SECTION 01010
SUMMARY OF WORK
PART 1 - GENERAL
1.1 DESCRIPTION OF WORK
A. Furnish all labor, equipment and material to accomplish the work under this contract. Roofing work includes but is not limited to removal of the old roofing material and installation of new roof including new deck and fascia as specified or needed, cleanup, and incidental items.
• Removal and disposal of the existing roofing material and any deck boards to be replaced.
• Inspecting and replacing damaged, excessively warped, delaminated, or rotted roof decking, or installation of complete roof deck where specified.
• Furnishing and installing builders felt or other approved roofing underlayment as specified.
• Furnishing and installing roofing including all attachments, trim, closure strips, and roof penetration boots/gaskets as required on specified buildings.
• Salvage and re-install gutter and downspouts.
Repair of water damage to the office at Havilah WC includes but is not limited to removal of water damaged exterior siding materials, interior sheet rock, and floor covering and subfloor;
and installation of new materials and insulation as specified or needed, cleanup, and incidental items.
• Removal and disposal of the existing siding material and insulation to be replaced.
• Inspecting and replacing damaged wall framing as needed.
• Furnishing and installing siding and base board including all attachments on the walls as required on specified building.
• Salvage and reinstall windows with proper sealing around the windows and base boards.
• Salvage and reinstall gutter and downspouts.
• Removal and reinstallation of kitchen cabinets, counters, and sink.
• Installation and finishing of new sheet rock and repairs as needed to wall framing.
• Removal of floor covering where specified, repair of subfloor, and installation of new floor covering.
Bathroom repair at Johnsondale WC includes but is not limited to removal of two damaged fiberglass shower enclosures and adjacent sheet rock, and installation of new fiberglass shower enclosures, plumbing, siding, flooring materials as specified or needed, cleanup, and incidental items.
• Removal and disposal of the existing shower enclosures, sheet rock, plumbing, and flooring materials as needed.
• Inspecting and replacing damaged substrates, plumbing, and flooring as required or specified.
• Furnishing and installing completed new shower enclosures with plumbing, sheet rock, and flooring for a complete installation.
B. Contract project work includes the installation of new roofs on five buildings at Fulton Work Center, new roofs on two building at Johnsondale Work Center, replacement of two shower enclosures in the men’s bathroom in building 1007 at Johnsondale Work Center, and water damage repair with siding and sheet rock replacement on one building at Havilah Work Center.

C. Project Locations:
The project sites are associated with the Sequoia National Forest and located in Glenville, Johnsondale, and Havilah (See Vicinity Map and site plans in the drawings).
Five buildings are located at the Fulton Work Center, 9167 Highway 155 in Glenville on the Kern River Ranger District of the Sequoia National Forest. Kern County, CA; Township 25 S., Range 31 E., Section 29.
Two buildings are located at the Johnsondale Work Center, 01 FS Road 22S10A in Johnsondale on the Western Divide Ranger District of the Sequoia National Forest. Tulare County, CA;
Township 22 S., Range 31 E., Section 35.
One building is located at the Havilah Work Center, 7333 Caliente-Bodfish Road in Caliente on the Kern River Ranger District of the Sequoia National Forest. Approximately 11 miles south of Lake Isabella on County Road 483. Kern County, CA; Township 28 South, Range 32 East, Section 10 and 11.
1.2 MEASUREMENT AND PAYMENT
A. Payment:
1. For each individual item listed in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.
1.3 SPECIFICATIONS AND DRAWINGS
A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings.
B. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.
1.4 SUBMITTALS
A. Provide submittals for review and approval as follows at least seven days prior to the start of work.
1. Contractor’s construction schedule showing the planned completion of work by date and location.
2. Materials to be incorporated into the work, including ribbed metal roofing, cement board siding, sheetrock, insulation, vapor barrier, and other materials as needed.
1.5 MEALS AND LODGING
A. Meals or lodging will not be available at Forest Service facilities.
1.6 CONSTRUCTION ADMINISTRATION

A. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal off Forest Service lands.
B. The Contractor may use the toilet facilities at the facility where the work is being performed at the Fulton Office building #2000 or Johnsondale Office #1007 only. Contractor shall provide toilet facilities for its employees if the toilets in the building are not utilized.
C. Materials for construction, construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.
D. The Contractor shall take precautions to protect all work and materials during the construction period.
E. The Contractor is responsible for safeguarding the public and employees from construction operations.
F. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL CONDITIONS
AFFECTING THE WORK.
1.7 DEMOLITION
A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.
B. All construction debris from demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land.
1.8 CONSTRUCTION SEQUENCE
A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.
B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

SECTION 01300
MEASUREMENT AND PAYMENT
PART 1 - GENERAL
1.01 Measurement and Payment –
A. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials shall be considered incidental or as included in the payment for items shown.
When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any pay item, suffixes will be added to the item number to differentiate between items to be bid.
B. For each individual item listed in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
1.02 Determination of Quantities - The following methods of measurement is used to determine contract quantities for payment.
A. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.
B. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Engineer, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.
C. Structures will be measured according to neat lines AS SHOWN ON THE DRAWINGS or as altered by the Engineer in writing to fit field conditions.
D. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and under drains, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts shall be measured along center of invert; arches shall be measured at spring line.
E. For standard manufactured items, such as fence, wire, plates, rolled shapes, pipe conduits, etc., identified by gauge, weight, section dimensions, etc., such identification shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.03 Units of Measurement - Payment will be by units defined and determined according to U.S.
Standard measure as follows:

A. Acre – Make longitudinal and transverse measurements for area computations horizontally.
B. Cubic Yard - A measurement computed by one of the following methods:
1. Excavation, Embankment, or Borrow - The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
2. Material in Place or Stockpile - The measurement computed with dimensions of the in-place material.
3. Material in the Delivery Vehicle - The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
C. Each - One complete unit, which may consist of one or more parts.
D. Gallon – The quantity may be measured by any of the following methods:
1. Measured volume container.
2. Metered volume. Use an approved metering system
3. Commercially packaged volumes.
E. Hour – Measurement will be for the actual number of hours ordered and performed by the Contractor.
F. Linear Foot – Measure from end to end, parallel to the base or foundation being measured, or horizontal.
G. Mile – Measure horizontal along the centerline of each roadway, approach road, or ramp.
H. Pound – If sacked or packaged material is furnished, the net weight as packed by the manufacturer may be used.
I. Square Foot - Measure on a plane parallel to the surface being measured or horizontal.
J. Square Yard – Measure on a plane parallel to the surface being measured or horizontal.
K. Station - One hundred linear feet measured horizontally.
L. Station Yard - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
M. Thousand Gallons Mile - A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material 1 mile.
N. Ton - Short ton consisting of 2,000 pounds.
O. Ton Mile - A combination of linear and weight measurement meaning the movement of 1 ton of material 1 mile.

1.04 Methods of Measurement - One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:
A. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
1. As a result of changes in the work authorized by the Contracting Officer.
2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, which cause a pay item to change by 15 percent or more.
3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.
E. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SECTION 02100
DEMOLITION
PART 1 – GENERAL
1.1 SCOPE
A. This section includes the requirements covering disposal of old roofing; water damaged siding, sheet rock, and subfloor materials; shower enclosures to be replaced, and excess construction material resulting from the work done under this contract and AS SHOWN ON THE DRAWINGS.
The work under this section is considered incidental to other pay items.

PART 3 – EXECUTION
3.1 GENERAL
A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification; become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.
3.2 CLEANUP
A. All construction debris from utilities construction, and demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land.

SECTION 07190
BUILDING PAPER
1.1 DESCRIPTIONS
A. Provide building paper underlayment and flashing, with related concealed metal flashings and accessories as required for complete watertight installation.
B. Provide self-adhering polymer modified bituminous sheet flashing system with low VOC primer and accessories as required for complete watertight seal at window penetrations, door penetrations, and other penetrations through building paper.
1.2 SECTION REQUIREMENTS
A. Submit Product Data for type of building paper product and accessories specified.
B. Submit shop drawings for metal flashings, as related to underlayment.
1. Clearly indicate general construction, configurations, jointing methods and locations, fastening methods and locations and installation details.
C. Provide for correcting failure of building paper to resist penetration of water.
D. Repair building paper and pay for or replace damaged materials or surfaces.
E. Warranty Period: Two years.
1.3 MEASUREMENT AND PAYMENT
No separate payment will be made for work performed under this section. This work is considered incidental to other related items for which payment will be made.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Building Paper:
1. Roofing Underlay: Unperforated asphalt saturated organic felt, conforming to ASTM D226, Type I, commonly referred to as 30 pound.
2. Siding Underlay: Unperforated asphalt saturated organic felt, conforming to ASTM D226, Type I, commonly referred to as 15 pound.

