STATEMENT OF WORK / SPECIFICATIONS / DESCRIPTIONS

C.1 DESCRIPTION OF WORK

The work includes demolition and removal of facilities at the US Forest Service, Pacific Southwest

Research Station, in Riverside, CA. Work includes demolition of designated building structures (with foundations, slabs, etc.), other concrete structures, disconnecting and removal of utilities, and removal of any site features as identified in this Statement of Work. Work also includes the testing of structures for hazardous materials, remediation, and disposal of any and all hazardous materials.

Work includes the demolition and / or removal of all buildings indicated in the table below with all associated utilities, attached and adjacent structures, foundations, mechanical cooling equipment, interior furnishings, and adjacent sidewalks and equipment pads. Site shall be restored and graded to blend into adjacent landscape. Each structure to be removed shall be tested for the presence of hazardous materials by individuals who possess the required certifications to perform such work as issued by the state of California. A report containing the findings of these surveys shall be submitted to the Forest Service prior to demolition work. All utilities on site building shall be properly disconnected and capped / removed per applicable code / utility provider requirements. Greenhouse cooling equipment water tanks buried adjacent to greenhouse facilities shall be removed and approved fill shall be provided by the contractor to fill voids. Utility lines serving structures to remain shall be removed back to their most logical disconnection point and lines to remain in service shall be maintained. Electrical conduit and wiring shall be removed back to the closest electrical subpanel breaker. Contractor shall coordinate with Southern California Edison when necessary to ensure that electrical lines are properly disconnected.

Hazardous materials disclaimer: The Forest Service is aware of the presence of ACM (asbestos containing material) in the paneling and roof mastic of structures #27094103 and #27094104 listed below.

A report showing these findings will be provided upon request to any prospective bidders and to the awarded contractor. The Forest Service is unaware of any additional hazardous materials, but also does not make any claims for the presence or non-presence of such materials. The contractor shall be responsible for all testing, removal, and certification that any and all hazardous materials have been removed from the structures below prior to disposal. Any additional hazardous materials removal work, other than the roof mastic and paneling listed prior, will either be added to the contract through modification or will be removed by the Government prior to disposal by the contractor. The contractor shall also be responsible for completing the “Pre-Demolition Hazardous Material Building Inspection Form” attached to this contract and providing this to the Forest Service prior to disposal / removal of any structures.

C.2 LOCATIONS

All project work is located in Riverside County, CA.

C.3 TIME OF PERFORMANCE

24 Calendar days - Contract Time shall be adjusted upon award if necessary due to COVID 19 restrictions

Contractor must begin work within 10 days of the effective date of the Notice to Proceed.

Estimated Start Date: July 20, 2020

C.4 PRICE RANGE

The price range of this project is between $25,000 and $100,000.

C.5 CONTRACTOR FURNISHED SUPPLIES, SERVICES, AND EQUIPMENT

The Contractor is responsible for furnishing all labor, equipment, supervision, transportation, and materials necessary to complete the project. The Contractor shall provide toilet facilities at the jobsite for contractor’s personnel.

C.6 GOVERNMENT FURNISHED PROPERTY

Forest Service Gate Key / Badge, to be returned upon completion of contract. Water and electricity may be used from Government sources onsite.

C.7 PARKING AND STORAGE

The Contractor shall coordinate parking of Contractors vehicles and temporary storage of equipment and hazardous materials with the Contracting Officer.

C.8 FEES

The Contractor shall, without additional expense to the Government, pay all Federal, State, County and Municipal fees applicable to the performance of the work. The Contractor shall be responsible for all testing that is required on the Contractor's Work Plan including fees; this includes all testing for the presence of lead, asbestos, and other hazardous materials.

C.9 PROJECT SITE CLEAN UP

Project site cleanup includes the removal and proper disposal of all construction trash, debris, and residue off of National Forest Land. All spills of petroleum products including leak spots from parked vehicles shall be removed and properly disposed according to all local, State, and Federal laws and regulations governing such disposal. If needed during the performance of the work, the Contractor shall be required to furnish dumpsters or other trash receptacles and to empty such containers either as they become full or weekly, whichever is more frequent. The Contractor shall not place materials of any kind into private or Government trash bins or dumpsters.

