About this file
This document contains responses to requests for information (RFIs) regarding a federal solicitation for the East Lights Road Improvement project on the Plumas National Forest. The responses provide clarification that the Stony Pit aggregate source is included in the project area; confirm there are currently no plans to cancel the project due to Covid-19, though the start date may need negotiation; specify compaction testing requirements for culvert backfill and aggregate items; attach missing specification documents; provide location details for culvert installation and material disposal sites; and confirm an alternate baffle connection design for a multiplate culvert is acceptable pending additional bracing details. Offers for the road improvement work are due by May 7, 2020 to the Plumas National Forest Mount Hough Ranger District, with the project value estimated between $1,000,000 to $5,000,000. The opportunity is a total small business set aside.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
129JGP20R0013 - East Lights Road Improvement
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.
Telephone requests for information will not be accepted or returned.
RFI #1 -Is Stoney Pit included in the project area?
USFS Response – For this project, Stony is the primary source for aggregate surfacing for all work requiring this material. Aggregates are contained in a large stockpile and the site shall be worked in accordance with the provided contract documents.
RFI #2-Will this project be delayed or cancelled due to the Covid 19 situation?
USFS Response – There are currently no plans to cancel this project due to the on-going Covid-
19 situation. Contract administration will be handled by Forest Service employees who do not have residents in California, and are subject to any travel restrictions placed by the Forest
Service, the state of California, and the state’s they reside in. As a result, start date may need to be negotiated at award.
RFI #3 -Will compaction testing be required on the 27N09 MP 7.27 culvert backfill?
USFS Response –Referring to sheet 39, compaction above the pipe bedding shall be placed in accordance with FP-14 Section 209.09 (b)(1). This subsection details backfilling method and includes a reference to compaction methodology that is discussed in Subsection 209.10. Read
Subsection 209.10 for all compaction testing requirements. Also, the pipe bedding under Pay
Item 30103 shall be compacted and tested in accordance with Subsection 301.05.
RFI #4-Will compaction testing be required for the Aggregate Item 30207?
USFS Response – As the government furnished source has already been tested, the Contractor can use FSSS 204.11(a)(1) for compaction placement method, but also has the option to use compaction method outlined in Section 301.05.
RFI #5 -FSS #'s 201,203.05, 64802 and 64804 are not included. Will they be provided? All 4 are relevant to the 27N09 MP 7 .27 culvert.
USFS Response – See attachment provided in amendment
RFI #6 -How far is the 27N45A road from the 27N09 MP 7.27 Culvert install?
FOR OFFICIAL USE ONLY
USFS Response –Road 27N45A is south of the project site, and can be accessed from road
27N45. 27N45 intersects 27N09 right at the culvert installation site. Travel southbound on 27N45 for 0.9 miles until reaching 27N45A (located on the right side of the road).
For further clarification on the disposal area and method of disposal, the Contractor will dispose excess along 27N45A, between MP 0 and 0.5 (final locations determined by the Contracting
Officer). Dump and spread material across roadbed using appropriate mechanized equipment, and in a manner that does not allow for water to accumulate or pond within the finished blend.
RFI #7 -Contech engineering recommends and is designing the 27N09 multiplate culvert with the baffles included. They will be bolted together with the culvert at fabrication rather than Welded. Is this acceptable?
USFS Response – A baffle bolted to the bottom of the culvert will be acceptable as an approved equal, but may also require additional bracing to hold the baffle plate vertical. For approval of any substitute baffle, the Contractor’s supplier shall provide necessary details showing the new connection.
RFI #8-Road 28N40, item 20421 in description notes (see drawings). No drawings are included
USFS Response – See sheet 23 for details regarding the construction of the reconstructed ford.
