FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED
WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A
SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE
SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES FOR
CERTAIN COMMERCIAL ITEMS UNDER THE AUTHORITY OF FAR Part 13.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-04, dated 08/07/2019..
This acquisition is being solicited as a 100% set aside for small business.
1352.215-72 INQUIRIES (APR 2010)
Offerors must submit all questions concerning this solicitation in writing to both the Contract Specialist (Sedigah.gizabi@nist.gov) and the Contracting Officer (robert.cowins@nist.gov). Questions should be received no later than August 23, 2019 at 11:59 pm Eastern Time. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision)

Statement of Work
Radiation Tolerant Camera System
Introduction/Background:
The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Radiation Physics Division (RPD) develops, maintains and disseminates the measurement standards for ionizing radiations and radioactivity in the United States. The Neutron Physics Group provides measurement services, standards, and fundamental research in support of NIST's mission as it relates to neutron technology and neutron physics. The national interests served include industrial research and development, national defense, homeland security, higher education, electric power production, and, more specifically, neutron imaging, scientific instrument calibration and development, neutron source calibrations, detection of concealed nuclear materials, radiation protection, and nuclear and particle physics data. To meet this mission the Neutron Physics Group requires a set of radiation tolerant cameras and related accessories, controls, and monitors. This camera system will be used to monitor irradiations and other work performed in the Californium Neutron Irradiation Facility (CNIF). The CNIF is an irradiation facility that provides fast neutrons for high neutron fluence irradiations utilizing a high-intensity Cf-252 neutron source. A remote monitoring system is required in order to raise and lower the Cf-252 source from its storage location as well as to monitor the source and experimental components during the irradiations.
Purpose
The purpose of this acquisition is the purchase of four (4) radiation tolerant pan/tilt/zoom cameras along with necessary controls and cabling and video monitors. This remote monitoring system is required in order to raise and lower the Cf-252 source from its storage location as well as to monitor the source and experimental components during the irradiations. This is required to meet our mission of providing irradiations to our customers.
Minimum Requirements
The system shall meet or exceed the salient characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental or, prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The contractor shall provide the following items with the listed specifications:
1. Shall provide quantity of four (4) radiation tolerant cameras and shall meet the following:
a. Shall have independent, remote control of pan, tilt, zoom and focus functions
1.Shall have at least 36x optical zoom 2.Shall have pan angle: 350° or greater 3.Shall have tilt angle: 180°
a. Shall be color camera
b. Shall be operable in air
c. Shall be operable in ambient temperatures
d. Shall have the following radiation tolerance:
1. Dose rate: up to 1 x 103 rad/hr 2.Total dose: up to 1 x 104 rad
e. Shall have built-in lighting
2. Control unit(s) for the cameras
a. Control unit will be located outside the radiation area (radiation tolerance not required)
3. Shall provide all required cabling and connectors
4. Shall provide all required software for controlling and/or monitoring cameras/video feed
5. Shall be a complete, stand alone, turn-key system that includes all required equipment for operating the cameras and monitoring the video feed from the remotely located control room
6. Shall include 1 or more video monitors giving the ability to observe the live camera feed of all 4 cameras simultaneously with a minimum diagonal viewing size per camera of 12”.
7. Shall include the ability to monitor the video feed and/or control the cameras remotely over the internet.
Delivery
Delivery shall be FOB destination and shall occur within the vendor’s standard commercial lead time.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance shall occur within seven (7) business days after receipt installation, and training of Camera at NIST.
1. A visual inspection of the cameras and equipment shall be performed by NIST staff within 7 days of receipt to ensure that the equipment was not damaged during transport to NIST.
2. A performance test shall be performed by NIST staff in conjunction with contractor staff support.
a. This test shall be performed during the installation and training.
b. This test shall be schedule at a mutually agreeable time after receipt of the equipment.
c. The timing of this test is dependent upon availability of the CNIF facility. Factors that may cause a delay in this test include any irradiation that are currently in progress or renovation work being performed at the facility.
d. This test shall include operation of the pan, tilt and zoom features of each camera and testing of the remote observation capabilities.
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the camera system due to defects and/or nonconformance.