3. Fasteners: Type as recommended by system manufacturer or as required by applicable codes; minimum hot dipped galvanized.
B. Self-Adhering Polymer Modified Bituminous Sheet Membrane (Water Barrier
Membrane): Conform ASTM D1970.
1. Type: Grace Construction Products/Vycor Ice and Water Shield typical, Vycor Ultra where under metal flashing.
2. Primers and Edge Sealers: Types as recommended by system manufacturer for specific applications and as required to achieve complete watertight installation.
C. Metal Flashings: Refer to Section 07620 Sheet Metal Flashing and Trim
D. Lap Cement: Fibrated cutback asphaltic type, for use as adhesive in cold application of asphalt roofing or underlayment; free of toxic solvents and free of asbestos.
E. Plastic Cement: Cutback asphaltic type with mineral fiber components, for sealing and coating flashings in buildings; free of toxic solvents and free of asbestos.
1. Capable of setting within 24 hours at temperatures of approximately 75 degrees F and 50% R.H.
F. Joint Sealers Integral with Building Paper: One part polyurethane or bitumen modified polyurethane, gun grade; types suitable for applications indicated.
PART 3 - EXECUTION
3.1 PREPARATION
A. Install building paper over surfaces which are dry, free of ridges, warps and voids which could damage paper.
B. Coordinate installation with installation of components and items projecting through building paper.
3.2 TYPICAL UNDERLAYMENT INSTALLATION
A. Install building paper in accordance with recommendations of building paper manufacturer and of manufacturers of products to cover building paper; comply with applicable code requirements.
1. Apply layer of self-adhering polymer modified bituminous sheet material over plywood sheathing at rough openings and outside corners, extending minimum 18-inches from penetrations and corners.
2. Layer: Provide two layers building paper underlayment at siding applications;
weather lap joints.

3. Layer: Provide two layers building paper underlayment at roofing applications;
weather lap joints.
4. Secure underlayment in place, stagger joints between layers; lap ends minimum 6-inches; stagger end joints.
B. Apply lap cement at rate of approximately 1-1/4 gallons per square on underlayment starter strip.
C. Weather lap items projecting through building paper and seal with plastic cement.

SECTION 07210
BUILDING INSULATION
PART 1 - GENERAL
1.1 SCOPE
A. Work consists of providing ceiling, wall and floor insulation as indicated.
B. Applications of insulation specified in this section include the following:
1. Building insulation in batt form.
C. Related Sections: The following sections contain requirements that relate to this section:
1. Section 09250 – Gypsum Board.
D. Reference: The following reference contains requirements that relate to this section:
1. California Energy Code, current edition
1.2 DEFINITIONS
A. Thermal Resistivity: Where the thermal resistivity of insulation products are designated by "R-values," they represent the reciprocal of thermal conductivity (k-values). Thermal conductivity is the rate of heat flow through a homogenous material exactly 1 inch thick. Thermal resistivity are expressed by the temperature difference in degrees F between the two exposed faces required to cause one BTU to flow through one square foot per hour at mean temperatures indicated.
1.3 QUALITY ASSURANCE
A. Fire Performance Characteristics: Provide insulation materials identical to those whose indicated fire performance characteristics have been determined per the ASTM test method indicated below, by UL or other testing and inspecting organizations acceptable to authorities having jurisdiction. Identify products with appropriate markings of applicable testing and inspecting organization.
1. Surface Burning Characteristic: ASTM E 84
2. Fire Resistance Ratings: ASTM E 119.
3. Combustion Characteristics: ASTM E 136.
B. Single-Source Responsibility for Insulation Products: Obtain each type of building insulation from a single source with resources to provide products of consistent quality in appearance and physical properties without delaying progress of the Work.
1.4 DELIVERY, STORAGE, AND HANDLING
A. General Protection: Protect insulation materials from physical damage and from deterioration by moisture, soiling, and other sources. Store inside and in a dry location. Comply with manufacturer's recommendations for handling, storage, and protection during installation.
1.4 MEASUREMENT AND PAYMENT:
A. No separate measurement or payment will be made for the work specified in this section.

