NIST Requirements Upgrade HVAC controller software
I. Background The Dimensional Metrology Group (DMG) performs many critical calibrations each year, and develops documentary standards for evaluating dimensional measurement systems. To achieve these goals the need to maintain the environmental conditions in the laboratories at precise settings for temperature and humidity are required. As these systems age they need to be replaced or upgraded to maintain reliable operation, or due to failure.
II. Scope The DMG requires an upgrade to the HVAC controller software and computers in three (3) NIST laboratories, and services to repair or replace the humidifier system in the Letiz CMM lab (BLDG 220/A12) and the API Lab (BLDG 220/B05). Within these labs they need new computers with specialized software and hardware to interface and control the existing heating, ventilation and air conditioning (HVAC) systems.
III. Minimum Requirements The products shall meet or exceed the minimum requirements identified below. Selection of automation application to be used shall be either Alerton, Andover, Siemens, Automated Logic. All devices must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall upgrade the existing HVAC software, provide a new interface computer, and provide a new interface card in the Dilatometer lab, if necessary, (BLDG 220/B13 Figure 1) in accordance with the following minimum specifications:

e) A screen showing HVAC schematic that will display real-time temperatures for return air, cooling coil air exit, and post reheat, along with air handling unit (AHU) status, reheat percentages, and other applicable points.
6. Automation application shall control temperature setpoints on a user defined schedule/ range, from 15C to 30C, and hold at that set point for a defined time interval, (i.e. Start at 15C and hold for 5 hours, then adjust to 17C and hold for 5 hours, and adjust to 20C and hold for 5 hours, as examples). The temperature setpoints and sensing devices used to maintain setpoints, shall have a tolerance of .01C +/-setpoint

IV. Inspection/Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. The following tests shall be performed:
· Each room/laboratory will be inspected prior to the installation for temperature stability, performance, as is conditions and operations. There shall be no degradation of performance once the new operating system(s), application software, devices, and equipment detailed in above CLN definitions, found in prior statements. Temperatures in these labs, when operational, is typically controlled to the following tolerances:
1. 20 (+/- 0.15) degrees Celsius for the Tape Tunnel (220/C03), when evaluated on the tape bench, with a sensor at 10 meter intervals from 0 to 60 meters; a total of 7 sensors, and control humidity to below 50%RH +/- 3%, for a period of 24 hours.
2. 20 (+/- 0.05) degrees Celsius for the Leitz Lab (220/A12) and API Lab (220/B05) when evaluated at the center of the measurement volume of each measurement machine currently installed in these labs (800x1000x600 mm for the lab in 220/A12 and 800x600x500 mm for the lab in 220/B05), and control humidity to between 40-50% RH +/- 3%, for a period of 24 hours.
