Request for Quotation Number 1333ND21QNB640087 (Amendment 3) Statement of Work (Revised 4/12/2021)
BACKGROUND INFORMATION
The Materials Science and Engineering Division's Center for Theoretical and Computational
Materials Science will operate a new computational cluster. This cluster will provide computational resources for chemistry and physics atomistic simulations that require additional computational priority. The current acquisition will increase the computational resources available to users for scientific computing.
SCOPE OF WORK
The requirement is for a high-performance computer cluster, consisting of a head node, compute nodes, ethernet switch, uninterruptible power supply, power distribution units, and cabling as specified. NIST requires twelve (12) compute nodes with separately priced option line items for up to twelve (12) additional compute nodes.
These systems will be inserted into existing cabinets. Equipment racks are not included in this requirement.
I. SPECIFICATIONS
The Contractor shall provide one computer cluster consisting of one (1) head node, twelve (12) computational nodes, one (1) gigabit Ethernet switch, one (1) InfiniBand switch, two (2) power distribution units PDU, two (2) uninterruptible power supplies UPS, and associated cabling as specified below. All equipment shall be rack-mountable in standard 19-inch computer equipment racks.
For the BASE LINE ITEMS, quoters shall build configurations around an estimated budget not-to-exceed $150,000.00.
UPS – Uninterruptible Power Supply (2 required)
• Each unit shall have a 6000VA capacity or larger.
• Each unit shall have one NEMA L6-30P input connector on a cord of length at least 6 ft, and accept 208V single-phase 60Hz AC power on this input.
• Each unit shall have one NEMA L6-30R output receptacle on the body of the unit, and provide 208V single-phase 60Hz AC power at 30A with battery back-up protection on this output.
• Shall be capable of accepting and supplying single phase, 208 V power.
• Shall be rack mountable and no larger than 4U.
PDU – Power distribution unit (2 required)
• Shall have at least 30A distribution capability
• Shall accept single phase, 208 V power
• Input shall be supplied via a NEMA L6-30P on a cord of length at least 6ft
• Shall have at least 12 NEMA C13 outlets
Ethernet switch (1 required)
• Vendor shall provide a gigabit Ethernet switch with at least thirty-three (33) ports.
• Vendor shall provide a power cord 2ft or longer to connect the switch to the PDU.

Statement of Work
InfiniBand switch (1 required)
• Vendor shall provide an InfiniBand switch rated for 100Gb/s or faster.
• The switch shall have sufficient ports to connect to 36 nodes.
• Vendor shall provide a power cord 2ft or longer to connect the switch to the PDU.
Cabling (1 set per node, including head and compute nodes)
• Vendor shall provide a 1.8 meter to 2.3 meter InfiniBand cable, capable of connecting the
InfiniBand host channel adapter of each node to the InfiniBand switch at the rated throughput of
100Gb/s. The use of 2:1 splitter cables is acceptable, only if the per node connection remains
100Gb/s or faster.
• Vendor shall provide a 1.8 meter to 2.3 meter RJ-45 connected cat-6 ethernet cable to connect each node’s ethernet port to the ethernet switch.
• Vendor shall provide a 2 ft to 3 ft properly rated power cables to connect each power supply to the PDU
Head node (1 required):
• The node shall have a CPU or CPUs totaling 32 cores or more capable of running at least
64 simultaneous independent execution threads, clocked at 2.3 GHz or faster, and implementing the amd64/x86_64 instruction set. Implementation of AVX512 instructions are not required.
Each CPU (or socket, if multiple CPUs) must have memory bandwidth of 204 GB/s or higher.
• The node shall have memory totaling 256 GB or higher of registered ECC RAM, rated at
DDR4-3200 or faster.
• The node shall have a motherboard capable of driving the CPUs and RAM at their full rated speeds.
• The node shall have one 240 GB or larger solid state drive, either SATA or SAS, with a rated transfer speed of 6 Gb/s or faster.
