NIST Requirements Document Glovebox to Interface with Vacuum Deposition Tool
I. Background/ Scope The Nanoscale Spectroscopy Group advances measurement science of future electronic and optoelectronic nanoscale devices based on novel or emerging electronic materials, as well as novel and emerging electronic materials for future energy devices such as solar cells. The group requires a dedicated inert ambient modular single sided, dual user workstation glove box to interface via load-lock to a separate vacuum thin film deposition system used to deposit air sensitive or reactive materials. The integration of the glove box with the existing evaporator will allow advanced test structure fabrication and assembly under vacuum and inert ambient.
II. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide the following one (1) Modular single sided dual user workstation glove box that meet the following minimum specifications:
1. Modular single sided glove box with dual user workstations (i.e. 4 glove ports)
2. System capable of running Argon or Nitrogen gas environment
3. Minimum internal workspace dimension 1800 mm (Width) x 750 mm (Depth) x 900 mm (Height); Stronger will be given to a system with a 780 mm (Depth).
4. Three (3) internal shelves
5. Stainless steel construction
6. Color touchscreen for control of all internal systems (vacuum, regeneration, circulation, set points, etc.) and displaying alarms, real time parameters, and history
7. Modular box design which is compatible (plumbing, electronic controls, sensors, gas purifier, physical structure) with existing MBraun Unilab glove box system and MBraun Labmaster glovebox system to ensure new and legacy systems can be integrated
8. Regenerable circulating gas purifier system capable of maintaining moisture < 1 ppm and Oxygen < 1 ppm
9. Automatic box pressure control adjustable between +/- 15 mbar with additional foot switch to change box pressure during operation
10. Water cooled heat exchanger
11. Vacuum pump (dry preferred)
12. Solvent adsorber
13. Moisture and oxygen sensors (sub ppm resolution)
14. Continuous Polycarbonate window
15. One (1) Large cylindrical antechamber with sliding tray
16. One (1) end located mini round antechambers with sliding tray
17. Minimum of 9 KF40 feedthrough ports (locations to be specified later)
18. Minimum of 1 ISO 63 feedthrough ports (locations to be specified later)
19. Minimum of 1 Electrical feedthrough (115 VAC, 1 Ph.)
20. One (1) ISO 250 stub flange with flange blank and clamp hardware mounted on the left side wall centered 58” above floor level.
21. Gloves, minimum 0.4 mm thickness, for all four(4) glove ports (size and material to be specified later)
22. Stronger consideration for safety compliance beyond UL rating of electrical system such as compliance of entire system with UL 61010-1: Safety Requirements for Electrical Equipment for Measurement, Control, and Laboratory Use
23. Stronger consideration for remote system interface to provide live monitoring of the glove box on a mobile device, notification of glove box system alarms, and notification when maintenance tasks are overdue.
III. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) (12 Weeks ARO) ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The Government will test, inspect, and accept the equipment onsite within seven (7) business days of the receipt and installation of the glovebox. A visual inspection of the glovebox will be performed by the NIST TPOC to identify surface defects or any form of indication that the glovebox was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the glovebox due to defects and/or nonconformance.
V. Installation The system shall be installed by the Contractor and meet contract specifications no later than (1 month) after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, (Gaithersburg, MD- Building 225.)
VI. Training
The contractor shall conduct (1 day of basic training during installation) training session for up to (3 users) users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation, but shall be completed no later than (1 month) after installation.
VII. Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