2.1 ACCEPTABLE MANUFACTURERS
A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering insulation products that may be incorporated in the work include, but are not limited to, the following:
1. Manufacturers of Glass Fiber Insulation:
a. CertainTeed Corp.
b. Manville: Building Insulations Div., Manville Sales Corp.
c. Owens/Corning Fiberglas Corp.
d. Or approved equal.
2.2 INSULATING MATERIALS
A. General: Provide insulating materials that comply with requirements and with referenced standards.
1. Preformed Units: Sizes to fit applications indicated, selected from manufacturer's standard thickness, widths, and lengths.
B. Unfaced Mineral Fiber Blanket/Batt Insulation: To be located at exterior walls, and interior walls at bathrooms, bedrooms, and utility room. Thermal insulation produced by combining mineral fibers of type described below with thermosetting resins to comply with ASTM C 665 for Type I (blankets without membrane facing); and as follows:
1. Mineral Fiber Type: Fibers manufactured from glass or slag.
2. Surface Burning Characteristics: Maximum flame spread and smoke developed values of
25 and 50, respectively.
3. Combustion Characteristics: Passes ASTM E 136 test.
C. Faced Mineral Fiber Blanket/Batt Insulation: To be located at floors and ceilings. Thermal insulation produced by combining mineral fibers of type described below with thermosetting resins to comply with ASTM C 665 for Type III, Class A (blankets with reflective vapor-retarder membrane facing with flame spread of 25 or less); foil-scrim-kraft or foil-scrim-polyethylene vapor-retarder membrane on one face, and as follows:
1. Mineral Fiber Type: Fibers manufactured from glass or slag.
2. Surface Burning Characteristics: Maximum flame spread and smoke developed values of
25 and 50, respectively.
2.3 VAPOR BARRIER
A. Vapor barrier shall be 6-mil clear polyethylene film
PART 3 - EXECUTION
3.1 INSPECTION AND PREPARATION
A. Examine substrates and conditions with Installer present, for compliance with requirements of the Sections in which substrates and related work are specified and to determine if other conditions affecting performance of insulation are satisfactory. Do not proceed with installation of insulation until unsatisfactory conditions have been corrected.
B. Clean substrates of substances harmful to insulations or vapor barrier, including removal of projections that might puncture vapor barrier.
3.2 INSTALLATION, GENERAL

A. Comply with insulation manufacturer's instructions applicable to products and application indicated. If printed instructions are not available or do not apply to project conditions, consult manufacturer's technical representative for specific recommendations before proceeding with installation of insulation.
B. Extend insulation full thickness as indicated to envelop entire area to be insulated. Cut and fit tightly around obstructions, and fill voids with insulation. Remove projections that interfere with placement.
C. Apply a single layer of insulation of required thickness, unless otherwise shown or required to make up total thickness.
3.3 INSTALLATION OF GENERAL BUILDING INSULATION
A. Set vapor-retarder faced units with vapor-retarder to warm side of construction, except as otherwise indicated. Do not obstruct ventilation spaces, except for fire stopping.
1. Tape tears and ruptures in vapor-retarder, and seal each continuous area of insulation to surrounding construction to ensure airtight installation.
2. For securing floor insulation install netting on the underside of floor joist and install metal insulation support wires between floor joists were netting is not applicable.
B. Unfaced units shall fit snugly between studs and be held in place by friction.
C. Upon completion of the insulation of the outside walls install the vapor barrier. Vapor barrier shall be installed on the inside surface of all exterior walls to create an airtight barrier from floor to ceiling. Staple vapor barrier securely at top and bottom plates and around door and window openings.
3.4 PROTECTION
A. General: Protect installed insulation and vapor barrier from damage due to harmful weather exposures, physical abuse, and other causes. Provide temporary coverings or enclosures where insulation will be subject to abuse and cannot be concealed and protected by permanent construction immediately after installation.
3.5 SCHEDULE
A. Contractor shall provide an insulation schedule for walls, ceilings and floors conforming to the California Energy Code.
1. Minimum requirements:
a. Ceilings – R-38.
b. Walls – R-21.
c. Raised Floors – R-30.
d. Slab on Grade – Insulate the perimeter of the building slab a minimum of 2-feet into the slab from the edge.
2. Either the California Energy Code (current edition) or the minimum requirement will apply depending on which provides the greatest insulation value.

