(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 3 Days.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

Specifications/Statement of Work (5 Pages)
1. GENERAL:
The intention of this solicitation/resultant contract is to obtain Janitorial Services for the Pacific Southwest Research Station, located at 4955 Canyon Crest Drive, Riverside, California. The contract will be awarded for a Base Period and four (4) twelve month Option Periods by means of a Firm Fixed-Price Contract.
The Contractor shall provide everything including but not limited to, all equipment, cleaning supplies, transportation, labor, and supervision necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. The work covers approximately 17,500 square feet of buildings with a various use from technical offices to laboratories. Services will be provided for (60 months) beginning January 1, 2018 and ending December 31, 2022.
Materials and equipment shall be of the type and quality used in large-scale commercial cleaning operations, shall meet the requirements specified herein and shall be approved by the Contracting officer before use.
1. Material Requirements. All toilet supplies and custodial materials and supplies provided by the Contractor shall conform to the requirements of the latest edition of the applicable requirements listed herein. Those not covered by federal specifications shall be of commercial grade and quality. Within 10 days after award of this contract, the Contractor shall submit a list of the materials to be used for approval by the Contracting Officer Representative. The list shall include the manufacturers’ name, brand name, and statement certifying that materials supplied meet or exceed contract requirements.
Pre-work Conference: Prior to commencement of work a meeting may be requested by the Contracting Officer to be attended by the Contractor, the Contracting Officer, or the COR, and other Forest Service representatives who may be involved in the administration of this Contract. The meeting will be held at a time and place mutually agreeable to the Contractor and the Contracting Officer to discuss the work schedule and to familiarize both parties with the responsibilities in this Contract.
The Contractor shall comply with the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c)(3)) as required under the clause 52.223-1 Bio-Based Product Certification and 52.223-2 Affirmative Procurement of Bio-Based products under Service and Construction Contracts (see Section I).
The use of Bio-based products by prospective offerors will be used in the evaluation criteria (see Section M).

Government-furnished Property: See Clause 52.245-4, Government property. The Forest Service will provide the following:
Electric power and water will be furnished by the Government at existing outlets for the Contractor’s use to operate such equipment and perform such services as is necessary in the conduct of his/her work.
The Contractor shall be responsible for ensuring that his/her employees do not electrically unplug operating laboratory apparatus or otherwise disturb laboratory experiments in progress or erase blackboards, and that they do not disturb papers on desks, open drawers or cabinets, or use the telephones except for emergency calls to police or fire departments.
The Contractor shall ensure their employees do not bring children under the age of 16 or pets on to the facility.
Keys to various buildings and grounds will be issued to the Contractor to perform semi-annual services on weekends. All other work shall be performed during business hours between 8:00 a.m. and 3:30 p.m. The Contractor is required to re-lock these areas after completion of work, even if area is found to be unlocked when he/she arrives to perform services. The Contractor shall be responsible for the security of the building. Any lost or stolen keys and visitor cards shall be reported immediately to the COR.
The government will furnish the following materials, these items will be supplied and stored at the job site on an as-needed-basis at PSW in Riverside, California. Supplies shall be accounted for by the Contractor and used in the performance of the job.