C.10 PROJECT COORDINATION

1. Government will occupy buildings adjacent to buildings scheduled for demolition. Contractor shall conduct demolition so Government operations will not be disrupted. Contractor shall provide a minimum of 72 hours notice to Contracting Officer of activities that will affect Government operations.

2. Contractor shall maintain access to existing walkways, driveways, and other adjacent occupied or used facilities. Do not close or obstruct walkways or other occupied or used facilities without written permission from Contracting Officer.

C.11 UTILITY SERVICES

1. Existing Utilities: Maintain services indicated to remain and protect them against damage during selective demolition operations. Damage to existing utilities as a result of Contractors operations shall be repaired / replaced at no additional cost to the Government using methods and materials that are acceptable to the Contracting Officer.

2. Utility Requirements: Locate, identify, disconnect, and seal or cap off all utilities serving buildings to be demolished. Contractor shall be responsible for field verifying all utility locations. Any attached site layout drawings are included for the Contractor’s benefit only and are not a guarantee of existing utility locations. No additional compensation shall be made for discrepancies between provided site layout drawings and actual utility locations. All utilities shall be disconnected and capped in accordance with applicable code requirements. Electrical conduits shall be terminated and capped to below ground level and wire conductors shall be pulled from abandoned conduit back to main electrical panel. Empty breaker slots shall be covered in accordance with electrical code requirements.

C.12 NOTIFICATION AND PERMITS

Prior to commencing work, Contractor shall provide written proof of submittal of notifications to the following agencies regarding activities at this temporary work site.

1. Cal/OSHA

2. Local Air Quality Management District

3. Environmental Protection Agency

4. California Department of Health Services

The Contractor shall provide proof of required licenses and permits for transportation, storage and/or disposal of hazardous wastes to an approved site.

C.13 SPECIAL CONDITIONS AFFECTING THE WORK

a. Worker’s Compensation Insurance: The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement. NOTE:

The Contractor working alone is not required to carry the insurance.

b. Camping: Camping is not permitted at this job site.

c. Work Hours: Work hours are from 8:00am to 5:00pm Monday through Friday. No work on weekends or holidays without prior written approval form the Contracting Officer.

d. Safety, Emergency Communications and Evacuation. Contractor shall be responsible for the safety of the Contractor’s employees, Subcontractor’s employees, Government employees associated with the project, and any visitors to the site both Government and private. The Contractor shall submit a project safety plan to the Contracting Officer for review prior to commencement of work. The project safety plan shall comply with the appropriate California OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan.

e. Highway Permits. Contractor shall be responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The Contractor shall be responsible for conducting a thorough reconnaissance of all routes leading to the site.

f. Toilets: No toilet or shower facilities are available to Contractor personnel on site. The Contractor shall provide an on-site portable toilet for Contractor personnel use.

g. Security. The Contractor shall be responsible for contractor owned and government furnished equipment and materials supplied to the site. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day. All hand tools and other equipment shall be secured at the end of each working day. On Fridays all construction debris, trash, and refuse shall be properly stored in dumpsters or trash bins or removed from the site.

h. Fire Prevention. The Contractor shall comply with all local, state, and federal fire codes and regulations.

i. Protection of Resources. Contractor shall thoroughly clean all equipment prior to delivery to the project site to remove weeds, mud, grease and oil buildup from the tires, wheels, tracks, engines and engine compartments, and other surfaces. Spills of petroleum products and other hazardous substances shall be reported, contained, and removed in accordance with all applicable Local, State and Federal laws and regulations. Contractor shall submit a project spill response plan at the pre-work meeting for review by the Contracting Officer.

j. Hazardous materials: Asbestos containing materials shall be removed prior to the start of Demolition work under this contract and disposed of in accordance with applicable federal, state, and local laws and regulations. Lead paint shall be disposed of in accordance with applicable federal, state, and local laws and regulations.