SECTION 07460
SIDING
A. Work under this section consists of furnishing and installing fiber cement board siding panels and building trim.
B. Furnish and install fiber-cement siding panels, fascia, molding and accessories as specified herein.
C. Coordinate this section with interfacing and adjoining work for proper sequence of installation.

1.3 QUALITY ASSURANCE
A. Submittals
1. Submit three 6 inch x 6 inch pieces of fiber cement claddings in texture and widths shown and specified herein. Provide the vertical pattern not the horizontal lap pattern.
2. Submit three copies of specifications, installation data and other pertinent manufacturer's literature.
1.4 PRODUCT HANDLING
A. Stack Fiber cement claddings on edge or lay flat on a smooth, level surface. Protect edges and corners from chipping. Store sheets under cover and keep dry prior to installing.
1.5 JOB CONDITIONS
A. Nominal 2 inch x 6 inch wood framing selected for minimal shrinkage and complying with local building codes, including the use of weather-resistive barriers and/or vapor barriers where required. Minimum 1½ inch face and straight, true, of uniform dimensions and properly aligned.

B. Install weather-resistive barriers and claddings to dry surfaces.
C. Repair any punctures or tears in the weather-resistive barrier prior to the installation of the siding.
D. Protect siding from other trades.
1.6 MEASUREMENT AND PAYMENT:
A. As per Section 01010 – Summary of Work.
2.1 FIBER CEMENT

PART 3 – EXECUTION
3.1 SURFACE CONDITIONS
A. Correct conditions detrimental to timely and proper completion of work.
3.2 INSTALLATION – WINDOWS AND DOOR TRIM.
A. Install flashing around all wall openings.

B. Fasten through trim into structural framing or code complying sheathing. Fasteners must penetrate minimum ¾ inch or full thickness of sheathing. Additional fasteners may be required to ensure adequate security.
C. Place fasteners no closer than ¾ inch and no further than 2 inch from side edge of trim board and no closer than 1 inch from end. Fasten maximum 16 inch on center.
D. Maintain clearance between trim and adjacent finished grade.
E. Trim inside corner with single board.
F. Install single board of outside corner board then align second corner board to outside edge of first corner board. Allow 1/8 inch gap between trim and siding.
G. Seal gap with high quality, paint-able caulk.
H. Shim frieze board as required to align with corner trim.
3.3 INSTALLATION – FIBER CEMENT SIDING
A. Install fiber cement board siding panels in accordance with manufacturer’s instructions.
B. Allow minimum 1 inch vertical clearance between roofing and bottom edge of siding.
C. Align vertical joints of the panels over framing members.
D. Maintain clearance between siding and adjacent finished grade.
E. Locate splices at least one stud cavity away from window and door openings.
F. Use off-stud metal joiner when vertical joints occur between framing members.
Position metal joiner so that the bottom lip is resting on the solid course of planks.
Fasten plank to the framing. Position and fasten abutting plank into place insuring that the lower edges of the two planks align. Locate metal joiner centrally behind the joint.
Locate off-stud splices a minimum of two stud cavities from wall corners and stagger all subsequent course splices at minimum 24 inch intervals when located in the same wall cavity.
G. Wind Resistance: Where a specified level of wind resistance is required fiber cement siding is installed to framing members and secured with fasteners described in Table No. 2 in National Evaluation Service Report No. NER-405.
3.4 FINISHING

A. Finish all exposed unprimed siding and trim with minimum one coat of high quality primer. Finish with two coats of either 100% acrylic or latex or oil based, exterior grade topcoat. Follow paint manufacturer's written product recommendation and written application instructions.

