Purpose of Amendment 2 is to provide corrections to Schedule of items and Questions and answers and sign in sheet.
This solicitation is extended until 23 July 2018, 4:00 p.m. See attached Corrections, Questions and Answers.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Hammill Meadows Restoration Bid Package Corrections and Responses to Contractor
Questions from Site Visit.
Bid Package Corrections:
1) Schedule of Items #2: Should read “Middle Three Meadows” not “Roadside Hazard Tree Treatment Units”.
2) Schedule of Items #5: Quantity should be 1, not 16.
3) Section C2: Last paragraph is cut off. It should read: “The contractor shall be responsible for obtaining all permits necessary for the transportation of equipment on state, county and private roads.”
Contractor Questions from the Pre-bid Tour:
1) Is bonding required? Bonding is not required for this service contract.
2) Can matting be used in areas with equipment limitations to eliminate those limitations? If so, what is the max ground pressure for “track only” and “tracked and wheeled loader only” areas? Equipment limitations could be lifted through the use of mats if they meet the following requirements: tracked only = 6 psi or less, tracked and wheeled loader only = 10 psi or less.
3) What are distances of equipment limitations in each meadow? See distances below. Please note the last sentence in the “equipment limitations” section of the bid package (page 23), which reads, “…if rutting from wheeled equipment exceeded 4 inches in depth, COR or Technical Inspector may further reduce use of wheeled equipment.” Therefore, these distances are a best estimate as to length of restrictions, but they may have to be adjusted depending on the extent of rutting.
a. Middle Three Meadow: Tracked only = 300 ft; tracked and wheeled loader only = 460 ft
b. Upper Three Meadow: Tracked only = 40 ft; tracked and wheeled loader only = 80 ft
c. Bluff Meadow: Tracked only = 680 ft
d. Bloomer Lake Meadow: Tracked only = 430 ft; Tracked and wheeled loader only = 330 ft
e. Groundhog Meadow: Tracked only = 330 ft
4) Can work start earlier than August 15th and extend later than September 30th?
a. Work in the meadows: The 401 permit (Water Quality Certification) applies to work completed in the meadows and was for the following timeframe: August 15-October
15. The contract was written with an end date of September 30th with the knowledge that at high elevations that work may not be able to continue into October. If weather permits, a contract extension could be given, but all work, including erosion control treatments, must be complete by October 15th. To be in compliance with the permit.
b. Work both in and out (such as rock and fill source locations) of the meadows: This project received an exemption to the Construction General Permit which is typically required for projects >1 acre. Qualifying for an exemption is based both on location (lat/long) and the construction period. The following link has the calculator.
https://developer.epa.gov/lew-calculator/# The bidder could plan on starting work outside of the meadows earlier than August 15th as long as the calculated risk factor is less than 5 (any number bigger than 5 and the project would no longer qualify for the exemption). To check potential dates in the calculator, use the following lat/long:

i. August 15-October 15 = 4.76 (this meets exemption requirement)
ii. June 10-September 30 = 4.85 (this meets exemption requirement)
iii. June 10-October 15 = 7.21 (this does not meet the exemption requirement.
Therefore, if contractor chooses to start as early as June 10, he/she would not be able to get an extension on the contract past September 30th).
5) Can we use an articulated dump truck for haul?
Weight limits over bridges are a concern with an articulated dump truck. Coordination with Regional Office bridge engineering staff would be needed and contractor would have to fill out a form to request this if weight exceeds 80,000 pounds. Any road damage caused by the dump truck, such as a smashed culvert, would be the responsibility of the contractor to repair.

fish and amphibians. It is the Contractor’s resonsibility to provide the screens. Screens may be purchased comercially or may be self-fabricated by the Contractor, subject to approval by COR.
It is the Contractor’s responsibility for providing 300 regular bales of wood straw (See Section J, Exhibit C, Wood
Straw Technical Specifications) delivered to the project sites. Bales shall be placed on contractor-provided tarps in each meadow’s staging area to minimize loss of material.
It is the Contractor’s responsibility for dewatering the stream channels prior to instream work to ensure that water quality monitoring meets the requirements specified in the Water Quality Certification issued by the Central Valley Regional Water Quality Control Board (see Section J, Exhibit D, Water Quality Certification).
It is the Contractor’s responsibility to avoid damaging rangeland infrastructure. Range fences are present at Bluff
Meadow, Middle Three Meadows, and Upper Three Meadows. Two cattleguards are present on Road 4N12 between Highway 108 and the “Y” intersection in NE Section 36. Any damage caused to rangeland infrasturcture shall be repaired by Contractor at the Contractor’s expense. (See Section J, Exhibits A-5 through A-10, for fence locations).
C.2 Project Location & Description
Location: The project is located on Stanislaus National Forest, Summit Ranger District.
Starting from Sonora, drive east on Highway 108. Turn right (east) onto Herring Creek Road (4N12). Continue 6.8 miles until Herring Creek Road forks. Turn right (southeast). Bluff Meadow is located on the right 3.5 miles past the fork. At
4.5 miles past the fork, turn right onto FS road 5N67 to access Middle and Upper Three Meadows. These meadows are located on the right 0.4 and 0.5 miles, respectively, up FS road 5N67. To reach Groundhog Meadow, continue on Herring Creek Road 1.5 miles past the intersection with 5N67 and turn right (east) onto FS motorized trail 19DC189.
Bloomer Lake can be accessed by FS road 4N12L near the intersection of FS road 4N12. This intersection is located 1 mile past Groundhog Meadow. See Section J, Exhibit A-2 Project Access Map.
Description: Project area is defined by natural meadow and stream channel features.
Exclusions (non-work areas): Non-work areas are located at Bloomer Lake Meadow, off of 4N12 (north of Bluff Meadow), off 5N67 (east of Upper Three Meadow), and off of 5N04Y (near intersection with 5N04YA). See CA-1 locations on maps, Section J, Exhibit A-2, A-3, A-4, and A-11.
Accessibility: Under normal conditions most of the project is accessible with a 2-wheel drive vehicle. It shall be the responsibility of the Contractor to determine the most suitable route to the project area. All transportation of equipment, personal, and supplies shall be the responsibility of the Contractor.
The contractor shall be responsible for obtaining all permits necessary for the transportation of equipment on state, county and private roads.

Maps showing the general vicinity and/or specific work areas are included in Section J. Maps are general in nature and are not to be considered as definitively identifying locations.
