Responses to Interested Parties’ Inquires

Question 1:

I wanted to confirm if the requirement mentioned above considered as new requirement or are there incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?

Answer 1:

This is not a new requirement. Information regarding the previous contract is:

Contract Number: EA-133M-14-SE-3454 Vendor Name: S&C Contracting, LLC Award Date: August 12, 2014 Award Value: $184,701.50

Question 2:

Is the estimated value for this effort greater than $1 Million?

Answer 2:

No, it is not.

mailto:Willie.Williams@noaa.gov

Question 3:

Page #2&#3 B. Maintenance and Repairs a.,b.,c.,d.,e.,f.,g Are we to include this work in our bid for a quarterly budget or are we to list them on the quarterly inspections and then to make those repairs on a time and material basis once approved by the COR? Page #3 Line item “h” i-v is stating something different? Page #7 1.2 Maintenance also seems to say the same thing? To what extend are we to include quarterly budget for repairs to cover materials and labor for defective items?

Answer 3:

Any extra work outside the listed scope should be priced out an listed in during maintenance inspections. It’s not feasible to budget for goods or services for material rates they may fluctuate over time. When the Quarterly Inspections are conducted the findings or write should have noted problem areas and the cost to fix them. This way we can determine the priority versus cost of repairs/mission requirements.

Question 4:

Attachment #1 on Pages #8 & #9 give the impression that we are to provide labor and materials to repair these items if they are found deficient on our quarterly inspections as part of our quarterly inspection monies? Does the contractor document then get paid on a time and material basis to make the needed repairs to the items listed on Pages #8 & #9?

Answer 4:

If they are deficiencies found the contract will provide a written cost to repair. If the repairs are above the contracted cost then prior approval will be needed, otherwise as stated in the contract. ALL MAINTENANCE WORK

PERFORMED WILL BE VERIFIED AS COMPLETE OR PARTS OR

ORDER PRIOR TO PAYMENT.

Question 5:

Will the site or the contractor create “A Service Task Tracker” is there a certain software we need to purchase?

Answer 5:

No. The contractor will be responsible for the service task tracker, based on noted inspections and regular maintenance and repairs. The tracker doesn’t have to be software based, but professional tracked in a manner suited and easily understood. The tracker will be used to track and note maintenance trends, to help manage cost of repairs. A copy will be provided to the onsite Facilities Manager.

Question 6:

Is there an outline of the “Service Tracker”?

Answer 6:

No. Any suitable easily understood tracker will be the responsibility of the contractor, whether its software based or excel spreadsheets. Maintained for the duration of the contract or 5 yrs.

Question 7:

To what extend do the quarterly inspection require? Example: are we to test every outlet, light switch Emergency light in each building & Lot #3 every quarter?

Answer 7:

Inspections should include tests, servicing, replacements, repairs and other tasks intended to help reduce the impact and frequency of equipment failures. At a bare minimum exterior/exterior of all MOC-A facilities lighting (Bldg. #1, #2, Lot #3) , shore power, disconnects, grounding, signs, lighting, wiring and electrical outlets, and emergency lighting and any electrical maintenance items listed in the contract.

Question 8:

Are we to provide the Electrical portion to assist the HVAC Contractor? Is this portion T&M based since a motor control or disconnect can range into the thousands for the equipment?

Answer 8:

The HVAC system is a separate contract.

Question 9:

What constitutes “Emergency Repairs” a non-working light or outlet -vs-the building loosing power and the UPS not working long enough to shut the system down. We realize the second is an actual emergency.

Answer 9:

Tripped circuit breaker, sudden blackout of the facilities not caused by local power outages, exposed wiring, UPS systems, any electrical that would cause harm or unsafe working conditions. This is not all inclusive.

Question 10:

Where onsite are we to keep the Maintenance records we create Page #5 V?

Answer 10:

Contractor will be responsible to keep their own records and provide a copy to be kept onsite to the Facilities Manager, Operations Officer, or XO. The Facilities Manager will be the ultimate point of contact.

Question 11:

Invoice to be submitted by the 10 of each month, since it is small business what are your payment terms to us? 10 days upon invoicing NOAA, 30 days upon invoicing, 60 days etc?

Answer 11:

Upon verification and satisfactory completion of work payment should be submitting no more than 30 days of invoicing.