SECTION 07610
ROOFING
1.1 DESCRIPTION
A. This section covers the work consisting of removing of the old roofing material and installing new at the described work sites respectively. This Work includes, but is not limited to the following:
Fulton Work Center:
1. Removal and disposal of the existing asphalt shingle roofing material on Foreman residence number 1107, Superintendent residence number 1108, garage building numbers 1502 and 1503, and fire office building number 2000; and deck boards to be replaced.
2. Inspecting and replacing damaged, excessively warped, delaminated, or rotted plywood roof decking for building numbers 1107, 1108, 1502, 1503, and 2000.
3. Furnishing and installing metal roofing underlayment.
4. Furnishing and installing roofing including all attachments, trim, sealing strips, and roof penetration boots/gaskets on building numbers 1107, 1108, 1502, 1503, and 2000.
5. Salvage and reinstall metal gutters and downspouts.
Johnsondale Work Center:
1. Removal and disposal of the existing roofing material cedar shingles and deck boards to be replaced.
2. Inspecting and replacing damaged, excessively warped, delaminated, or rotted plywood roof decking and install new plywood roof decking for fire office building number 1007 and engine garage building number 1505.
3. Furnishing and installing metal roofing underlayment.
4. Furnishing and installing metal roofing including all attachments, trim, sealing strips, and roof penetration boots/gaskets on building 1007 and 1505.
5. Salvage and reinstall metal gutter and downspouts.
1.2 SECTION REQUIREMENTS
A. Submit product data, shop drawings, and color samples.
B. Comply with SMACNA “Architectural Sheet Metal Manual,” unless indicated otherwise.
C. Provide roof assemblies that meet the requirements of UL 580 for Class 90 wind uplift resistance.
D. Submit a written warranty, executed by manufacturer, agreeing to repair or replace sheet metal roofing that fails to remain weathertight within 5 years from date of acceptance by the Contracting Officer.
1.3 MEASUREMENT AND PAYMENT
A. Payment: payment shall be made at the Contract price, as indicated in the Bid Schedule, and shall include full compensation for the work described in the Contract. Roof decking will be paid by actual quantity and will vary based on the condition of the deck after the existing roof is removed.
Contractor shall notify the contracting officer prior to the roof deck replacement.

10. Install Standing Seam Metal Panels as per manufacturer’s specifications.

GYPSUM BOARD
A. This work consists of providing all gypsum board and related work to install new sheet rock on an interior wall in Havilah WC building #1228 water damage repair, and incidental sheet rock repair associated with replacement of shower enclosures in Johnsondale WC building #1007.
1.2 DESCRIPTION OF WORK
A. This Section includes the following type of gypsum board construction:
1. Gypsum board screw-attached to either wood framing or metal furring members.
1.3 DEFINITIONS
A. Gypsum Board Construction Terminology: Refer to ASTM C 11 and GA 505 for definitions of terms for gypsum board construction not otherwise defined in this section or other referenced standards.
1.4 QUALITY ASSURANCE
A. Fire-Resistance Ratings: Where indicated, provide materials and construction which are identical to those of assemblies whose fire resistance rating has been determined per ASTM E 119 by a testing and inspecting organization acceptable to The Government.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Deliver materials in original packages, containers or bundles bearing brand name and identification of manufacturer or supplier.
B. Store materials inside under cover and keep them dry and protected against damage from weather, direct sunlight, surface contamination, construction traffic and other causes.
C. Handle gypsum boards to prevent damage to edges, ends and surfaces.
1.6 PROJECT CONDITIONS
A. Environmental Conditions, General: Establish and maintain environmental conditions for application and finishing gypsum board to comply with ASTM C 840 and with gypsum board manufacturer's recommendations.
1.7 MEASUREMENT AND PAYMENT:
A. AS per Section 01010.
2.1 MANUFACTURERS

