Measurable Performance Standards
• Preference shall be given to retaining trees in the following order: sugar pine/western white pine, giant sequoia, incense-cedar, Douglas-fir, white and red fir, ponderosa/Jeffrey pine, and lodgepole pine
• Maximum average of 25 foot spacing and a minimum average of 20 feet

• Cut trees that meet Designation by Spacing description in contract (K- C.3.5.1#) and minimum biomass specifications 3.0 inch DBH, 6 foot Length, 1.0 inch DIB.
• Damage to residual stand is minimized

• Slash disposal meets slash treatment requirements
• Re-use existing skid trails as agreed upon for sawlog removal when available

• Tree and Shrub Reduction – Masticate small conifer trees and shrubs. Masticate conifer trees from three feet tall to less than 3 inches DBH. Masticate trees that are 1) within 20 feet of larger leave trees or 2) are located on or within 20 feet of windrows. Masticate remaining small conifer trees to a 20 by 20 foot spacing. Masticate approximately 90 percent of shrub species. Masticate shrubs that are a minimum of three feet tall and taller. Shrub species include, but are not limited to manzanita, whitethorn, and chinquapin.
• In windrows the brush and trees up to 9.9” DBH will be 100 percent masticated to facilitate spreading of windrows.
• Size of Masticated Material - Masticated material from tree and shrub reduction shall be no more than 6 inches from the ground and no more than 24 inches in length. Masticated material shall be evenly distributed over the treated areas.
• Stumps and Stubble Heights – Stumps and stubble heights shall be no more than 6 inches above the ground surface or above any obstacle.
• Existing unmerchantable logs > 12 inches at the small end diameter and > 10 feet in length shall not be masticated. Existing snags > 16 inches DBH shall not be masticated

• Brush reduction – Masticate approximately 90% of shrub species. Shrub species include, but are not limited to, manzanita, whitethorn, and chinquapin. Masticate shrubs that are a minimum of three feet tall and taller.
• In windrows the brush and trees up to 9.9” DBH will be 100% masticated to facilitate spreading of windrows.
• Existing unmerchantable logs > 12 inches at the small end diameter and > 10 feet in length shall not be masticated. Existing snags > 16 inches DBH shall not be masticated.
• Size of Masticated Material - Masticated material from thinning and brush reduction shall be no more than 6 inches from the ground and no more than 24 inches in length. Masticated material shall be evenly distributed over the treated areas.
• Stumps and stubble heights – Stumps and stubble heights must be no more than 6 inches above the ground surface or above any obstacle.
• Conduct a thinning of conifer tree species by cutting and masticating trees less than 6 inches DBH and at least 4 feet tall, leaving desirable and acceptable trees to an average minimum spacing of 20 feet by 20 feet and an average stocking of 109 trees per acre. Contractor shall use care while masticating or operating not to damage leave trees.
• When two or more trees are growing within 12 inches of each other at root collar:
o Trees of the same species: assume that the trees share a root system and either leave the entire group or cut the entire group o Trees of different species: ensure that the desirable leave trees are not damaged during mastication operations.
• Use the following guidelines when selecting trees.
o Leave trees should be selected from dominant or co-dominant crown classes when possible and are the tallest, best-formed, and disease, damage, and defect-free trees available.
o Select conifers to thin and masticate that have suppressed or intermediate crown classes, excessive damage, defect, or disease infection, and/or a live crown ratio less than 40%.
o Preference shall be given to retaining trees in the following order: sugar pine/western white pine, giant sequoia/incense-cedar, Douglas-fir, white and red fir, ponderosa/Jeffrey pine, and lodgepole pine .

Spreading of windrows will only occur once Items #1 - #5 have been completed and accepted. Windrow spreading will occur in all of the Bandit IRSC Stewardship treatment units. The objective of windrow spreading is to restore the area to as near the original state as possible by redistributing top soil that is in windrows throughout the plantations. The windrows are 12 to 30 feet wide and 3 to 10 feet tall, and approximately 60 to 70 feet apart. Soil material that had been piled in the windrows as site preparation for planting will be spread and redistributed to return soil nutrients throughout the units. The Contractor shall use care when spreading windrows not to damage planted or natural leave trees.
• Spreading Windrows – soil shall be pushed out amid the plantation trees to nearly level condition.
Taking into consideration ground slope, the center of the spread material shall not be more than one foot higher or one foot lower than a point 40 feet distance in a direction perpendicular to the original windrow. *** Spread 85% of the windrows in all the Bandit Stewardship IRSC treatment units. ***
• Non-soil Material - windrows are covered with shrub vegetation and mastication material and contain many root crowns. This material is to be leveled with the soil material.
• Soil Protection - leveling is to be conducted in such a manner, under such conditions, so as to minimize damage to the soil profile. In the event that equipment operations indicate soil compaction or other damage, as determined by the soil scientist, COR, or designated inspector, work shall be stopped and/or terminated until conditions improve.

Government Quality Assurance Plan
Inspection (General):
Government inspections are for the purpose of verifying that the services rendered are to the quality standards of the government. They do not relieve the contractor of maintaining quality control. The contractor shall conduct inspections in all units with accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.
Government Inspections:
The Contracting Officer or Contracting Officer’s duly authorized representative will conduct all inspections.
The Contractor (or designated representative) is encouraged to be present to observe inspections.
Inspections will be a walk-through visual examination of the Unit. When work appears satisfactory, it will be accepted. When work appears unsatisfactory, the contractor will be responsible for rework to correct the deficiencies. The Government may suspend operations if it is apparent the contractor is not meeting specifications.
