STATEMENT OF WORK

ATTUNE NXT FLOW CYTOMETER MAINTENANCE

I. BACKGROUND

The National Institute of Standards and Technology’s Biosystems and Biomaterials Division (BBD) is focused on developing methods that will assure reliability and confidence in the measurements that underpin research and applications in genomic measurements, biomaterials, protein therapeutics and cell therapies, cancer diagnostics, nanoparticle safety, and microbial identification and quantification. BBD carries out this work through fundamental research in measurement science and the development of reference materials, reference data, and protocols.

II. SCOPE OF WORK

The contractor shall provide an agreement for preventative maintenance services for an Attune NxT Flow Cytometer (serial number: 2AFC213240816) and an Attune Autosampler (serial number: 2AAS232040816). The first preventative maintenance may be scheduled within 30 days from start date of the service contract.

III. SPECIFIC TASKS

The Contractor shall complete one preventative maintenance service call per year to ensure long-term performance and reliability of the instrument.

Preventative Maintenance

· Startup Attune Cytometer and run a Performance Test;

· Remove instrument covers and inspect that all cables are correctly routed and that connectors are secure;

· Confirm that all four air vents have flowing air;

· Clean the interior and exterior of the cytometer;

· Clean the cove tray and visor;

· Clean the tube lifter and check for proper operation;

· Replace the SIP tube;

· Inspect the inside of the instrument for any traces of salt residue;

· Check all fittings, valves, pumps, and syringe pump for internal leaks and damage; if necessary, repair any deficiencies to manufacturers specifications

· Replace the 1 mL Syringe in the main cytometer unit (the Contractor shall provide the replacement syringe);

· Run the systems decontamination script to decontaminate the system;

· Replace both 0.2-micron filters in the main cytometer unit (the Contractor shall provide the replacement filters);

· Check to verify that the optical filter configuration is correct;

· Inspect all optical filters and clean if necessary;

· Verify the laser alignment, including the pinholes and blocker bar;

· Run the System Test and ensure that everything passes;

· Check leak detector functionality; if necessary, repair any deficiencies to manufacturer’s specifications;

· Record the lase time for all lasers in the system, and inform NIST TPOC of lase time;

· Run the Attune NxT Auto Sampler calibration script to ensure proper functioning of the autosampler as per manufacturer’s specifications;

· Replace the Auto Sampler syringe (Contractor shall provide the replacement syringe);

· Run the 4-Corner Install Test experiment shown in the Attune NxT Acoustic Focusing Cytometer Installation Service Manual (Pub. No. MAN0010009); adjust instrument as necessary to conform to manufacturer’s performance specifications;

· Run the Data Gap experiment shown in the Attune NxT Acoustic Focusing Cytometer Installation Service Manual (Pub. No. MAN0010009);

· Prime the system fluidics;

· Run the system Baseline and Performance Tests; adjust instrument as necessary to conform to manufacturer’s performance specifications;

· Ensure that the Baseline and Performance Tests pass the specification shown in the Attune NxT Acoustic Focusing Cytometer Installation Service Manual (Pub. No. MAN0010009);

· Save the Baseline Results Report, Performance Test Results Report, and Levy-Jennings Report to the Service folder on the instrument computer;

· The Contractor shall include all parts, travel, and labor costs for preventative maintenance visits.

Service Calls

· The Contractor shall respond to an unlimited number of requests for service calls in the event of instrument failure, which require immediate repair within 48 hours of request.

· The Contractor shall provide travel, labor, and replacement of defective parts with certified replacement parts.

· The Contractor shall respond to service calls during regular business hours only. No weekend service visits shall be required.

· If the Contractor is unable to resolve the problem during the service visit, the Contractor shall provide telephone and on-site support, as needed, to expedite a solution for NIST.

· The Contractor shall be responsible for obtaining all parts required for all repairs and maintenance.

· The Contractor shall make a reasonable effort to secure parts within 24 hours after identifying the need for a replacement part for the covered equipment.

· All repairs must result in the instruments meeting the performance specifications, as set forth by the manufacturer.

· Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties.

· The Contractor shall remove the parts from the NIST campus at the time of the service call or provide shipping instructions and return shipping information that NIST may return the parts to the Contractor within 3 days after the service visit is completed.

· The Contractor shall assume all charges and liability for all shipments.

Service Conditions

· The Contractor shall provide original equipment manufacturer certified engineers and/or technicians with at least two years of experience servicing Attune NXT Flow Cytometers and Autosamplers.

· In the event that a part needs to be repaired off-site, the Contractor shall be responsible for all packaging, shipping, and transportation costs.

· The Contractor shall assume all charges and liability for shipments to and from NIST Gaithersburg.

· The Contractor shall be responsible for providing NIST Gaithersburg with packaging instructions, a shipping account number, and a Return Authorization Number authorizing return of the shipment to their facility prior to the shipment.

Emergency Service

· The Contractor shall dispatch a technician for emergency service when the instrument becomes inoperable or fails to perform to specifications due to a failure in the instrument.

· The Contractor shall guarantee a response time of no later than 48 hours after receipt of the service call.

· The Contractor shall include all parts, travel, and labor costs for emergency service visits.

Telephone & Email Support

· The Contractor shall provide telephone and email access to instrument technical support.

· Telephone and email access to application technical support.

IV. PERIOD OF PERFORMANCE

The period of performance for the base and three option years are:

Base Year: 1/31/2020 – 1/30/2021 Option Year I: 1/31/2021 – 1/30/2022 Option Year II: 1/31/2022 – 1/30/2023 Option Year III: 1/31/2023 – 1/30/2024

V. OPTION LINE ITEMS

Line Items (CLINs) 0002 – 0004 are optional line items. All specifications identified in the SOW shall be required throughout the duration of the option periods.

Prices for the optional line items shall remain valid in accordance with the following:

CLIN0002 – Option Period I, Begins one year from date of the award;

CLIN0003 – Option Period II, Begins two years from date of the award;

CLIN0004 – Option Period III, Begins three years from date of the award.

VI. PLACE OF PERFORMANCE

Performance shall take place at NIST, 100 Bureau Drive, Gaithersburg, MD unless agreed otherwise by both parties. Preventive maintenance, service calls, and emergency service visits shall occur during regular business hours. Regular business hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Eastern Time except for Federal holidays and weekends.

VII. TRAVEL

Travel to the NIST, Gaithersburg campus is required. All travel expenses shall be included in the price of the service agreement.

VIII. CONTRACTOR’S MINIMUM QUALIFICATIONS

The Contractor shall provide original equipment manufacturer certified engineers and/or service technicians with a minimum of two years’ experience repairing and maintaining the Attune NXT Flow Cytometer and Autosampler instruments.

X. ACCEPTANCE CRITERIA AND PAYMENT

After maintenance or repair of the instrument, the Contractor shall demonstrate that all minimum requirements have been met. The demonstration of specifications may occur during acceptance testing. Acceptance testing shall occur not later than 10 business days from the date of the delivery. Final acceptance by the Government will be given upon successful delivery, and demonstration of instrumentation specifications.

XI. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.

Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
