Delta Clearwater Remediation Project Phase 2 Construction Contract.

The purpose of this amendment is to provide responses to questions received, to amend construction specification 5, and to provide information about the public bid opening.

The public bid opening will be held at 10:00am Alaska Time on January 10th, 2018 at the

USDA/NRCS Alaska State Office, 800 W. Evergreen Ave., Palmer, AK 99645.

DELTA CLEARWATER REMEDIATION PROJECT

Q1. Bid Items 17 and 21 are both Salvaged Riprap. The spec details both as being salvaged riprap in the splitting channel. Item 17 is lump sum and item 21 is unit price. Please identify if there is a delineation between these items or if they are one in the same. Please clarify.

A1. Response: The specifications clearly describe differences between Bid Item 17, Salvaging Riprap and Bid Item 22, Riprap, Salvaged. The two items are subject to completely different specifications, and entail different construction activities.

Q2. Please clarify if the details on sheets 12 and 13 apply to the entire area of the splitting channel depicted on sheet 11 or will the NRCS be delineating areas to be repairs. If so will the NRCS detail the size and extent of those areas so we can properly estimate the costs.

A2. The entire area and length of splitting channel as depicted drawing sheet 11 will require combinations of Sections T, U, V, and W to be constructed. As stated on drawing sheet 13, the extents of Detail B (and hence Section U-U) will be staked by NRCS, prior to construction.

Q3. Is the surface course in the parking lot incidental to Item 13 Parking lot or Item 23 Road Surfacing? The specifications are not 100% clear. It is also difficult to determine as no engineers calculations have been provided.

A3. Response: Construction Specification 402, Section 6, clearly states the items of work to be performed under the specification.

Q4. Can the engineers calculations be made available to bidders?

A4. No

Q5. Due to the fact that the contractor is responsible for obtaining all of the topsoil (from multiple sources), +/- 90,000 CY of embankment material, live staking and shrub plantings from offsite and due to the holiday season we are requesting a 14 day extension on the bid opening.

A5. No extension of bid time

Q6. Please reconsider increasing the time limit for construction to include 2 seasons to perform the work. We feel that your design and phasing along with obtaining the materials required from off-site sources will make it difficult to complete this project in the 150 day time limit without incurring the liquid dated damages at $1,750/Day.

8) In construction specification 5, pollution control, amend section 8-a-(2)-c) to include the following in Stage 1 order of work. The portion of stage 1 work between approximate Station 96+00 of existing side inlet 1 and extending to a line between the northernmost corner of existing side inlet number 2 (approximate station 16+00) and the southernmost corner of existing auxiliary spillway 1 (approximate station 13+00), may be completed at any time during stage 1 work. The length of this section does count toward the 1000 foot maximum allowed to be under construction at any point in time.