k. Questions: Prospective bidders desiring an explanation of the solicitation, drawings, specfications, etc.

must submit requests in writing to the Contracting Officer. Oral explanations or instructions given before the award of a contract will not be binding.

l. Site Inspection: Prospective bidders are encouraged to attend the pre-bid tour. In no event shall the failure to inspect site conditions constitute grounds for a claim after contract award. (See Section L, FAR

52.236-27, SITE VISIT)

C.14 PRE-BID TOUR

A Pre-bid tour will be conducted by the Government. Date, time, and location to be announced on Fed Biz Ops.

C.15 CONDITIONS AFFECTING THE AWARD OF CONTRACT

Contractors are directed to Section K, L, and M of this solicitation. These sections contain questions and evaluation criteria that must be answered fully and completely by prospective bidders to be considered for award.

C.16 TECHNICAL SPECIFICATIONS

C.16.1 The work covered under this section includes the Handling, Control, and Disposal of all waste materials

(hazardous and non-hazardous) that are generated by the performance of the work in this contract.

C.16.2 Applicable Codes and Regulations

The Contractor shall comply with all applicable Federal, State, interstate and local laws, environmental regulations, and requirements. This includes compliance with the National Contingency Plan (NCP), the Resource Conservation and Recovery Act (RCRA), and the California Health and Safety Code; California Code of Regulations, Title 22, Division 4.5. The duty of the Contractor to comply with all current applicable laws, regulations and requirements takes precedence over any other duty or task described herein. Therefore, in the event that subsequent legislation or regulations conflict with prescribed procedures contained in this contract, said changes shall take precedence.

All work submitted and performed by the Contractor may be subject to the review and approval of EPA and/or the appropriate State regulatory agency. Therefore, it is the responsibility of the Contractor to

5 | P a g e contact the appropriate regulatory agency(s) to determine their requirements for each individual project.

The government will be responsible for submitting reports to regulatory agencies unless other arrangements are approved by the Contracting Officer’s Representative (COR). It is the Contractor’s responsibility to find out from the regulatory agency(s) which guidance materials are current and applicable.

The Contractor shall, without additional expense to the Forest Service, be responsible for coordinating with and for obtaining any necessary licenses and permits, and for complying with any applicable Federal, State and local laws, codes, and regulations in connection with the execution of the work. This includes ensuring project related hazardous or toxic wastes are sent to licensed, permitted, and approved disposal sites. The Forest Service will obtain, as necessary, the required temporary EPA Identification Number for site cleanup activities.

All work, including the handling of hazardous materials or the disturbance or dismantling of structures containing hazardous materials shall comply with the applicable requirements of 29 CFR 1910 and 29 CFR 1926. Work involving the disturbance or dismantling of asbestos or asbestos containing materials;

the demolition of structures containing asbestos; and/or the disposal and removal of asbestos, shall also comply with the requirements of 40 CFR 61. All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.

C.16.3 Hazmat Testing and Analysis

Prior to demolition work, each site shall be inspected and tested for the presence of hazardous materials by individuals who possess the proper certification to perform such activities. The results of these analyses shall be provided to the Forest Service in a report prior to commencement of demolition work.

C.16.4 Laboratory Qualifications And Requirements

The Contractor shall be required to use laboratory facilities for analysis of unknown chemicals/materials and potentially contaminated soil, groundwater, or surface water. The analytical laboratory chosen by the Contractor(s) to perform analysis shall be a State of California Certified Laboratory; and certified to perform the required analytical method at the time the tests are conducted.

C.16.5. Contractor Caused Spills And Releases

The Contractor is solely responsible for any and all spills or leaks and subsequent clean up that may be required during the performance of this contract which occur as a result of or are contributed to by the actions of its agents, employees, or subcontractors. The Contractor agrees to clean up such spills or leaks to the satisfaction of the Forest Service and in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the Forest Service. The contractor shall provide spill response materials including, but not limited to, containers, shovels and personal protective equipment. Spill response materials shall be available at all times in which hazardous materials and hazardous wastes are being handled or transported. Spill response materials shall be compatible with the type of material being handled or transported.

