed and deployed the first version of an RPKI Deployment Monitor. This first version of the “NIST RPKI Monitor” focused entirely on providing a statistical characterization of the state of deployment of the emerging global RPKI infrastructure and its correlation to the global BGP routing infrastructure. This version of the NIST RPKI Monitor has been widely used by the Internet community to track the state of deployment of RPKI technologies.

In FY2019 and FY2020, software development of a completely new RPKI monitor and data analysis framework was conducted. The framework is comprised of new software modules for data gathering, data analysis and visualization / user interface. The framework provides all of the data analyses in the first generation NIST RPKI monitor, as well as extensions to provide advanced analysis capabilities. These new capabilities include: the ability to interactively explore measurement data; the ability to characterize the potential impacts of RPKI data on Internet routing; the ability to provide diagnostic information for changes in RPKI data that could trigger changes in BGP routing; and the ability to detect anomalies in changes in RPKI and routing data that might be indicative of actions that could adversely affect global BGP routing.

This new, version 2.0, framework has been deployed and is now operational (see: https://rpki-monitor-v2.antd.nist.gov/https://www.nist.gov/services-resources/software/nist-rpki-deployment-monitor).

This Performance Work Statement (PWS) defines NIST requirements for a Contractor to design, develop, test and deploy software extensions to the RPKI monitor v2.0 framework to (a) enhance its scalability and performance, (b) enhance its analysis capabilities by incorporating new data sources such as geolocation data and Regional Internet Registry (RIR) data on resource ownership, (c) add new capabilities for users to define a subset of Internet resources to monitor and receive update notices for, and (d) to prototype and evaluate machine learning techniques to detect anomalous changes in global routing and/or RPKI data sets.
