ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
1. SPECIAL NOTICE TO CONTRACTORS
The Government intends to evaluate proposal and award a contract without discussions. The Government intends to make award to the offeror that presents the quote that provides the best value and most advantageous to the Government, in accordance with FAR Part 13 procedures.
Therefore, the Contractor’s initial proposal should contain the Contractor’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the CO (Contracting Officer) later determines them to be necessary.
1.1 Proposal shall clearly demonstrate that the Contractor understands both the general and specific technical requirements of the Scope of Work (SOW).
1.1.1 Failure to explain Contractor’s ability to meet all requirements may result in the Contractor's quotation not being considered. Clarity and completeness of quotations are of the utmost importance. Therefore, quotations must be written in a practical, clear and concise manner.
1.1.2 Proposals which merely restate the requirement or state that the requirement will be met without providing supporting rationale are not sufficient.
1.2 This requirement is being awarded utilizing the procedures established in FAR Part 13 procedures.
1.3 Contractor’s may be asked to clarify certain aspects of their proposal to resolve minor or clerical errors and will not constitute discussions.
1.4 Request for Quote (RFQ) pricing for base contract line item numbers (CLIN) 0001 and 0003.
1.4.1 The Contractor agrees to hold the prices in its quotation firm for 120 calendar days from the date specified for receipt of quotations, unless another time period is specified in an addendum to the solicitation. Any quotation providing less that the specified acceptance period will be considered non-responsive, will not be evaluated, and will be ineligible for award.
1.5 Pre-Quote Conference and Site Visit.
1.5.1 As indicated in clause 1352.270-71, Pre-bid/Pre-proposal Conference and Site Visit the Government is conducting a site visit/pre-proposal conference during which potential contractors may obtain a better understanding of the work required. Contractors are strongly urged to attend to fully inform themselves about the location and conditions under which the work is to be performed. A second site visit is being offered at 10:00 AM MST on 06 May 2021. Potential contractors are to provide a list of individuals planning to attend the site visit to julie.morris@nist.gov no later than 10:00 AM MST, 04 May 2021, to ensure the names are added to the access list at the front gate.
1.5.2 NIST Boulder is a secure facility. Potential contractors are to provide a list of individuals planning to attend the site visit to noah.branscom@nist.gov and julie.morris@nist.gov no later than 12:00 PM Mountain, 29 March 2021, to ensure the names are added to the access list at the front gate. If this information is not sent as required, personnel will be denied entry onto the campus. NOTE: Attendees must be US Citizens. Allow 45 minutes for processing.
1.5.3 Contractors are cautioned that, notwithstanding any remarks, clarifications, or responses given at the site visit, all terms and conditions of this solicitation remain unchanged unless they are changed by amendment (See 2.3). Additionally, it is the responsibility of each Contractor, prior to submission of its quotation, to seek clarification of any ambiguity created by amendment of the solicitation.
2. INQUIRIES AND QUESTIONS
2.1 The CO is the only approved point of contact for this acquisition. Address any questions or concerns you may have to the CO via e-mail to: julie.morris@nist.gov.
