SUBJECT: EWP, Shelby County, Texas Solicitation No. 12FPC322B0004

1) What kind of backfill material will be used a the various locations?

Construction Specification 21 ‐ Excavation, Section 4 ‐ Use of Excavated material & Construction Specification 420 – Site Preparation, Section 3 – Excavation, Paragraph 3 beginning with “Section 4…”:

a. In Spec 21, Section 4 – Use of Excavated Material, both methods use the language “The suitability of material for specific purposes is determined by the engineer”

b. In Spec 420, Section 3 it further clarifies section 4 of specification 21 by saying “Section 4, Use of excavated materials – Method 1 – There is no guarantee that materials obtained from the specified excavations may be used directly in specified fill areas.

Stockpiling of selected materials to insure their availability for use in specific zones of the fill areas may be required. Additional compensation will not be made for stockpiling of excavated materials.”

c. Typically, the contractor is able to use the same material that was excavated from the site, but this is not always the case due to the high likelihood that some of the soil will have an unsuitable moisture content. In the event that there is not enough suitable backfill material, and the county cannot bring material, it is the responsibility of the contractor to secure backfill material.

2) Will the material from question 1 be the same for placement under culverts or a different material used?

Again, it depends on the suitability. If the material is of the correct moisture content such that it compacts well, then yes, it can be used underneath the culverts. But that will need to be determined by the NRCS representative in the field, or by the COR.

3) Could we get the sizes and material type for the new culverts for each location? The drawings do not specify this information on whether the existing culvert will be replaced/removed or remain?

The culvert size and material was left up to the discretion of the county. The NRCS does not know the size/material of the culverts the county will use for the culverts to be replaced.