The Contractor shall report all such spills or leaks, regardless of their quantity, to the Forest Service immediately upon discovery. A written follow-up report shall be submitted to the Forest Service no later than 24 hours after the initial telephonic report. The written report shall be in narrative form and as a minimum include the following:

Description of the item spilled (including identity, quantity, manifest no., etc).

Whether amount spilled is EPA/state reportable, and if so whether it was reported, and to whom.

Exact time and location of spill including a description of the area involved.

Containment procedures initiated.

Summary of any communications contractor has with press, Federal, state and local regulatory agencies and officials, or Forest Service officials.

Upon completion of the clean-up activities for contractor caused spills and releases, the contractor shall submit a final clean-up certification report to the Forest Service. The report shall include a description of clean-up procedures employed at the site, the final disposition and disposal location of spill residue.

Include also copies of all spill related cleanup and closure documentation and correspondence from the regulatory agencies.

C.16.6 Hazardous / Non-Hazardous Material and Waste Management

A. Material/Waste Segregation: The Contractor is responsible for ensuring that all hazardous and non-hazardous materials and wastes generated during activities undertaken pursuant to this contract are segregated so as to minimize the volume of hazardous wastes. Containers must be marked so that they are readily identified. In addition, the Contractor must ensure that there is a clear audit trail for all items until the final recycling or treatment/disposal is accomplished.

B. Packaging and Container Marking: The contractor shall package, mark, label and load all items in such a manner that all applicable Federal, state and local EPA and DOT regulations are met.

Packaging, shipping names, marking, labeling, placarding, etc., under the terms of this contract will be in accordance with 49 CFR and 40 CFR. All hazardous waste containers shall be labeled in accordance with the requirements of 40 CFR Part 262, Subpart C, Part 264, Subpart I and Part 265, Subpart I and California CCR, Title 22, Division 4.5. If items must be repackaged for proper shipment the contractor shall perform such repackaging and furnish all required materials. When repackaging is necessary, the contractor shall be responsible for disposal of the original container and placarding in a manner that complies with all applicable federal, state, and local EPA and DOT regulations. The Contractor shall also provide and affix the appropriate placards to each vehicle prior to leaving specific project sites.

The Contractor shall ensure that all containers used for the packaging and repackaging of hazardous wastes are compatible with the materials they will hold. The Contractor is also responsible for ensuring that the containers they provide for the management of wastes comply with the requirements of 40 and 49 CFR and applicable state and local regulations.

If the Contractor elects to package compatible items in the same container, then the contractor must provide an all-inclusive packing list showing each item and its respective quantity. This list shall be placed outside the outermost container. A copy of the packing list must be attached to the manifest.

The Contractor is responsible for ensuring that all contaminated media (soil, water, etc.) are placed into the appropriate containers in compliance with applicable Federal and State environmental laws and regulations.

C. Manifesting: A uniform hazardous waste manifest is required for the removal of regulated hazardous wastes from National Forest Lands under this contract. Manifests and land disposal restriction notifications will be prepared by the Contractor in accordance with 40 CFR Part 262 Subpart B, Part 263 Subpart B, Part 264 Subpart E, Part 265 Subpart E and Part 268 as well as California CCR, Title

22, Division 4.5. A Forest Service representative shall sign the manifests as the generator. The Contractor shall review all manifests for completeness and accuracy prior to presenting them to the Forest Service for signature.

Completed copies of all manifests shall be furnished to the Forest Service office whose address appears on the manifests, as well as submitted as attachments to all invoices. Manifests shall be submitted in such a manner as to comply with the timeliness prescribed by the state and EPA regulations. Each manifest, as well as all other documentation required herein shall be clearly and distinctly marked with the contract number and delivery order number as applicable. If blocks are not provided, the contract and delivery order information shall be placed in the upper right hand corner of each document.