2.2 GYPSUM BOARD

1. Type: Regular, unless otherwise indicated.
2. Type: Type X for fire-resistance-rated assemblies.
3. Edges: Tapered.
4. Thickness: 1/2", unless otherwise indicated, to match existing.
5. Waterproof “greenboard” in bathrooms and utility room size to match existing.
2.3 TRIM ACCESSORIES
A. Corner Bead and Edge Trim for Interior Installation: Provide corner beads, edge trim and control joints which comply with ASTM C 1047 and requirements indicated below:
2.4 GYPSUM BOARD JOINT TREATMENT MATERIALS
A. General: Provide materials complying with ASTM C 475, ASTM C 840, and recommendations of manufacturer of both gypsum board and joint treatment materials for the application indicated.
B. Joint Tape: Paper reinforcing tape, unless otherwise indicated.
C. Setting-Type Joint Compounds: Factory-prepackaged, job-mixed, chemical-hardening powder products formulated for uses indicated.
1. Where setting-type joint compounds are indicated for use as taping and topping compounds, use formulation for each which develops greatest bond strength and crack resistance and is compatible with other joint compounds applied over it.
2. For prefilling gypsum board joints, use formulation recommended by gypsum board manufacturer for this purpose.
3. For filling joints and treating fasteners of water-resistant gypsum backing board behind base for ceramic tile, use formulation recommended by gypsum board manufacturer for this purpose.
D. Drying-Type Joint Compounds: Factory-prepackaged vinyl-based products complying with the following requirements for formulation and intended use.
1. Ready-Mix Formulation: Factory-premixed product.
2. Taping compound formulated for embedding tape and for first coat over fasteners and flanges of corner beads and edge trim.
3. Topping compound formulated for fill (second) and finish (third) coats. All-purpose compound formulated for use as both taping and topping compound.

2.5 MISCELLANEOUS MATERIALS
A. General: Provide auxiliary materials for gypsum drywall construction that comply with referenced standards and the recommendations of the manufacturer of the gypsum board.
B. Gypsum Board Fasteners: All fasteners shall be type “W” screws with minimum length of 1
1/4 inches long for all interior walls and ceilings.
3.1 APPLICATION AND FINISHING OF GYPSUM BOARD, GENERAL
A. Gypsum Board Application and Finishing Standard: Install and finish gypsum board to comply with ASTM C 840.
B. Locate exposed end-butt joints as far from center of walls and ceilings as possible, and stagger not less than 24 inches in alternate courses of board.
C. Install exposed gypsum board with face side out. Do not install imperfect, damaged or damp boards. Butt boards together for a light contact at edges and ends with not more than 1/16 inch open space between boards. Do not force into place.
D. Attach gypsum board to supplementary framing and blocking provided for additional support at openings and cutouts.
E. Floating Construction: Where feasible, including where recommended by manufacturer, install gypsum board over wood framing, with "floating" internal corner construction.
F. Space fasteners in gypsum boards in accordance with referenced gypsum board application and finishing standard and manufacturer's recommendations.
3.2 INSTALLATION OF DRYWALL TRIM ACCESSORIES:
A. General: Where feasible, use the same fasteners to anchor trim accessory flanges as required to fasten gypsum board to the supports. Otherwise, fasten flanges to comply with manufacturer's recommendations.
B. Install corner beads at external corners.
3.3 FINISHING OF DRYWALL:
A. General: Apply joint treatment at gypsum board joints (both directions), flanges of corner bead, edge trim, and control joints; penetrations; fastener heads, surface defects and elsewhere as required to prepare work for decoration.
B. Finish interior gypsum wallboard by applying the following joint compounds in 3 coats (not including prefill of openings in base), and sand between coats and after last coat:
3.4 PROTECTION:
A. Provide final protection and maintain conditions, which ensure gypsum drywall construction being without damage or deterioration at time of Completion.

RESILIENT FLOORING
A. Extent of resilient flooring and accessories is shown on drawings and in schedules.
1.2 QUALITY ASSURANCE
A. Manufacturer: Provide each type of resilient flooring and accessories as produced by a single manufacturer, including recommended primers, adhesives, sealants, and leveling compounds.
B. Fire Test Performance: Provide resilient flooring which complies with the following fire test performance criteria as determined by an independent testing laboratory acceptable to authorities having jurisdiction.
1. Critical Radiant Flux (CRF): Not less than the following rating per ASTM E 648, 0.45 watts per sq. cm.
2. Flame Spread: Not more than 75 per ASTM E 84.
3. Smoke Developed: Not more than 450 per ASTM E 84.
4. Smoke Density: Not more than 450 per NFPA 258.
1.3 SUBMITTALS
A. Product Data: Submit manufacturer's technical data for each type of resilient flooring and accessory.
B. Samples for Initial Selection Purposes: Submit manufacturer's standard color charts in form of actual sections of resilient flooring, including accessories, showing full range of colors and patterns available, for each type of resilient flooring required.
C. Samples for Verification Purposes: Submit the following samples of each type, color, and pattern of resilient flooring required, showing full-range of color and pattern variations.
1. Full size tile samples.
2. Full size rubber base samples.
3. 6 x 6 inch size of sheet sample.
D. Certification for Fire Test Performance: Submit certification from an independent testing laboratory acceptable to The Government that resilient flooring complies with fire test performance requirements.
E. Maintenance Instructions: Submit 2 copies of manufacturer's recommended maintenance practices for each type of resilient flooring and accessory required.