Ownership (title) of the camera system shall transfer to NIST upon acceptance.
Installation
The system shall be installed and meet contract specifications at a mutually agreeable time after delivery. Installation, at a minimum, shall include remote and/or in-person installation support, software set-up, and demonstration of all specifications. Installation and demonstration shall be done at NIST, Gaithersburg, MD- Building 245, room A0018/A0019.
Training
The contractor shall conduct one (1) training session for up to six (6) users. The training shall provide a thorough demonstration of all system functions, maintenance, and basic troubleshooting. The training session may be performed at NIST or may be conducted remotely and shall occur during or after installation/set-up.
Warranty
The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been complete
General Information
Hours of Operation: National Institute of Standards and Technology (NIST)’s normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.
Work will be coordinated with the NIST Technical Point of Contact (TPOC) after the delivery.
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.)
Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Contractor Registration: The contractor will provide the name and citizenship information of the on-site technician(s) to the NIST TPOC prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instruments.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the http://www-i.nist.gov/mml/safety/policies/index.htm http://www-i.nist.gov/mml/safety/policies/index.htm vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
INSTRUCTIONS:
System for Award Management (SAM) Registration
In accordance with FAR 52.204-7, the awardee must be registered in the System for Award Management (www.sam.gov) prior to award. Refusal to register shall forfeit award.
DUE DATE FOR QUOTATIONS
Offerors shall submit their electronic quotations, via email, so that NIST receives them not later than 12pm Eastern Time on September 4, 2019 at 10:00 am (ET). E-mail quotations shall be submitted directly to the Contract Specialist at sedigah.gizabi@nist.gov and the Contracting Officer at robert.cowins@nist.gov.
Please reference the RFQ number in the subject line of email communications. Offerors quotations shall not be deemed received by the Government until the quotation is entered in the e-mail inbox set forth above.
Addendum to FAR 52.212-1, Quotation Preparation Instructions:
Technical Quotation (Vol. I), Price Quotation (Vol. II) and Terms and Conditions (Vol. III)
Incomplete quotations may be considered non-responsive and removed from further consideration.
Quotations shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.
Volume I - Technical Quotation:
The offeror shall submit an electronic technical quotation, via email. The technical quotation shall address the following:
Minimum Requirements:
The offeror must submit a technical description or product literature for the product it is proposing, which clearly identifies the manufacturer, and clearly demonstrates its proposed product meets each minimum requirement described in the required specifications, by providing a citation to the relevant mailto:sedigah.gizabi@nist.gov mailto:sedigah.gizabi@nist.gov mailto:robert.cowins@nist.gov mailto:robert.cowins@nist.gov section of its technical description or product literature and evidence that the Offeror is authorized by the original product manufacturer to provide the item(s) in the quotation shall be included.
Volume II - Price Quotation:
The offeror shall submit an electronic copy of the completed price quotation. The price quotation shall be separate from any other portion of the quotation. The offeror shall propose a separate firm-fixed-price, FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due. Contractor shall state express warranty coverage (if applicable).

Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:
Offeror shall list exception(s) and rationale for the exception(s)
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

CAR 1352.213-70, Evaluation Utilizing Simplified Acquisition Procedures (ARP 2010)
Evaluation Factors:
The Government will issue an purchase order resulting from this request for quotation to the responsible offeror whose quotation results in the lowest priced, technically acceptable quotation. The following factors will be used to evaluate quotations:
(1) Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation.
NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets all technical specifications. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not.
(2) Price: Price shall be evaluated for reasonableness

(1) In accordance with Sections 744 and 745 of Division E, Title VII, of the Consolidated and Further
Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by the Consolidated and Further Continuing Appropriations Act, 2015 funding may be used to enter into a contract with any corporation that-
(a) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where an awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and has made a determination that this further action is not necessary to protect the interests of the Government, or

NIST requires that Invoice/Voucher submissions are sent electronically via email to

Each Invoice or Voucher submitted shall include the following:
(1) Contract number;
(2) Contractor name and address;
(3) Unique entity identifier (see www.sam.gov for the designated entity for establishing unique entity identifiers);
(4) Date of invoice;
(5) Invoice number;
(6) Amount of invoice and cumulative amount invoiced to-date;
(7) Contract Line Item Number (CLIN);
(8) Description, quantity, unit of measure, unit price, and extended price of supplies/services delivered;

NIST LOCAL -53 Contract Performance During Changes in NIST Operating Status Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.
NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.
Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