D. Material/Waste Management on National Forest Lands: The Contractor(s) is responsible for seeing that all materials and wastes generated during the activities of this contract are managed in compliance with Federal, state and local environmental laws and regulations. This includes ensuring that all excavated contaminated soils are immediately placed into appropriate containers upon excavation and not stored directly on the ground. In those instances where contaminated soil stockpiling is necessary, soils shall be placed on a liner for containment purposes.

The Contractor(s) is responsible for seeing that all containers of hazardous site characterization and remediation wastes generated under the activities of this contract are removed from National Forest lands within the applicable regulatory time frames.

E. Transporters: For all hazardous wastes transported under this contract, the Contractor shall present at time of offer, all applicable state waste hauler licenses and hauler numbers. Only experienced, licensed, transporters shall be used to haul hazardous wastes under this contract. The Contractor shall also provide and affix appropriate placards to each vehicle prior to leaving Forest Service premises and ensure that all EPA, DOT and State transporter requirements are met.

The Contractor shall comply with, and ensure that all applicable subcontractors comply with, all requirements of 49 CFR 100-199, regarding waste transportation under this contract. Complete compliance with these regulations shall include, but not be limited to, ensuring that emergency response information is carried on transport vehicles and maintained at facilities where hazardous materials are received, stored, or handled during transportation. Shipping papers will contain an emergency response telephone number supplied by the disposal contractor which is monitored 24 hours a day in order to provide immediate, detailed emergency information to personnel reacting to emergencies. Technical names will be included in the descriptions of materials reflected on shipping papers by "not otherwise specified" (n.o.s.) descriptions.

F. Off-Site Recycling and Treatment/Storage/Disposal Facilities: The Contractor shall identify each recycling and/or TSD facility, which may receive hazardous materials/wastes under this contract.

Each TSD facility must have, as a minimum; EPA RCRA permitted or state approval as a treatment or disposal facility and is in good standing with the regulatory community. The Contractor agrees that no facility other than those initially accepted by the Government in the award process will be used. The Forest Service, on a case-by-case basis, may accept additional TSD facilities.

In an effort to reduce the Region’s future liability for the wastes it generates, ALL wastes and contaminated media managed under this contract shall be sent to only those treatment/ storage/disposal facilities that are in compliance with EPA’s “Off-Site Rule” (40 CFR 300.400 on the U.S. Environmental Protection Agency’s “Off-Site Rule” list. The Contractor shall provide confirmation that the proposed off-site facility is Off-Site Rule compliant prior to the initiation of any

The Contractor is responsible for ensuring that all hazardous and non-hazardous materials and wastes generated during activities undertaken pursuant to this contract are segregated so as to minimize the volume of hazardous wastes. Ninety (90) percent (determined by weight) of the inert material and fifty (50) percent (determined by weight) of the remaining material generated must be recycled, salvaged or reused. The Contractor is responsible for preparing the Debris Management Plan that is required by Riverside County and San Bernardino County. Containers must be marked so that they are readily identified. In addition, the Contractor must ensure that there is a clear audit trail for all items until the final recycling or treatment/disposal is accomplished.

The Contractor is responsible for maintaining a daily log of all construction and demolition debris that leave the site. The log and receipts must contain the weight of the debris the facility accepted and whether the material was disposed in a landfill or recycled. The log must be available on site during abatement and demolition activities.

C.17 CONTRACTORS QUALIFICATIONS AND LICENSES

Contractor must possess a current and valid C-21, “Building Moving / Demolition,” license to perform the applicable contract work issued by the state of California or a valid B license issued by the state of California and experience performing NACIS 238910 Federal Contracts. In addition, Contractors must possess the certification(s) listed below to perform the applicable work. This list is not all inclusive and is subject to change as new Federal, State and local laws and regulations are implemented and existing Federal, State and local laws are revised. Proofs of certifications shall be provided to the Government as a part of the prospective bidder’s bid package (See Section M).

