STATEMENT OF WORK
Title: Bi-Polar Power Supply for CANDOR Spectrometer Requesting Laboratory: National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR)
I. BACKGROUND
The NIST NCNR performs in situ polarized neutron reflectometry measurements on magnetic thin films and interfaces. Measurements must be performed in a variable applied magnetic field. While the reflectometry team has access to three magnets shared across three instruments, the new CANDOR reflectometer does not have a permanently assigned magnet power supply which will enable electromagnet measurements. CANDOR is currently doing temporary testing using the power supply assigned to the MAGIK reflectometer, which does not have bipolar current/voltage sourcing capability.
This leads to two problems:
1. The power supply must eventually either be returned to MAGIK or shared through a complicated and difficult scheduling procedure leading to suboptimal beamtime allocation.
2. Many experiments cannot be performed which require the ability to reverse the magnetic field to achieve the desired magnetic state of the sample.
CANDOR therefore requires a bipolar current/voltage source which can provide a total of at least ±60V and ±70A to the electromagnet used for polarized neutron reflectometry measurements. This could take the form of either a single higher-power supply or a pair of linked power supplies operating in parallel.
II. SCOPE
The contractor shall deliver a quantity of one (1) bipolar dc power supply, inclusive of manuals, necessary software or protocols required for operation, 12-month warranty, and FOB Destination delivery terms.
III. MINIMUM REQUIREMENTS
The Contactor shall submit a firm fixed-price quotation for each line item identified below. The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
A. Technical Specifications: The bipolar power system or pair of linked power supplies operating in parallel shall:
1. Power Output
a. Voltage range at least ±60V
b. Current range greater than ±70A (or ±35A if two supplies are operated in parallel)
c. Supplies must be capable of true zero crossing operation
d. Power supplies should have a minimum of 18 bits of settable current resolution full scale
e. Power supplies should have a minimum of 18 bits of settable voltage resolution full scale
f. Short term current stability shall be less than 100 ppm over the course of 8 hours.
g. (If a pair of power supplies intended to operate in parallel) Support an auto-parallel mode, in which two power supplies are given a setpoint and each assume half of the current load.
2. Power Input
a. U. S. AC power voltages are preferred. Expect voltage variations to be 10%. If other line voltages are expected these must be communicated to NIST prior to source selection.
3. Operation
a. Local
i. The power supplies shall have displays that show voltage and current, 4 or more digits each.
ii. Front panel controls that can override computer control are preferred but not required
b. Remote
i. The remote-control interface must be IEEE488, 10/100/1000 Ethernet, SFP, or an equivalent open electrical standard.
ii. The remote-control protocol shall be fully described by the manufacturer
iii. Open protocol standards such as EPICS, Modbus/TCP, EtherCAT, EtherNet/IP are preferred
4. Safety
a. Power supplies shall be outfitted with internal protections (e.g., overvoltage, overcurrent, regulation fault, ground fault) as well as external interlocks.
5. Mechanical
a. 19” EIA relay rack form factor preferred
b. Supplies must be air cooled

V. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VI. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. NCNR will inspect all parts upon delivery for evidence of damage incurred in shipping.
2. NCNR will make every effort to complete inspection not later than 30-60 days after receipt of parts. To complete the inspection means that parts are installed into the equipment and have been measured completely to confirm that the parts conform to the specifications required by the NCNR provided drawings.
3. However, in many cases, inspection cannot be completed within this timeline due to unforeseen circumstances. In these cases, NCNR will perform a visual inspection, perform some measurements, and otherwise take all steps necessary to accept the parts and authorize payment within 30 days after receipt of parts.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership (title) of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within sixty (60) working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VII. WARRANTY
The contractor shall warrant the entire system for a period of a minimum of six (6) months after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government. All costs and responsibilities associated with parts, labor, travel and shipping shall be covered under the warranty.
VIII. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in the arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system, AND
1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document under section AND
1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