The contractor shall keep COR informed when supplies need replenishing. Supplies shall be used only in the performance of this Contract.
Protection of Government Property: During execution of the work, the Contractor shall take special care to protect Government property including furniture, walls, baseboards, and other surfaces from materials/cleaners not intended to be used on that surface. Accidental splashes shall be removed immediately. The Contractor shall repair and return areas damaged, as a result of work under this contract, to their original condition, to include painting, refinishing, or replacement, if necessary, at no cost to the Government. The Contractor is prohibited from using Government telephones, facilities, or office equipment provided for official Government use. Smoking is not to be permitted in the building at any time.
Government Furnished Facilities: The Government will make available to the Contractor a space to store custodial supplies and equipment at the facility. The Contractor shall be responsible and accountable for taking adequate precautions to prevent fire or water hazards, odors, and vermin. The Contractor shall be held responsible for the cost of any repairs caused by negligence or abuse on his/her part, or on the part of his/her employees.
STORAGE ROOM AND SUPPLIES:
The Contractor is responsible for the neat and clean appearance of all janitorial storage areas and slop sinks. Also, spare toilet papers and paper towels should be kept in all storage closets in each building.
The following rooms will be made available to the Contractor for storage of supplies and equipment:
Storage Areas:
Building 1 - Janitor Closet (Room next to the water fountain).
Building 2 – Room next to Room 38, (an area three feet directly in front of the telephone equipment shall be kept clear at all times).
Building 3 – Janitor Closet (directly outside restrooms).
Additional Services: During the period of this contract it may be necessary to request additional services because of leaks, fires, accidents and the like. Payment for these requested services will be negotiated at the time of need. Price will be agreed upon prior to the start of any work.
Security Procedures: The Contractor will be required to have a background investigation on all employees working in the facility.
The U.S. Government conducts background investigations and periodic reinvestigations to determine whether applicants or incumbents either employed by the Government or working for the Government under contracts. The Homeland Security Presidential Directive (HSPD) 12 staff of the Forest Service human Capital Management (HCM) organization is responsible for collecting and reviewing all security clearance forms for accuracy.
Forest Service managers, supervisors, and human resources personnel are responsible for determining the sensitivity of the Agency’s positons and for ensuring that employees and contractors who work for the government have the appropriate background investigation commensurate with the position and subsequent periodic reinvestigations.
The Contractor shall provide names of workers that are assigned to expedite cleaning services at this facility. All workers shall be US Citizens or have proper documentation to work in the U.S. before commencing work. The contractor shall provide identification (such as a California Driver’s License, Social Security Card, or Green Card), for all employees who will be performing work at the PSW Forest Fire Laboratory in Riverside, California site (No work can be done after hours without all clearances been placed by personnel and processed through Government security).
PSW-Riverside has an alarm system which will require the issuance of keys and security code for the entrance of the building.
The Contractor must be registered in the SAM (System for Award Management) database. If not registered you may register at https://uscontractorregistration.com/ Please submit you DUNS number and Federal Tax ID number with your offer.
The Contractor and all employees shall wear badges or monograms providing ready identification. Employees shall be required to dress neatly, commensurate with the tasks being performed. At no time will anyone visiting the janitorial staff be permitted in the building unless they are providing contractual services and the COR is notified.
Inspection and Acceptance: Contractor’s performance will be inspected for compliance against the specifications before payment is processed. The Contractor will be required to correct any work found to be unacceptable at no cost to the Government. A letter of Non-Compliance will be issued describing each infraction and the form will be signed by the contractor then returned to the Contracting Officer. Failure to comply with the specifications may be grounds for termination.
Contractor Quality Control:
General Requirements: The Contractor is responsible for quality control and shall establish and maintain an effective quality control system. The quality control system shall consist of plans, procedures, and organization necessary to produce services that comply with the contract requirements and shall not just restate the PWS. The system shall cover all Janitorial operations. The Contractor shall be responsible for the quality of work on the job and is subject to termination for non-compliance with quality requirements specified in the contract.
Quality Control System: The Contractor shall implement and maintain a documented quality control system including a Quality Control Plan (QCP), that identifies and results in correction of potential and actual problem areas throughout the entire scope of the contract. An electronic copy of the QCP shall be provided to the CO/COR at the pre-work meeting. The Government will consider an interim plan for the first 30 days of operation. The QCP or interim plan shall be implemented on the day of contract performance. When the plan is acceptable to all parties, it shall be signed by the Contractor, CO and COR. The Contractor’s Quality Control System shall include, as a minimum, the following to cover all Janitorial Operations, including work be subcontractors are:
Structure the system to assure the individual(s) responsible for Quality Control is independent from any other parts of the Contractor’s organization.
Assures the Quality Control Manager has direct accountability to the Contractor’s top management.