Asbestos. Asbestos testing, removal and abatement contractors must be certified by the Board under Business and Professions Code Section 7058.5. Testing must be performed by a Certified Asbestos Consultant certified by the state of California. Labor Code Section 6501.5 requires any contractor who does asbestos abatement to register with Cal / OSHA’s Asbestos Contractor Registration Unit before doing any work involving asbestos. Business and Professions Code Section 7180 et seq. requires any individual performing asbestos consulting activities in California to be certified by Cal / OSHA’s Asbestos Consultant Certification Unit. Contractor or subcontractor must possess an Asbestos Certification (ASB) from the state of California Contractors State License Board and a Certified Asbestos Consultant certification from Cal/OSHA to be eligible for award of this contract.

Hazardous Waste Transportation. Any person who transports hazardous waste in a vehicle must have a valid registration issued by DTSC in his or her possession while transporting the hazardous waste.

Statutory requirements governing hazardous waste transportation in California are contained in Division 20, Chapter 6.5, Article 6.5, Article 6.6, and Article 13 of the California Health and Safety Code (Health & Saf.Code). Regulations adopted pursuant to these statutes are found in, Division 4.5, Chapter 13, and Chapter 29 of the California Code of Regulations, title 22. (Cal. Code Regs., tit. 22).

Lead Based Paint. All lead based paint testing, construction, and removal activities shall be performed by an individual certified by the CA Department of Public Health to perform such work. Proof of certification shall be provided to Government attached to the bid proposal reply.

Hazardous Waste Remediation. No contractor shall engage in a removal or remedial action unless the qualifier for the license has passed an approved hazardous substance certification examination.

Contractor or subcontractor must possess a Hazardous Substance Removal Certification (HAZ) from the state of California Contractors State License Board to be eligible for award of this contract.

C.18 HEALTH AND SAFETY PLAN

The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, the Contractor’s personnel and equipment shall comply with applicable Federal, state, and local laws, safety and health regulations and procedures, as well as Forest Service regulations, rules and procedures. The Contractor shall ensure that its agents, employees and subcontractors perform in a safe manner. The Contractor shall ensure that all personnel involved in handling hazardous materials/waste and conducting emergency response and site cleanup activities are trained in the level of expertise required for the proper performance of the work activities and have all current certifications required for performance of work.

A Master Health and Safety plan is required prior to initiation of work under this contract. The Contractor shall submit a Master Health and Safety plan prior to the initiation of any work under this contract. The Health and Safety Plan, and amendments thereto, submitted under requirements of this contract shall be prepared by the Contractor’s health & safety manager. The Health & Safety Plan to be submitted by the Contractor shall have contingencies available to address the possibility of performing removal operations involving hazardous chemicals (i.e. PCB, Xylene, Toluene, Benzene). The plan shall also address air emission reduction methods (i.e. foaming) on-site air emission levels and contingency actions (i.e. protective equipment, work shutdown, etc.) and spill plans.

The Health and Safety Plan will describe procedures for establishing the appropriate levels of protection (i.e. A, B, C, D) for each work activity.

C.19 WORK PLAN

The Contractor(s) shall provide the Government with three (3) copies of the Work Plan for the project within 10 days of contract award. This Work Plan shall include, but is not limited to, the following:

1. A description of how the work will be performed.

2. A listing of personnel, including subcontractor(s), working on the project and copies of all applicable certifications.

3. A hazardous material/waste management plan, which includes waste identification protocol, an explanation for reuse/disposal chosen, identification of the selected recycling facility or TSD facility.

Documentation and certification of the facility’s ability to accept hazardous materials/wastes shall be provided as an attachment to the work plan.

4. Documentation of Hazardous Waste Operations Training, Asbestos, and Lead-Based Paint Certification for on-site personnel.