• The node shall have one 3500 GB or larger solid state drive connected via PCI-express and capable of 1000MB/s sequential read and write. Must have a rated endurance of at least 8
PB.
• The node shall have four (4) 16TB hard drives, either SATA or SAS, with a rated transfer speed of 12 Gb/s or faster.
• The node shall be enclosed in a 2U rack-mount chassis. The chassis must also include redundant, hot-swappable power supplies rated 80 PLUS gold or higher.
• The node shall have two (2) gigabit ethernet ports. These ports may be provided by the motherboard or by an accessory card.
• The node shall have one 100 Gb/s or faster InfiniBand host channel adapter
• The node shall provide basic keyboard and mouse inputs, and video output. The keyboard and mouse inputs may be of the PS/2 type, or USB. Video out may be either VGA or DVI, and shall be able to provide a text console. Video out may be provided by the motherboard or by an accessory card.
• All hardware must be fully compatible with the Linux operating system, under kernel version 4.9 or later.
• The contractor must complete burn-in testing of all components prior to delivery. The burn-in testing must accomplish demonstration of functionality of the system, specifically that it powers on and the components all are present (example: all of the memory is recognized).
• The nodes must be delivered fully assembled.
• No operating system or software is required. The government will provide the operating system and application software.
Compute nodes (12 required)
The high-concurrency, high-performance computer systems must provide the following capabilities.
• A CPU or CPUs totaling 64 cores, capable of running at least 128 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/x86_64 instruction set. Implementation of AVX512 instructions are not required. Each
CPU (or socket, if multiple CPUs) must have memory bandwidth of 204 GB/s or higher.
• Memory totaling at least 512 GB, consisting of error-correcting registered RAM rated at DDR4-3200 or faster.
• One 240GB or larger SATA SSD
• One 800GB or larger NVMe SSD, rated at 1000MB/s read/write or faster
• One 100 Gb/s or faster InfiniBand host channel adapter
• At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.
• A motherboard capable of driving the CPU, RAM, and other peripherals at their full rated speed.
• A chassis housing all the components, able to operate on 208V single-phase electrical power, with sufficient power to drive all the specified devices at their full rated speeds. The chassis must be a rack-mount chassis, and may not exceed 1U in height. If multiple compute nodes are housed in a single chassis, then the chassis height must not exceed 1U per node.
Chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.
• All hardware must be fully compatible with the Linux operating system, under kernel version 4.9 or later.
• The contractor must complete burn-in testing of all components prior to delivery.
• The nodes or multi-node chassis must be delivered fully assembled.
• No operating system or software is required. The government will provide the operating system and application software.
Separately Priced Option Line Items:
Line Items 0003, 0004, and 0005, are separately priced option line items for the purchase of up to 12 additional computational nodes, including enclosures. The additional nodes will be purchased in sets of four (4), with up to three (3) sets for a total of twelve (12) additional compute nodes. The cabling and validation requirements are the same for these additional nodes as for the initial HPC cluster.
II. DELIVERY
Delivery terms shall be FOB DESTINATION. Delivery for base line items shall be completed not later than 30 days after award of this requirement.
III. PLACE OF PERFORMANCE
All work shall be completed at the Contractor’s facility.
IV. GOVERNMENT FURNISHED PROPERTY
None.
V. DELIVERABLES
The required delivery schedule is as follows:

VI. PERFORMANCE REQUIREMENT SUMMARY
The Contractor shall demonstrate that all performance standards in this statement of work have been met.
VII. WARRANTY
The Contractor shall include a warranty on all parts for a period of three (3) years after acceptance. Replacement parts must be made available via advance replacement return merchandise authorization (RMA). Upon receiving notification that a part has failed, the
Contractor shall deliver, without charge, a replacement part within 10 business days for the length of the warranty.
Warranty support must be provided during normal business hours only (U.S. Eastern Time)