1.4 PROJECT CONDITIONS
A. Maintain minimum temperature of 65oF in spaces to receive resilient flooring for at least 48 hours prior to installation, during installation, and for not less than 48 hours after installation. Store resilient flooring materials in spaces where they will be installed for at least 48 hours before beginning installation. Subsequently, maintain minimum temperature of 55oF in areas where work is completed.
B. Install resilient flooring and accessories after other finishing operations, including painting, have been completed. Do not install resilient flooring over concrete slabs until the latter have been cured and are sufficiently dry to achieve bond with adhesive as determined by resilient flooring manufacturer's recommended bond and moisture test.
1.5 MEASUREMENT AND PAYMENT:
A. The completed work will be measured and paid for as shown on the Schedule of Items.
2.1 ACCEPTABLE MANUFACTURERS

2.2 RESILIENT FLOORING COLORS AND PATTERNS
A. Provide color and patterns as indicated, or if not otherwise indicated, as selected by Contracting Officer from manufacturer's standards.
2.3 TILE FLOORING:
A. Vinyl Composition Tile: FS SS-T-312, Type IV; 12"x12" and as follows:
1. Composition 1 - Asbestos Free.
2. Gauge: 1/8".

B. Rubber Base, 4" high as follows:
1. Composition – Asbestos Free.
2.4 VINYL SHEET FLOORING:
A. Commercial grade, 0.080” gauge, 15-year limited warranty.
B. Inlaid color vinyl flooring with no-wax wear surface.
C. Subfloor overlay – STURD-I-FLOOR or approved equal.
3.1 INSPECTION:
A. Require Installer to inspect subfloor surfaces to determine that they are satisfactory. A satisfactory subfloor surface is defined as one that is smooth and free from cracks, holes, ridges, coatings preventing adhesive bond, and other defects impairing performance or appearance.
B. Perform bond and moisture tests on concrete subfloors to determine if surfaces are sufficiently cured and dry as well as to ascertain presence of curing compounds.
C. Do not allow resilient flooring work to proceed until subfloor surfaces are satisfactory.
3.2 PREPARATION
A. Prepare subfloor surfaces as follows:
1. Overlay all subfloor surfaces to receive vinyl sheet flooring with ¼ inch structure board. Before placing structure board scrape, broom clean or vacuum the subfloor to remove all dirt, debris and lumps. Structure board shall be installed perpendicular to the subflooring and all joints shall be staggered. Nail structure board securely in place to provide a uniform smooth surface for the vinyl sheet flooring.
2. Use leveling and patching compounds as recommended by resilient flooring manufacturer for filling small cracks, holes and depressions in structure board.
3. Remove coatings from structure board surfaces that would prevent adhesive bond, including taping compounds, paint, etc., incompatible with resilient flooring adhesives.
B. Broom clean or vacuum surfaces to be covered, and inspect subfloor or concrete slab.
C. Apply concrete slab primer, if recommended by flooring manufacturer, prior to application of adhesive. Apply in compliance with manufacturer's directions.
3.3 INSTALLATION, GENERAL
A. Install resilient flooring using method indicated in strict compliance with manufacturer's
09650-4 printed instructions. Extend resilient flooring into toe spaces, door reveals, and into closets and similar openings. In all rooms receiving resilient flooring extend the flooring up the walls 6 inch high to create a wall base (flash coving).
B. Scribe, cut, and fit resilient flooring to permanent fixtures, built-in furniture and cabinets, pipes, outlets and permanent columns, walls and partitions.
C. Maintain reference markers, holes, or openings that are in place or plainly marked for future cutting by repeating on finish flooring as marked on subfloor. Use chalk or other non-permanent marking device.
D. Install resilient flooring on covers for telephone and electrical ducts, and…