5. Project Specific Safety, Health, and Emergency Response Plan.

6. Project Specific Hazardous Material Sampling and Analysis Plan.

7. Project Specific Quality Control Plan.

8. Project Specific Traffic Control Plan

9. A Project Work Schedule (shall be submitted within 15 calendar days after contract award)

10. Detailed cost estimate of work to be performed.

Additional specific details for work plan submittals for individual assignments may be issued under each Task Order. For phased projects, additional work plans shall be required prior to the start of the next phase. All work plans must be approved in writing by the Contracting Officer prior to the commencement of that phase of work.

C.20 REPORTS

Upon completion of the project work under this contract, the Contractor shall provide two (2) hard copies of a Final Project Report and one (1) copy (electronic .pdf files) of a Final Project Report. The Final Report includes:

• A report of the demolition, disposal and soil characterization results. The report shall be signed by the registered geologist or professional engineer responsible for the work, as required by the State of California.

• Destination and method of reuse, recycling, or disposal of all waste, including rationale for the disposal. The name, address and EPA or State Identification Number of the site shall be included in this section of the report.

• Method of packaging of material/waste to comply with the requirements of this contract and to comply with Federal and State requirements for transportation and disposal. This includes the method of transport and name, address, and EPA-Identification Number of all transporters.

• Itemized costs for handling, transport, and disposal.

• Copies of all signed manifests, land disposal restriction forms, waste profile sheets, laboratory test results, and permits for decommissioning wells, etc., shall be submitted to the government.

C.21 EQUIPMENT AND CLEANING

All-off road equipment shall be free of noxious weeds, soil, seeds, vegetative matter, or other debris that could contain or hold seeds. The Contractor shall certify in writing that all off-road equipment is free of noxious weeds prior to commencing operations on the project sites. “Off-road equipment” includes all equipment operating off of paved roadways. Contractor shall employ whatever cleaning methods necessary to ensure that all off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds and other such debris when visual inspection does not disclose such material.

Disassembly of equipment components or specialized inspection tools is not required. Contractor shall at least 5 working days prior to moving each piece of equipment onto the project site, identify the location of the equipment’s most recent operation.

C.22 EARTHWORK

The contractor shall carefully examine existing conditions and information, shall become familiar with the nature and location of the work, the conformation of the ground slopes and terrain, the nature of subsoil conditions, ground water conditions, nature and extent of materials that will be encountered during demolition operations and any existing site conditions that may affect the project, prior to the beginning of the work.

Contractor shall excavate and backfill demolition area to elevations and grades of adjacent natural terrain contours, or as directed by the Contracting Officer, in order to blend the finished area with the surrounding landscape. Where necessary remove unsuitable material and replace with acceptable borrow material.

The contractor shall furnish, maintain and operate all necessary machinery, appliances and equipment to keep excavation free of water until the placement of borrow material has been completed. Quality control of excavation and compaction operations shall be the responsibility of the Contractor.

C.23 PROTECTION OF LAKES, STREAMS AND MEADOW AREAS

All drainages channels, meadows, and stream courses in the Project Area shall be protected by the Contractor in accordance with requirements of the California Department of Fish and Wildlife and the California Water Quality Control Board. All water encountered during the construction of this Project shall be discharged in conformance to these requirements (refer to AGAR 452.236-74).

Demolition work for buildings located in meadows shall not commence until written approval has been received from the Contracting Officer.

Contractor shall be responsible for installing temporary platforms in meadow area for heavy equipment access and work performance and shall take all necessary precautions to protect and prevent damage to roots systems of vegetation and natural resources in meadow area

Heavy equipment use shall be restrict as approved in writing by the Contracting Officer.

C.24 WATER WELL DESTRUCTION

If applicable, the contractor performing this portion of the work shall have a C57 license and shall supply all required information to the State and County subsequent to completion of the work. The Contractor shall comply with all Federal, State and local laws, ordinances, or rules and regulations relating to the performance of this work.

Contractor shall be responsible for obtaining all permits from regulating agency for the performance of this work.

The contractor shall provide a 72 hour notification to the Contracting Officer prior to commencing water well destruction operations, and provide any required notification to responsible county agencies.
