Bandit Stewardship Integrated Resource Service Contract Pre-Bid Tour Q&A

July 29, 2020 (9:00 am to 12:30 pm)

Questions, Issues, and Requests:

• Request to extend bid due date one week because pre-bid tour was delayed one week as a result of the Hog Fire. The Contractors asked for the extra time to develop more informed proposals.

• Contractors requested that the following documents be sent to them: specified road construction government cost estimate; transaction evidence appraisal (TEA) summary; and cruise data for timber removal.

• Are the treatment units within State of California, Drought Related Tree Mortality, High Hazard Zones (Tier One or Tier Two)? According to the CA.gov website (gis.data.ca.gov/datasets for Tier 1 and Tier 2 last updated 7 months ago) there are no Tier 1 zones in the project area. The project area falls within California HUC 12 Robbers Creek and Rock Creek watersheds. Robbers Creek is a Tier 2 watershed, Rock Creek is not.

• Can the contractor work during the winter recreation limited operating period (December 26 to April 1 annually) if there is little or no snow? Work during this LOP would be coordinated through the contracting officer and with the approval of the Almanor District Ranger. It would be contingent on the Contractor being able to remove equipment on short notice when winter storms are predicted.

• All material to be removed is hauled out to the north via Forest System Road 30N07 to Lassen County Road A-21. Honey Lake Power Company is the biomass electrical generation facility used for the Forest Service appraisal.

• Unit boundaries: all exterior boundaries are painted with orange paint; interior boundaries are either painted with orange paint or are established by digital projection based on georeferenced mapping. Refer to K-C.3.5 on page 11 of appendix B and the contract map. Unpainted boundaries will not be delineated on the ground.

• During California spotted owl and northern goshawk limited operating periods, material can be loaded and hauled off site.

• In units with required biomass removal, biomass material/trees cannot be masticated and left in the units.

• Trees required to be cut and removed for new road construction have not been marked and cruised separately. These trees will be additional volume in excess of the plot cruised and area expanded volume.

• Windrows in the units may be used as skid trails for removing trees prior to brush mastication and windrow spreading.