Procedures for written and verbal communication with the Government regarding performance of the contract.
Procedures for handling corrective action without dependence upon Government direction.
Specific surveillance procedures for each contract service identified in the Performance Requirements Summary. These surveillance procedures shall identify who shall perform the surveillance, the frequency, the method, listing of items under surveillance, and corrective action that will be taken to correct Contractor identified deficiencies.
Maintain records of all Contractor quality control checks and corrective action.
Acceptance of Plan: Government acceptance of the QCP is conditional and will be predicated on satisfactory performance during the janitorial services. The Government reserves the right to require the contractor to make changes in its QCP and operations including removal of personnel, as necessary, to obtain the quality specified. After acceptance of the QCP, the Contractor shall notify the CO in writing of any proposed change. Proposed changes are subject to acceptance by the CO/COR.
Technical Specifications (2 Pages)
WORK SCHEDULE
1. DAILY SERVICES
a. Daily Services shall be performed Monday through Friday.
b. Empty all wastebaskets and disposal receptacles in the lunch room, all bathrooms and mail room only. Dispose of trash in site dumpster located inside service road gate on the property.
c. Remove to dumpster ONLY boxes marked “THROW AWAY”
d. Clean and disinfect all drinking fountains in Building 1, Building 2, Building 3 and Head House (7 total).
e. Rest Rooms: Scour and wipe clean all sinks, toilet bowls and urinals in rest rooms to remove all scales, stains, and soil. Wash top and underside of toilet seats with disinfectant solution and flush toilets and urinals with disinfectant solution. Damp wipe all dispensers and stall partitions with disinfectant. Refill toilet paper, paper towel, and soap dispensers with supplies furnished by the Government. Clean mirrors with glass cleaner. Sweep and wet mop all rest room floors with disinfectant. (8 restrooms) approximately 1,600 square feet (13 toilets, 13, sinks, 3 urinals).
f. Kitchen: Clean and disinfect sink and counter tops in kitchen. Check paper towels and replace as required. Straighten and return lunchroom chairs and tables to proper place. Sweep and wet mop floor.
g. Rest Rooms in Building 3, and Head houses, require special cleaning due to grease, dirt, and oil brought in from the field, shop and laboratories.
h. Administrative building #1, thoroughly vacuum reception area and hallway.
i. Technical Offices building #2, thoroughly vacuum waiting area and hallways.
j. Laboratory building #3, thoroughly vacuum second floor hallways.
2. WEEKLY SERVICES
a. Services shall be performed Friday of each week.
b. Vacuum all office carpeted floors, including under and behind all moveable furniture in Building 1, Building 2, Building 3 2nd floor and Modular B (total 6,500 sq. ft.).
c. Empty all wastebaskets and disposal receptacles in all offices, conference room and open bay work areas located in Building 1, Building 2, Building 3 and Lab Areas and Modular B. Dispose of trash inside dumpster located inside service road gate on the property.
d. Dust window sills, ledges, door casings, picture and plaque frames, in Building 1 Reception Area, Hallway, Building 2 Entrance Area and Hallway.
e. Dust all bookshelves, cabinets, table tops, windows shades, in Building 1 Hallway, Reception Area, Building 2 Entrance Area and hallway.
f. Remove all cobwebs from walls and ceilings in Building 1 Reception Area, Hallway, Building 2 Entrance Area and Hallway. In addition Building 3 Chem. Lab Entrance, Hallway and corridor up to Building 3 restrooms.
g. Clean and disinfect walls and floors of showers in Building 3 and Head house 2 (3 total).
h. Clean glass interior and exterior surfaces of all entrance doors, their sills and casings in all Buildings, Modular B, and elevator Cab.
i. Clean glass interior and exterior surface of all windows of glass front, at Building 1 and Building 2 breezeways.
j. Replace waste basket liners in all wastebaskets.
3. BI-WEEKLY SERVICES
a. Thoroughly sweep and mop, including under and around furniture and moveable objects. All linoleum and concrete floors in all offices, hallways laboratories, except for Main Chem. lab and stairways. Included but not exclusive.
Building 1, lunchroom, conference room janitor closet, supply room.
Building 2, offices, janitor closet
Building 3, concrete floors, labs, stairways interior and exterior.
All floor areas to be serviced up to Machine/Wood Shop door.
4. MONTHLY SERVICES
a. Monthly services shall be performed during the third (3rd) Friday of each month.
b. Thoroughly sweep and mop all floors and Elevator Cabs.
c. Remove all scuff marks and stains from all tiles, linoleum and concrete floors in all Buildings, Modular B and Restrooms.
d. Remove all cobwebs from walls and ceilings in building and Modular B.
e. Clean all lunchroom chairs and appliances with appropriate cleaner.
f. Wipe and clean interior and exterior of all metal doors in all Main Buildings Modular B and Elevator Cab.
g. Wipe down rest room (tile walls), partitions, and lockers with disinfectant detergent.
5. SEMI-ANNUAL SERVICES #1:
Contractor shall perform the following services by January 30th
a. Sweep, mop thoroughly polish all tile floors with buffing machine, excluding ceramic tiled restrooms. Polish under and behind all moveable furniture and behind all doors approximately, 5000 sq. ft.
b. Wash the EXTERIOR surfaces of all windows and window sills in all (3) buildings, total number of panes (Building 1-48), (Building 2-110), (Building 3-24), (10 on 2nd floor) (14 on first floor).
c. Wipe and clean handrails for (1) interior, and (1) exterior stairways at Building 3.
6. SEMI-ANNUAL SERVICES #2:
Contractor shall perform the following services by July 30.
a. Strip old wax and apply new wax to all tile floors, behind all doors and all moveable furniture with buffing machine, excluding ceramic tiled rest rooms. Approximately 5000 sq. ft.
b. Wash the INTERIOR & EXTERIOR surfaces of windows and window sills in all (3) buildings, Special care shall be taken around employees desks so as not to disturb work or belongings.
c. Wipe and clean handrails for the (2) stairways at Building 3.

DEFINITIONS
Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Contractor's Representative and are dated.
Best Value. The expected outcome of an acquisition that, in the Government’s estimation , provides the greatest overall benefit in response to the requirement. The basis for award will be an integrated assessment based on tradeoff between technical capability and price reasonableness.
Schedule of Items - Schedule containing a list of items, quantities, units of measure, unit price and amount.
Contract. A mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing. In addition to bilateral instruments, contracts include (but are not limited to) award and notices of award; job orders issued under basic ordering agreements; letter contracts; orders, such as purchase orders, under which the contract becomes effective by written acceptance or performance; and bilateral contract modifications.
Contract Discrepancy Report (CDR). A formal, written documentation of Contractor nonconformance or lack of performance for contract work.

Contractor. The term as used herein refers to both the prime Contractor and any subcontractor. The Contractor shall be responsible for insuring that his subcontractors comply with the provisions of this contract.

Where "as shown", "as detailed", or words of similar import are used, it shall be understood that reference is made to the attachments accompanying this specification unless stated otherwise.
Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it shall be understood that direction, requirement, permission, approval or acceptance of the Contracting Officer is intended unless stated otherwise.
AGAR 452.211-72 Statement of Work
The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work referenced in the Attachments section.

The attachments to the Statement of Work/Specifications listed in the Standard Form 1449 are hereby made part of this solicitation and any resultant contract.
AGAR 452.211-74 Period of Performance (FEB 1988)
The BASE YEAR of this contract is from January 1, 2018 through December 31, 2018.
OPTION PERIODS:
If the option periods are exercised by the Government, additional ordering periods for each option will be as follows:
1st Option January 1, 2019 through December 31, 2019
2nd Option January 1, 2020 through December 31, 2020 3rd Option January 1, 2021 through December 31, 2021 4th Option January 1, 2022 through December 31, 2022
AGAR 452.246-70 INSPECTION AND ACCEPTANCE (FEB 1988)
(a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
(b) Inspection and acceptance will be performed at the point of final destination as specified in each order.
INVOICING
Contractor can submit any invoice for payment for the supplies delivered, inspected, and received by the customer on the contract completed in the IPP system. COR will review/approve invoice submitted for payment. A copy of the actual breakdown of the supplies being invoiced for supplies must be attached in IPP in order to process payment. All invoices that do not provide the breakdown of supplies will be rejected.
The “Submit Invoice-to” address for USDA Orders is the Department of Treasury’s Invoice Processing Platform (IPP). The Contractor must follow the instructions on how to register and submit an invoice via IPP as prescribed on the IPP website. Every invoice is to be submitted via the electronic Invoice Processing platform.
